Finance Committee Meeting
May 12, 2025
Chairperson John Ewert called the meeting to order at 6:00 p.m. Roll call was taken:
John Ewert, Tracy Lyons and Laurie Lindow were present. Staff members present:
Shawn Splivalo and Cindi Gamb.
Public Comment – none.
Approval of April 14, 2025, Meeting Minutes – Motion by John Ewert, second by Tracy
Lyons to approve the April 14, 2025, meeting minutes. Motion carried.
Business
1. Review and Approve April Claims Lists – Motion by John Ewert, second by Laurie
Lindow to approve the April claims lists. Motion carried.
2. Review and Recommend:
a) Class A and B Retail Combo Liquor Licenses –
• Target Corporation-Class A Retail Combo
• Gas-N-Go Corp-Class A Retail Combo
• Buechel Stone Corp-Class A Retail Combo
• Kohler Co-Class A Retail Combo & Class B Retail Combo
• Blazin Wings Inc-Class B Retail Combo
• Emily's LLC-Class B Retail Combo
• Brinker Restaurant Corp-Class B Retail Combo
Motion by John Ewert, second by Tracy Lyons to recommend the Village
Board approve the Class A and B Retail Combo Liquor and Beer Licenses.
Motion carried.
b) Cigarette, Tobacco and Electronic Vaping Licenses –
• Gas-N-Go Corp
• Thomas Schumacher
• Emily's LLC
• Kohler Co
Motion by John Ewert, second by Laurie Lindow to recommend the Village
Board approve the Cigarette, Tobacco and Electronic Vaping Licenses.
Motion caried.
c) April Revenue & Expense Reports, Bank Reconciliation and Journal Entries –
Motion by John Ewert, second by Laurie Lindow to recommend the Village
Board approve the April revenue & expense reports, bank reconciliation and
journal entries. Motion carried.
d) Purchase Police Department Portable Radios – Motion by John Ewert,
second by Tracy Lyons to recommend the Village Board purchase six Police
Department portable radios. Motion carried.
e) Police Department Update – Shawn provided a department update:
• Jacob Porter will be graduating May 16th.
• There is an overage in the training budget. The State will be reimbursing
the Village for food, travel and lodging for Jacob Porter attending the
academy.
• Christoper Moman is being deployed mid-June for one year. The over-time
budget will have an overage, but the regular officer wages will be lower
with Moman on deployment.
• Shawn will be requesting funds from KPAL to purchase 100 Stop the
Bleed kits for Kohler School.
• Active shooter training will be held in June.
f) New Hires for Recreation Department – Emily Loest, Grant Wilson, Kyler
Maner, Logan Winter, Rhya Buchaklian, Henry Hoerth, Ben Stolle, Mya
Halverson, Olivia Davis, Nakya Edwards, Maggie Behler, Maxwell Sewacki
and Lindsey Stoffregen. Motion by John Ewert, second by Laurie Lindow to
recommend the Village Board approve the new hires for the Recreation
Department. Motion carried.
g) Increase Pool Wage – Motion by John Ewert, second by Tracy Lyons to
recommend the Village Board increase the pool wages for Susie
Wandschneider to $19 per hour and Barry Martin to $17.00 per hour. Motion
carried.
