Village Board Meeting
May 19, 2025
Chairperson Thomas Schnettler called the meeting to order at 6:02 p.m. Roll call was
taken: Tom Schnettler, John Ewert, Mike Wandschneider, Brett Edgerle, Kelly Kasten,
Tracy Lyons and Laurie Lindow were present. Village Attorney Mike Bauer was also
present. Staff members present: Chad Gross, Mike Kitzerow, Gary Lindow and Cindi
Gamb.
Items of Concern Regarding the Agenda, Including Public Comment – none.
Approve Meeting Minutes from April 21, 2025 – Motion by Brett Edgerle, second by
Kelly Kasten to approve the meeting minutes from April 21, 2025. Motion carried.
Business
1) Review and Approve 2024 Village of Kohler Financial Statements Following
Presentation by Wendi Unger of Baker Tilly US, LLP – Wendi presented the 2024
Financial Statements. Motion by Tom Schnettler, second by Brett Edgerle to
approve the 2024 Village of Kohler Financial Statements as presented. Motion
carried.
2) Appointments to Health Insurance Ad Hoc Committee – Motion by Tom
Schnettler, second by Tracy Lyons to appoint Cindi Gamb, Jodie Kuklinski, Mike
Kitzerow, Stewart Perronne and Tracy Lyons to the Health Insurance Ad Hoc
Committee. Motion carried.
3) Application to possess and Display Fireworks – item tabled. The Fire Chief and
Village President sign off on fireworks applications, does not require Village
Board approval.
4) The Finance Committee Recommends the Village Board Take Action on the
Following:
a) Class A and B Retail Combo Liquor/Beer Licenses – Motion by John Ewert,
second by Laurie Lindow to approve Class A and B Retail Combo Liquor/Beer
Licenses as presented. Motion carried.

Vaping Licenses as presented. Motion carried.

– Motion by John Ewert, second by Laurie Lindow to approve the April
Revenue and Expense Reports, bank reconciliation and journal entries.
Motion carried.
d) Purchase Police Department Portable Radios – Motion by John Ewert,
second by Tracy Lyons to approve purchasing Police Department portable
radios for a cost not to exceed $4,200 per unit. Motion carried.
e) New Hires for Recreation Department – Motion by John Ewert, second by
Laurie Lindow to approve new hires for the Recreation Department as
presented. Motion carried.

f) Pool Wage Increase – Motion by John Ewert, second by Tracy Lyons to
approve the pool wage increases as presented. Motion carried, Mike
Wandschneider abstained.
5) The Property Committee Recommends the Village Board Take Action on the
Following:
a) Resolution No. 2025-4, Compliance Maintenance Annual Report (CMAR) –
Motion by Mike Wandschneider, second by Brett Edgerle to approve
Resolution No. 2025-4, Compliance Maintenance Annual Report (CMAR). A
roll call vote was taken: John Ewert – aye, Mike Wandschneider – aye, Brett
Edgerle – aye, Kelly Kasten – aye, Tracy Lyons – aye, Laurie Lindow – aye,
Tom Schnettler – aye. Motion carried.
b) Simplified Rate Case Application for Water Utility – Motion by Mike
Wandschneider, second by Brett Edgerle to approve filing the Simplified Rate
Case application with the Public Service Commission of Wisconsin. Motion
carried.
c) Letter of Support for Town of Sheboygan Falls Local Road Improvement
Grant Application – Motion by Mike Wandschneider, second by Brett Edgerle
to approve the letter of support for Town of Sheboygan Falls Local Road
Improvement grant application. Motion carried.
d) Purchase Lifeguard Training Supplies – Motion by Mike Wandschneider,
second by Brett Edgerle to approve purchasing lifeguard training supplies for
an amount not to exceed $3,000. Motion carried.
6) Review Fire Department Annual Report – Gary Lindow presented the annual
report. Discussion was held regarding the number of volunteer members
declining in all municipalities and current members aging. The Sheboygan
County Heads of Government have been discussing this issue. Gary suggests
having a board member as an advocate for the Fire Department and providing
quarterly reports to the Village Board. This item will be discussed at the June
meeting.
