January 8, 2024
In the absence of Chairperson Jason Kwacz, John Winter called the meeting to order at
5:30 p.m. Roll call was taken: John Winter and Mike Zimmermann were present. Jason
Kwacz was absent. Staff members present: Mike Kitzerow, Gary Lindow, Laurie Lindow
and Cindi Gamb.
Public Comment – none.
Approval of Meeting Minutes from December 11, 2023 – Motion by Mike Zimmermann,
second by John Winter to approve the meeting minutes from December 11, 2023.
Motion carried.
Business
1. Review and Recommend Village Hall Flooring Quote – the committee requested
updated quotes (good for 60 days) and check if the same product is being quoted
from the three vendors. Motion by Mike Zimmermann, second by John Winter to
table until next meeting for appropriate follow ups. Motion carried.
2. Review and Recommend Accepting Kelmann Cares $1,000 Donation to Fire
Department to Purchase Stokes Basket – Gary applied for a grant and it was
awarded to the Fire Department. Motion by John Winter, second by Mike
Zimmermann to recommend the Village Board accept the Kelmann Cares $1,000
Donation for the Fire Department to purchase a stokes basket. Motion carried.
3. Review and Recommend Ordinance No. 2024-1, Sewer Service Charges and
Billing – this increase is based on the Ehlers study. Motion by John Winter,
second by Mike Zimmermann to recommend the Village Board approve
Ordinance No. 2024-1, Sewer Service Charges and Billing. Motion carried.
4. Review and Recommend Storm Water Model Funding – DNR requirement to
remodel the Village’s storm water system. The grant is for $30,000, refunded
after the Village pays the total cost of $90,472. Motion by John Winter, second by
Mike Zimmermann to recommend the Village Board approve $90,472 for the
Storm Water Model, with the understanding that $30,000 will be offset by a grant.
Motion carried.
5. Review and Recommend Salt Shed Plan Set Funding – Motion by John Winter,
second by Mike Zimmermann to recommend the Village Board approve $7,500
for KSI, Inc. to provide state plans for a salt shed. Motion carried.
6. Review and Recommend Purchase of Kubota Tractor and Attachments –
$25,000 included in budget, requesting $17,433 for tractor and attachments.
Motion by John Winter, second by Mike Zimmermann to recommend the Village
Board approve purchase of a Kubota tractor and attachments for an amount not
to exceed $18,000. Motion carried.
7. Review and Recommend Purchase of Leak Detector – Motion by John Winter,
second by Mike Zimmermann to recommend the Village Board approve purchase
of a leak detector from Sewerin for $4,857. Motion carried.
8. Review and Recommend Purchase of Chloride Tank – current tank at Fenwood
is about 70 years old. Motion by John Winter, second by Mike Zimmermann to
recommend the Village Board approve purchase of a chloride tank from Casper’s
Truck Equipment for an amount not to exceed $10,000. Motion carried.
9. Review and Recommend Purchase of Prewet System – budgeted $17,000,
saved funds on the tractor purchase to be used towards the prewet system.
Motion by John Winter, second by Mike Zimmermann to recommend the Village
Board approve purchase of a prewet system from Casper’s Truck Equipment for
$24,023. Motion carried.
