Village Board Meeting
March 18, 2024
Village President Thomas Schnettler called the meeting to order at 6:00 p.m. at the swimming
pool. Roll call was taken: Tom Schnettler, John Winter, Mike Zimmermann, John Ewert, Jason
Kwacz and Brett Edgerle were present. Michael Wandschneider was absent. Staff members
present: Mike Kitzerow and Laurie Lindow.
The Village Board members toured the swimming pool construction project. The Village Board
then reconvened at the Kohler Village Hall. Michael Wandschneider joined the meeting and
Attorney Bauer was also in attendance.
Items of Concern Regarding the Agenda, Including Public Comment – Mike Zimmermann
discussed a letter received from Brett Kohler asking for stop signs to be placed on Woodland
Road and both Woodlake Road and Forest Road for safety reasons. The letter should have
been on the agenda for Finance Committee in February.
Approve Meeting Minutes from February 19 and March 4, 2024 – Motion by Mike Zimmermann,
second by Michael Wandschneider to approve meeting minutes from February 19 and March 4,
2024. Motion carried.
Business
1. The Finance Committee recommends the Village Board take action on the following:
a. Expansion of Community Service Officer position – Shawn has a local candidate
who has expressed interest in serving as a part-time Community Service Officer
position taking part in covering special events and training. The Justice
Department will reimburse the cost of sending this individual to Police Academy if
employed by the department. This will be a temporary position at $15.00 per
hour covered by the Police Department part-time wages budget. Contract details
will be worked out during the transition period. Motion by John Ewert, second by
Michael Wandschneider to approve expansion of Community Service Officer
position. Motion carried.
b. Retention of 2016 squad car as a CSO vehicle – Motion by John Ewert, second
by Michael Wandschneider to approve retention of 2016 squad car as a CSO
vehicle. Motion carried.
c. February 2024 Revenue & Expense Reports, bank reconciliation and journal
entries – Motion by John Ewert, second by Michael Wandschneider to approve
February 2024 Revenue & Expense reports, bank reconciliation and journal
entries. Motion carried.
2. Police Department Annual Report – Chief Splivalo discussed some highlights in the
annual report and answered any questions Village Board members posed.
3. The Property and Finance Committees recommend the Village Board take action on the
following:
a. Approve funding ARPA projects as presented – Motion by John Ewert, second by
Michael Wandschneider to approve funding ARPA projects as presented. Motion
carried.
b. Ordinance No. 2024-3, An Ordinance Amending Section 20.16 Traffic, Parking
and Access of the Municipal Code of the Village of Kohler, Sheboygan County,
Wisconsin – Motion by John Ewert, second by Michael Wandschneider to
approve Ordinance No. 2024-3, An Ordinance Amending Section 20.16 Traffic,
Parking and Access of the Municipal Code of the Village of Kohler, Sheboygan
County, Wisconsin. Attorney Bauer advised that the proposed ordinance had a
timeline to follow that was too restrictive. Motion amended by John Ewert,
second by Mike Zimmermann to forward the Ordinance to Attorney Bauer for
review and revisions. Motion carried.
4. The Property Committee recommends the Village Board take action on the following:
a. Approve the quote from Lakeside Roofing for $18,750 to replace the roofs on the
two water tower buildings – Motion by John Winter, second by Mike Zimmermann

b. Approve the $40,551 time and materials estimate from Sheboygan County
Highway Department to pave both lanes of West Riverside Drive from Parkway
to Maiden Lane – Motion by John Winter, second by Mike Zimmermann to

c. Approve the Interim Sanitary Sewer Services Agreement – Attorney Bauer
explained that this is the first step in amending the 1975 Sanitary Sewer Services
Agreement to allow sewer service to be extended to the Generator plant in the
Town of Mosel. Michael Kelm from Kohler Co. is in attendance to answer any
questions. This revision to the sewer agreement changes the boundaries of
service area. The City of Sheboygan and Town of Sheboygan has already
approved the agreement. This change will not affect Village service or add any
costs. Motion by John Winter, second by Michael Wandschneider to approve the
Interim Sanitary Sewer Services Agreement. Motion carried.
d. Approve filing a Purchased Water Adjustment Clause (PWCA) with the Public
Service Commission of Wisconsin and to send a notice to water utility customers
explaining the reason for the rate increase – The City of Sheboygan has notified
the Village of a cost of service study submitted to the PSC for their rate case for
constructing a new water intake pipeline and pumping station. Motion by John
Winter, second by Mike Zimmermann to approve filing a Purchased Water
Adjustment Clause (PWCA) with the Public Service Commission of Wisconsin
and to send a notice to water utility customers explaining the reason for the rate
increase. Motion carried.
5. Fire Department Annual Report – Fire Chief Gary Lindow could not attend the meeting
due to CPR training being conducted tonight. There were no questions on the report
however Tom Schnettler asked that going forward a three-year history of calls be
included.
6. The Plan Commission recommends the Village Board take action on the following:
a. Request from Kohler School District for baseball wind screens as presented –
The baseball wind screens will be the same product, color and material as the
windscreens on the tennis courts. The proposed logo lettering is the same
format, font, and coloring as the tennis courts logos which are located on the
inside of the field. Motion by Tom Schnettler, second by Mike Zimmermann to
approve the request from Kohler School District for baseball wind screens as
presented. Motion amended by Tom Schnettler, second by Mike Zimmermann to
approve the request from Kohler School District for baseball wind screens as
presented contingent on the logos not being visible from the street side. Motion
carried.
7. The Tourism Promotion & Development Committee recommends the Village Board take
action on the following:
a. 2024 Kohler Villager for Destination Kohler - $5,400
b. 2023 Community Christmas Tree - $5,000
c. Village Fireworks and Fourth of July Celebration - $26,000
d. 2024 Michael Hunter Weekend - $10,000
e. 2024 Comedy Night - $14,000
f. 2024 In Celebration of Chocolate - $15,000
g. Granicus software for short-term rental compliance - $3,780
Total projects to be funded with Tourism funds - $79,180. Motion by Brett Edgerle, second
by Michael Wandschneider to approve the projects to be funded with Tourism funds as
presented, total of $79,180. Motion carried.
8. Pool Project Update and discuss and take action on proposal – The Village Board toured
the pool area at the beginning of the meeting to see the progress. The shades and
water feature were not in the original project scope but will come out of contingency.
The proposed water feature includes three outdoor water play modules at a cost of
$28,900. The modules have push buttons that dispense water and there are drains
underneath the structure. The DPW will complete the installation of the features saving
$23,000 of labor charges. Motion by Tom Schnettler, second by Michael
Wandschneider to approve the proposal for outdoor water play modules at a cost of
$28,900. Motion carried.

Letter from Brett Kohler and David and Jamie Van Dixhorn regarding safety on Woodland Road
– Tom referred these letters to both committees to discuss possibilities on making Woodland
Road safer for vehicular and pedestrian traffic
