Village Board Meeting
February 17, 2025
Chairperson Thomas Schnettler called the meeting to order at 6:00 p.m. Roll call was
taken: Thomas Schnettler, Mike Zimmermann, John Ewert, Michael Wandschneider,
Brett Edgerle, Kelly Kasten and Tracy Lyons. Village Attorney Mike Bauer was also
present. Staff members present: Mike Kitzerow, Shawn Splivalo and Cindi Gamb.
Items of concern regarding the agenda, including public comment – none.
Approve Meeting Minutes from January 20 and February 10, 2025 – Motion by Michael
Wandschneider, second by Mike Zimmermann to approve the meeting minutes from
January 20 and February 10, 2025. Motion carried.
Business
1. The Finance Committee Recommends the Village Board Take Action on the
Following:
a. January Revenue and Expense Reports, Bank Reconciliation and Journal
Entries – Motion by John Ewert, second by Michael Wandschneider to
approve the January Revenue and Expense Reports, Bank Reconciliation
and Journal Entries. Motion carried.
b. Ordinance No. 2025-2, Sewer Service Charges and Billing – Motion by John
Ewert, second by Michael Wandschneider to approve Ordinance No. 2025-2,
Sewer Service Charges and Billing. A roll call vote was taken: Mike
Zimmermann – aye, John Ewert – aye, Michael Wandschneider – aye, Brett
Edgerle – aye, Kelly Kasten – aye, Tracy Lyons – aye, Thomas Schnettler –
aye. Motion carried.
c. Change to Employee Manual Regarding Health Insurance – changes
included adding a $240 cap for employee contributions to health insurance
and changing the Village’s contribution for HSA to $1,200 individual and
$2,900 family, effective March 1, 2025. Motion by John Ewert, second by
Michael Wandschneider to approve the changes to the employee manual
regarding health insurance. Motion carried.
d. Set up Ad Hoc Committee to Review Health Insurance – the committee will be
made up of one member from the Finance Committee, one member from the
Property Committee, department supervisors and some employees. Motion
by John Ewert, second by Michael Wandschneider to approve setting up an
Ad Hoc Committee to review health insurance. Motion carried.
2. The Property Committee Recommends the Village Board Take Action on the
Following:
a. Purchase Thermal Imaging Camera and Truck Charger for Fire Department –
tabled at Property Committee.
b. Purchase Fire Department Headsets and Installation – tabled at Property
Committee.
3. The Tourism promotion and Development Committee Recommends the Village
Board Take Action on the Following Projects:
a. Kohler Athletic Bomber Boosters 2025 Kohler Classic 5K/1 Mile Run/Walk
$5,525
b. Village of Kohler Department of Public Works Park Benches $6,494
c. The Shops at Woodlake Kohler 2024 Community Christmas Tree $5,000
d. 2025 Destination Kohler Page in the Kohler Villager $5,400
e. 2025 Granicus Subscription $3,969
Motion by Brett Edgerle, second by Mike Zimmermann to approve Tourism
Promotion and Development projects totaling $26,388. Motion carried.
4. Police Department Annual Report – Shawn Splivalo presented the departments
2024 Annual Report.
5. Review and Discuss Woodland Road Engineering Study Quote and Speed Study
– Mike Kitzerow presented schematic pricing from Kapur ($11,000) and Excel
($8,000) to look at having a wider shoulder on one side of Woodland Road or a
separate path. Issues with these plans include: the village has no right-of-way on
Woodland Road, there are four stream crossings, wetland permitting would be
required, and the Hwy 23 overpass is narrow. Motion by Tom Schnettler, second
by Michael Wandschneider to refer the studies for Woodland Road back to the
Property Committee for review and recommendation to the Village Board. Motion
carried.
