Village of Kohler Property Committee December 11, 2023 Chairperson Jason Kwacz called the meeting to order at 5:30 p.m. Roll call was taken: Jason Kwacz, Mike Zimmermann and John Winter were present. Staff members present: Mike Kitzerow, Gary Lindow and Cindi Gamb. Public comment – none. Approval of Meeting Minutes from November 13, 2023 – Motion by Mike Zimmermann, second by John Winter to approve the meeting minutes from November 13, 2023. Motion carried. Business 1. Discuss and Recommend Purchase of Fire Department Inflatable Raft, Motor and Accessories – Gary is requesting to order an inflatable raft, motor and accessories in December 2023 to offset a 5-7% price increase in 2024. Funds are included in the 2024 Capital Outlay budget. Cost not to exceed $27,000, delivery would be in 2024. Motion by Jason Kwacz, second by John Winter to recommend the Village Board approve an amount not to exceed $27,000, for purchase of an inflatable raft, motor and accessories from MilPRO Marine LLC for the Fire Department. Motion carried but not unanimously. 2. Review and Recommend Ordinance No. 2023-9, An Ordinance Amending Chapter 3.21 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin Updating the Fee Schedule – the fees that are paid to the building inspector were added for comparison. Motion by Jason Kwacz, second by Mike Zimmermann to amend the fee schedule to include an increase for fireworks permits; $200 for a permit submitted at least 45-days prior to event date and $300 for a permit filed less than 45-days prior to event date. Motion carried, but not unanimously. Motion by Jason Kwacz, second by Mike Zimmermann to approve Ordinance No. 2023-9, An Ordinance Amending Chapter 3.21 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin Updating the Fee Schedule as amended. A roll call vote was taken: Jason – aye, Mike – aye, John – nay. Motion carried but not unanimously. 3. Discuss Installing Speed Hump on Greenfield Drive – Mike requested Excel Engineering to provide project costs for engineering and construction. Discuss further at next meeting. 4. Discuss Department of Public Works Building Study – Mike requested an estimate from Excel Engineering, Inc. to look at the Department of Public Works buildings, determine what we need and how to utilize the spaces we have. Motion by Jason Kwacz, second by Mike Zimmermann to recommend the Village  Board approve an amount not to exceed $2,900 for Excel Engineering, Inc. to perform a schematic design. Motion carried. 5. Approve 2024 Sewer Utility and Water Utility Budgets – Motion by Jason Kwacz, second by John Winter to recommend the Village Board approve the 2024 sewer utility and water utility budgets.
