BOARD OF PUBLIC WORKS AND SAFETY MINUTES February 7, 2012 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, February 7, 2012 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Ron Shriner, Norm Childress and Tilara McDonald-Treece. Ed Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Murray moved for approval of the minutes from the January 31, 2012 regular meeting. Mr. Childress seconded. Passed. NEW BUSINESS Engineering Permission to Advertise-2012 Installation of Pavement Markings Jenny Miller, Public Works Director, presented to the Board and recommended approval of a Permission to Advertise the 2012 Installation of Pavement Markings. The bid opening will be on February 28, 2012. Mrs. Murray moved for approval. Mrs. McDonald-Treece seconded. Passed. Supplement #1-Added Travel Lanes on Concord Road from County Road 350 South to Brady Lane (Phase I of the Concord Road Improvements) Ms. Miller presented to the Board and recommended approval of Supplement #1-Added Travel Lanes on Concord Road from County Road 350 South to Brady Lane (Phase I of the Concord Road Improvements). The supplement is for transferring monies in the TIP from one project to another. The new amount is $3,028,537.00. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Supplement #1-Road Construction of South 18th Street from County Road 430 South to Veteran’s Memorial Parkway Ms. Miller presented to the Board and recommended approval of Supplement #1 Road Construction of South 18th Street from County Road 430 South to Veteran’s Memorial Parkway in the amount of $35,000.00 which brings that new contract amount to $435,000.00. Mrs. McDonald-Treece moved for approval. Mr. Shriner seconded. Passed. Mayor Roswarski thanked the Board for their work and vision for the past several years along with those that have worked together to make Lafayette progressive. The Mayor stated that the next agenda items Board of Public Works and Safety February 7, 2012 Page 5 represent what the city has been able to do in the community looking forward and addresses quality of life, recreational opportunities and water quality. Contract with Butler, Fairman and Seufert for Old Romney Road Reconstruction and Twychenham Blvd Roundabouts and Trail Project Ms. Miller presented to the Board and recommended approval of a Contract with Butler, Fairman and Seufert for Old Romney Road Reconstruction and Twychenham Blvd Roundabouts and Trail Project. The contract is in the amount of $559,700.00 for the first phase of the three phase project. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Agreement with Green Circuit Electric LLC for the PV Solar Farm Ms. Miller presented to the Board and recommended approval of an Agreement with Green Circuit Electric LLC for the PV Solar Farm. The agreement is for the feasibility for a solar field at the Wastewater Treatment Plant to offset the costs for operation of the plant. Zach Robinson, Green Circuit Electric Vice President, stated that the project represents solar security. The solar panels generate electricity that would take the place of purchasing electricity from providers along with protection against uncontrollable price increases. Mr. Robinson stated that the 1 megawatt field would take up five to seven acres. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Agreement with Greeley and Hansen LLC for Durkees Run Project Ms. Miller presented to the Board and recommended approval of an Agreement with Greeley and Hansen LLC for the Durkees Run Project. The contract is related to the CSO modeling and assistance in sizing along with the scope of the project. The contract is not to exceed $242,550.00. Mrs. Murray moved for approval. Economic Development Certificate of Completion, Final Waiver of Lien and Guarantee-806 Eastwich Drive Jennie Peterson, Economic Development, presented to the Board and recommended approval of a Certificate of Completion, Final Waiver of Lien and Guarantee for 806 Eastwich Drive. The home was completed by Habitat for Humanity with a final budget of $54,650.00 which has been paid out completely. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Certificate of Completion, Final Waiver of Lien and Guarantee-807 Greenwich Street Ms. Peterson presented to the Board and recommended approval of a Certificate of Completion, Final Waiver of Lien and Guarantee for 807 Greenwich Street. The home was completed by Habitat for Humanity with a final budget of $54,650.00 which has been paid out completely. Mr. Shriner moved for approval. Mrs. McDonald-Treece seconded. Passed. Certificate of Completion, Final Waiver of Lien and Guarantee-1119 Kensington Drive Ms. Peterson presented to the Board and recommended approval of a Certificate of Completion, Final Waiver of Lien and Guarantee for 1119 Kensington Drive. The home was completed by Summer Chase Homes with a final budget of $52,261.83 which has been paid completely. Mrs. Murray moved for approval. Mrs. McDonald-Treece seconded. Passed. Water Pollution Control Significant Industrial User Permit-Wabash National Corporation Angela Andrews, Water Pollution Control, presented to the Board and recommended approval for a Significant Industrial User Permit for Wabash National Corporation. The permit is a 4-year renewal through the pre-treatment program and requires monitoring. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. President Henriott abstained. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $610,489.48. Mrs. Murray moved for approval. Mrs. McDonald-Treece seconded. Passed. ANNOUNCEMENTS Mayor Roswarski announced the new Human Resources Director as Kim Meyer. Mrs. Meyer has worked at Lafayette Life and Purdue. The Mayor stated the Mrs. Meyer will bring experience and professionalism to the position and the Mayor is thrilled to have her on staff. Mrs. Meyer thanked the Mayor for the opportunity and is really excited to work with the team. Mrs. Meyer stated that she is excited about bringing her experience in the private sector to the public sector. PUBLIC COMMENT There being no further business to come before the Board, President Henriott stated the meeting was adjourned.
