MINUTES OF THE MEETING May 13, 2015 LACONIA CONSERVATION COMMISSION CITY Hall Room 200B APPROVED AT THE JUNE 3, 2015 MEETING Potential Actions for Laconia Master Plan 1. Identify and Designate Prime Wetlands. 2. Develop and adopt an ordinance to encourage Green building techniques 3. Inventory vernal pools. 4. Work with Laconia Emergency Management Director and Lake Winnipesaukee Association to update potential contamination source (PCS) location inventory annually. (The EMD has access to a list of registered contamination sources; LWA and DES may have lists of additional potential contamination sources.) (Download DES Contamination Source sites from Granit Database making it available as a Layer on the Laconia GIS Map) 5. Review and Develop protective ordinance for aquifer overlay district that may cross Town Lines. 6. Establish drinking water protection overlay district. 7. Review and supplement Ordinance 235-22 “Water Supply Protection Overlay ordinance” with the goal of creating a water protection overlay district. 8. Work to conserve riparian habitat adjacent to headwater streams. 9. Review and update building setbacks and vegetative buffer requirements for waterbodies and wetlands. 10. Review and fine tune the Shoreline Protection Overlay District. 11. Expand on the NRI (item 12) and utilize the Laconia Conservation Coalition Co-Occurrence Natural Resource ID of High conservation value study to create a Conservation Plan. 12. Increase extent of protected lands, focusing on a. Large tracts of unfragmented lands b. Undeveloped shorelands of Lake Winnipesaukee, Winnisquam Lake, Paugus Bay, Opechee Bay, Pickerel Pond c. Parcels connecting or enlarging currently protected lands  d. Ridgelines e. Habitat for species of conservation concern f. Highly ranked wildlife habitat g. Dense softwood stands 13. Establish an Agricultural Commission. 14. Establish agricultural lands overlay district. 15. Seek agricultural easements on prime agricultural lands and farmlands of statewide importance. 16. Finalize, adopt, and implement stormwater runoff ordinance to include the requirement that all CUP submittals request the 100-year flood. 17. Continue to implement “disconnections” for direct stormwater runoff into water bodies a. Identify b. Inventory and GIS map c. prioritize d. design e. implement 18. Continue to provide recommendations and fund studies for new drainage infrastructure that will improve water quality. 19. Continue to utilize the Technical Review Committee (third party for larger projects) to analyze development projects and recommend or require Best Management Practices for limiting stormwater runoff. 20. Adopt an outreach program aimed at property owners to encourage Best Management Maintenance Practices for retaining stormwater on site and encouraging infiltration. 21. Explore the interrelationships of built infrastructure, zoned land uses, green spaces (both intended and unintended ((such as a string of abutting yet undeveloped ‘back yards’ along street corridors)), and social infrastructure. 22. Increase Recycling program to include increased number of recycling stations, increased safety at those stations, increased outreach to local citizens on proper recycling methods, and establish a student driven community service based ‘Recycling Host Program’ at popular locations such as the Weirs to encourage proper recycling methods from the tourist population. 23. Explore opportunities for establishing village districts. (PLEASE CLARIFY WHAT A VILLAGE DISTRICT IS AS USED IN THIS CONTEX)  24. Explore and develop opportunities for establishing ‘walkable’ corridors within and between village districts. (Please Clarify) 25. Explore possibilities and opportunities for incentive based ‘mass transportation’ during summer peak hours to alleviate road and parking congestion (such as increased use and availability of tourist train for local population, scheduled bus/van system) 26. Explore potential for allowing conservation subdivisions by right and frontage-based subdivisions by special use permit outside village districts. (Please Clarify) 27. Establish communication pathways to be used on a scheduled basis to other municipal boards (such as but not exclusive to the Conservation Commission, Heritage Commission, Laconia Airport Authority, Parks and Recreation Department, Water Commission, etc.) for the purpose of collaboration and development of joint funding opportunities. 28. Explore a view-shed overlay ordinance with the intention of tree preservation looking up and scenic views looking down. 33. Create a City wide drainage capacity study to include all natural and manmade runoff impacts from development. 34. Create a 30-foot protection radius around all mature trees that will be impacted by development to include orange construction fencing during construction and until site work is complete. No construction vehicles dumpsters or other compaction can occur in and around that radius. All underground and ground level utility work should avoid the buffer. 35. Verify HISS mapping is required in our wetlands ordinance 36. Update our reference to the 1992 NHDES Stormwater Erosion control green book under 235-44 to the latest versions. I believe the new three volume series was published in 2001. 37. Create brochures and other educational materials to educate the home owner on various environmental practices. 38. Explore the possibility of creating opportunities for volunteers to police and monitor the City wide recycling Bins, create brochures to educate the public and what not to put in a recycling dumpster. Maybe a sticker with a line thru-it attached to the dumpster.
