Village of Kohler Village Board April 21, 2025 Chairperson Thomas Schnettler called the meeting to order at 6:00 p.m. Roll call was taken: Thomas Schnettler, John Ewert, Michael Wandschneider, Brett Edgerle, Kelly Kasten, Tracy Lyons and Laurie Lindow. Village Attorney Mike Bauer was present. Staff members present: Mike Kitzerow, Shawn Splivalo and Cindi Gamb. Items of Concern Regarding the Agenda, Including Public Comment – none. Approve Meeting Minutes from March 17, 2025 – Motion by John Ewert, second by Brett Edgerle to approve the meeting minutes from March 17, 2025. Motion carried. Business 1) Village Board and Standing Committee Organization and Appointments to Special Committees – Motion by John Ewert, second by Tracy Lyons to approve the Village Board and Standing Committee appointments. • Finance Committee – John Ewert (Chairperson), Tracy Lyons, Laurie Lindow • Property Committee – Michael Wandschneider (Chairperson), Brett Edgerle, Kelly Kasten • Board of Review – David Mikolyzk, Mike Vogl • Board of Zoning Appeals – Lee Gumm (Chairperson), Dan Kolb, John Winter • Cemetery Commission – Michael Wandschneider (Chairperson), Ken Thompson, James Conklin, John Egan, Randy Miller • Memorial Hall Committee – John Ewert, Michael Wandschneider, Michael Juech • Planning Commission – Thomas Schnettler (Chairperson), Paul Bonack, Thomas Kramer, Lori Noonan • Recreation Committee – Kelly Kasten (Chairperson) • Sex Offender Residence Board – Kurk Anderson • Tourism Promotion & Development Committee – Tarra Mikolyzk, Dirk Willis, Pamela Butler Channel Motion carried. 2) The Finance Committee Recommends the Village Board Take Action on the Following: a) Request for Premise Addition to Kohler Co. Liquor Licenses – Motion by John Ewert, second by Michael Wandschneider to approve the premise addition of 1271 Highland Drive, Kohler, to Kohler Co. liquor licenses. There was discussion regarding the mobile beer truck. The truck is not operable, it will be a fixture at special events. Motion carried. b) Resolution No. 2025-3, Supporting the Dedication of Centralized Support for Zoning and Planning – Motion by John Ewert, second by Michael Wandschneider to approve Resolution No. 2025-3, Supporting the Dedication of Centralized Support for Zoning and Planning. A roll call vote was taken: John Ewert – aye, Michael Wandschneider – aye, Brett Edgerle – aye, Kelly Kasten – aye, Tracy Lyons – aye, Laurie Lindow – aye, Thomas Schnettler – aye. Motion carried. c) March Revenue and Expense Reports, Bank Reconciliation and Journal Entries – Motion by John Ewert, second by Michael Wandschneider to approve March revenue and expense reports, bank reconciliation and journal entries. Motion carried. d) Purchase Patrol Rifles, Event Rifles and Squad Modems for Police Department – Motion by John Ewert, second by Michael Wandschneider to approve purchasing patrol rifles for $6,412, event rifles for $3,012 and squad modems for $2,399.97 for the Police Department. Motion carried. e) New Hires for Department of Public Works and Recreation Department – Motion by John Ewert, second by Michael Wandschneider to approve new hires for Department of Public Works and Recreation Department. • Department of Public Works - Randy Prigge, Samuel DeBruin • Recreation Department - Kyler Maner, Emily Loest, Logan Winter, Grant Wilson, Rhya Buchaklian, Paula Anderson and Emily Loest Motion carried. f) Password Policy – Motion by John Ewert, second by Michael Wandschneider to approve the password policy. Motion carried. 3) The Planning Commission Recommends the Village Board Take Action on the Following: a) Request from Kohler Co. for a Building Permit for Fence at Flora Fields – Motion by Thomas Schnettler, second by Michael Wandschneider to approve a building permit for fence at Flora Fields, 1271 Highland Drive, Kohler. Motion carried. 4) The Tourism Promotion & Development Committee Recommends the Village Board Take Action on the Following: a) Kohler School Friends PTO 2025 Kohler School Holiday Market – $7,150 b) Destination Kohler Marketing for Live Fire - $2,500 c) Destination Kohler Marketing for Reel and Rifle - $2,500 d) Destination Kohler Funding for 2025 Village Fireworks and Fourth of July Celebration – fireworks and concert will be held July 5th. Amount not to exceed $33,000 e) Destination Kohler Marketing for Kohler Food & Wine – amount not to exceed $250,000 f) Destination Kohler Wisconsin 2025 Media Plan – amount not to exceed $1,995,000 Motion by Brett Edgerle, second by Thomas Schnettler to approve requests for Tourism Promotion & Development funds totaling $2,283,000. Motion carried. 5) Request from Kohler Hospitality to Hang PGA Works Collegiate Championship Flags Along Highland Drive – NCAA and PGA golf tournament in 2025 and 2029. Motion by Thomas Schnettler, second by Tracy Lyons to approve hanging PGA Works Collegiate Championship flags along Highland Drive. Motion carried.
