Village Board Meeting
April 15, 2024
Chairperson Thomas Schnettler called the meeting to order at 6:00 p.m. Roll call was
taken: Tom Schnettler, John Winter, Mike Zimmermann, John Ewert, Jason Kwacz, Mike
Wandschneider and Brett Edgerle. Attorney Mike Bauer was present. Staff members
present: Shawn Splivalo, Gary Lindow and Cindi Gamb.
Items of Concern Regarding the Agenda, Including Public Comment – none.
Approve Meeting Minutes from March 18, 2024 – Motion by Mike Wandschneider,
second by Mike Zimmermann to approve the meeting minutes from March 18, 2024.
Motion carried.
Business
1. The Finance Committee recommends the Village Board take action on the
following:
a. Hiring of lifeguards – Motion by John Ewert, second by Mike
Wandschneider to approve hiring lifeguards as presented. Motion carried.
b. Hiring Summer Grass Cutters – Motion by John Ewert, second by Mike
Wandschneider to approve hiring summer grass cutters as presented.
Motion carried.
c. Ordinance No. 2024-4, An Ordinance Amending Section 18.04.020 of the
Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin,
Annual Industrial Building Permit – Motion by John Ewert, second by Mike
Wandschneider to approve Ordinance No. 2024-4, An Ordinance
Amending Section 18.04.020 of the Municipal Code of the Village of
Kohler, Sheboygan County, Wisconsin, Annual Industrial Building Permit.
A roll call vote was taken: John Winter – aye, Mike Zimmermann – aye,
John Ewert – aye, Jason Kwacz – aye, Michael Wandschneider – aye,
Brett Edgerle – aye and Tom Schnettler – aye. Motion carried.
d. Resolution No. 2024-2, A Resolution Amending the Fee Schedule, Annual
Industrial Building Permit – the board requested that the fee schedule be
reviewed annually as part of the budget process. Motion by John Ewert,
second by Mike Wandschneider to approve Resolution No. 2024-2, A
Resolution Amending the Fee Schedule, Annual Industrial Building Permit.
Motion carried.
e. Upgrade access control panels and software for the Village Hall and Fire
Department – Motion by John Ewert, second by Mike Wandschneider to
approve upgrading the access control panels and software for the Village
Hall and Fire Department using ARPA funds. Motion carried.
f. March Revenue & Expense reports, bank reconciliation and journal entries
– Motion by John Ewert, second by Mike Wandschneider to approve the
March Revenue & Expense reports, bank reconciliation and journal
entries. Motion carried.
2. The Property Committee recommends the Village Board take action on the
following:
a. Approve reimbursing Michael and Mary Ellen Pellegrino, 625 Woodlake
Road, $838.45 for replacing their address stone – Motion by Jason
Kwacz, second by John Winter to approve reimbursing Michael and Mary
Ellen Pellegrino, 625 Woodlake Road, $838.45 for replacing their address
stone. Motion carried but not unanimously.
b. Approve quote from Specht Electric for $5,725 to replace the card access
system at the Memorial Building using ARPA funds – Motion by Jason
Kwacz, second by Mike Zimmermann to approve quote from Specht
Electric for $5,725 to replace the card access system at the Memorial
Building using ARPA funds. Motion carried.
c. Approve quote from Fehr Graham to develop a safety program for the Fire
Department, cost $6,000 – Motion by Jason Kwacz, second by Mike
Zimmermann to approve quote from Fehr Graham to develop a safety
program for the Fire Department, cost $6,000, using ARPA funds. Motion
carried.
3. Proposal for Interactive Whiteboard for the Kohler Public Library using ARPA
funding of $3,222 – Motion by Mike Wandschneider, second by Mike
Zimmermann to approve the proposal for interactive whiteboard for the Kohler
Public Library using ARPA funding, cost $3,222. Motion carried.
4. Pool Project Update – Mike Kitzerow provided an update on the progress of the
pool construction project.

The new fire truck will be on display next Monday before the special village board
meeting.
