Village of Kohler Property Committee March 11, 2024 Chairperson Jason Kwacz called the meeting to order at 5:30 p.m. Roll call was taken: Jason Kwacz, Mike Zimmermann and John Winter were present. Staff members present: Mike Kitzerow, Laurie Lindow, Gary Lindow and Cindi Gamb. Public Comment – Jeni Roach commented about Ordinance No. 2024-3, concerned if the 14-days is too short of a period for repairs to be made. Approval of Meeting Minutes from February 12, 2024 – Motion by Jason Kwacz, second by John Winter to approve the meeting minutes from February 12, 2024. Motion carried. Business 1. Review and Recommend Projects for AARPA Funding – $107,756.28 of AARPA funds remaining that must be spent before the end of 2024. Proposed projects for remaining funds: Village Hall Flooring $15,611 Approved PD/FD/DPW Security Access $15,275 Upgrade Security Access-Memorial Hall $ 5,725 Library Interactive Whiteboard $ 3,300 FD Written Safety Program with Training $ 6,000 $61,845 Balance not allocated $45,911 2024 Capital Outlay Budget Items Police Equipment $10,000 FD Inflatable Boat $27,000 Approved Leak Detector $ 4,857 Approved Kubota Tractor with Blower/Broom $17,433 Approved Chloride Tank $ 9,990 Approved Small Truck Mounted Prewet System $24,023 Approved Bubblers $ 7,795 Approved Lost Woods Park Playground Equipment $ 7,840 Approved Library $ 8,000 Small capital outlay items to be funded with $48,482 ARPA Projects listed that are not already approved will need to go to committees and Village Board for approval. Motion by Jason Kwacz, second by Mike Zimmermann to recommend the Village Board approve using the $107,756.28 remaining of ARPA funds for the projects presented. Motion carried. 2. Review and Recommend Ordinance No. 2024-3, An Ordinance Amending Chapter 20.16 Traffic, Parking and Access of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin – people have been calling DPW regarding a large pot hole in the parking lot of a commercial property located in the Village of Kohler that is a safety issue. Phone calls and letters to the property owner have gone unanswered. Motion by Jason Kwacz, second by Mike Zimmermann to recommend the Village Board approve Ordinance No. 2024-3, An Ordinance Amending Chapter 20.16 Traffic, Parking and Access of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin. A roll call vote was taken: Mike Zimmermann – aye, John Winter – aye, Jason Kwacz – aye. Motion carried. 3. Review and Recommend Quote for Water Tower Roof Replacement – Motion by Jason Kwacz, second by John Winter to recommend the Village Board approve the quote from Lakeside Roofing for $18,750 to replace the roofs on the water tower buildings. Motion carried. 4. Review and Recommend West Riverside Drive Blacktop Project – funding from Sheboygan County sales tax money that the Village received. Motion by Jason Kwacz, second by John Winter to recommend the Village Board approve the $40,551 estimate from Sheboygan County Highway Department to pave both lanes of West Riverside Drive from Parkway to Maiden Lane. Motion carried. 5. Review and Recommend Interim Sanitary Sewer Services Agreement – Motion by Jason Kwacz, second by John Winter to recommend the Village Board approve the Interim Sanitary Sewer Services Agreement. Motion carried. 6. Approve and Recommend Filing Purchased Water Adjustment Clause (PWCA) with the Public Service Commission of Wisconsin – Motion by John Winter, second by Jason Kwacz to recommend the Village Board approve filing a Purchased Water Adjustment Clause (PWCA) with the Public Service Commission of Wisconsin and to send a notice to water utility customers explaining the reason for the rate increase. Motion carried. 7.
