BOARD OF PUBLIC WORKS AND SAFETY MINUTES June 26, 2012 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, June 26, 2012 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Ron Shriner, Tilara McDonald- Treece and Norm Childress. Absent: Cindy Murray Ed Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mr. Shriner moved for approval of the minutes from the June 19, 2012 regular meeting. Mrs. McDonald- Treece seconded. Passed. BIDS UNDER ADVISEMENT 2012 North Street Reconstruction Project Phase I Improvements President Henriott stated that this item will remain under advisement. NEW BUSINESS Engineering Performance Contract with Bowen Engineering for the Guaranteed Savings Contract for Durkees Run Interceptor and Earl Avenue Reconstruction Phase I Jenny Miller, Public Works Director, presented to the Board and recommended approval of a Performance Contract with Bowen Engineering for the Guaranteed Savings Contract for Durkees Run Interceptor and Earl Avenue Reconstruction Phase I from Earl Avenue to US 52 along South Street. The amount of the contract is not to exceed $950,000.00 with $50,000.00 of that is construction contingency. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Notice to Bidders-Lafayette ATMS Integration, South Street/Sagamore Pkwy Ms. Miller presented to the Board and recommended approval of a Notice to Bidders for the Lafayette ATMS Integration, South Street/Sagamore Pkwy. Passed. Board of Public Works and Safety June 26, 2012 Page 2 Economic Development Recommendation for Award-New Construction 1618 N. 27th Street Jennie Peterson, Economic Development, presented to the Board and recommended approval of a Recommendation for Award for New Construction 1618 N. 27th Street with Citation Homes. Ms. Peterson explained that Summer Chase Homes was the low bidder however the bid contained a revision which was a $10,000.00 increase as well as not including Blower Door Tests or other Air Sealing which was a requirement. Ms. Peterson recommended rejecting the bid from Summer Chase Homes and awarding the bid to Citation Homes in the amount of $114,000.00. Mr. Childress moved for approval. Contract-New Construction 1618 N. 27th Street Ms. Peterson presented to the Board and recommended approval of a Contract for New Construction 1618 N. 27th Street with Citation Homes in the amount of $114,000.00. Neighborhood Stabilization-Affordable Housing Brian Bugajski, Community Development, presented to the Board and recommended approval of Amendment #1 Agreement between the Lafayette Housing Consortium and New Chauncey Housing Inc Neighborhood Stabilization-Affordable Housing. The amendment extends the time of performance from December 31, 2011 to December 31, 2012 and adds the state required E-verify language. Mr. Childress moved for approval. Burke for Construction Engineering Services for the Cincinnati Street Tunnel Extension Project Brad Talley, Water Pollution Control Superintendent, presented to the Board and recommended approval of a Contract with Christopher B. Burke for Construction Engineering Services for the Cincinnati Street Tunnel Extension Project. The contract is not to exceed $173,000.00. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $866,945.71. Mrs. McDonald-Treece moved for approval. Mr. Childress seconded. Passed. MISCELLANEOUS Special Event Request-Hunger Hike President Henriott presented to the Board and recommended approval of a Special Event Request for the Hunger Hike to be held on September 9, 2012 from 9:00am-5:00pm. Mr. Shriner moved for approval. Mrs. McDonald-Treece seconded. Passed. Special Event Request-Meeting for St. Boniface Church President Henriott presented to the Board and recommended approval of a Special Event Request for a Meeting for St. Boniface to be held on August 11, 2012 from 3:30pm-7:00pm located at Riehle Plaza and the John T. Myers Bridge. Mr. Childress moved for approval. Mrs. McDonald-Treece seconded. Passed. Special Event Request-Evans Wedding President Henriott presented to the Board and recommended approval of a Special Event Request for the Evans Wedding to be held on July 28, 2012 from 1:00pm-6:00pm on the John T. Myers Bridge. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Special Event Request-Purdue Boiler Bridge Walk President Henriott presented to the Board and recommended approval of a Special Event Request for the Purdue Boiler Bridge Walk to be held on Purdue football home games. Mrs. McDonald-Treece moved for approval. Mr. Childress seconded. Passed. DEPARTMENTAL UPDATES Economic Development Dennis Carson gave the following update: NSP Grant – Indiana Housing and Community Development Authority Chatham Square Board of Public Works and Safety June 26, 2012 Page 4 Ribbon Cutting on May 10 of this year. 89 affordable rental units, fully leased, includes a community center, tot lot, tennis courts and a community garden as well as access to Munger Park and Trail. Two of ten for sale homes are built plus the Purdue Solar Decathlon Home. Getting ready to build two more homes along Shenandoah. NSP Homes – 11 Homes Three were in partnership with Habitat for Humanity and two with the Tippecanoe School Building Trades program. Six are being rehabbed, of these two are out for sale now with interested parties, one under construction and three are sold. DOE Grant Lafayette Energy Improvement Program - We received just over a $1M as a sub recipient to the City of Indianapolis. This has provided nearly 100 energy retrofits to homes in the Vinton and Glen Acres Neighborhood. Improvements include HVAC, insulation, water heaters and other energy saving improvements. With this we rehabilitated one home that was a combination DOE and NSP funds in conjunction with Purdue University and is Near Zero Energy Use Demonstration Home. Neighborhoods Historic Centennial Neighborhood Plan Wrapping up a Master Plan to guide development in the Centennial Neighborhood. This project is being funded by the Lafayette Redevelopment Commission and City Bus and is being led by the Tippecanoe Area Plan Commission with help from Ratio Architects. In May, the Economic Development Department was able to secure a grant from Global Green, a national not for profit that supports sustainability and green practices. We used the Centennial Neighborhood as the example and assessment tool to apply LEED (Leadership in Energy and Environmental Design) – ND (Neighborhood Development) standards. This will become part of the plan. Centennial Townhomes Purchased the Midwest Rentals site at 506 Brown Street in partnership and funding by Lafayette Redevelopment Commission, Lafayette Urban Enterprise Association and the Centennial Neighborhood Investment Group. We will be releasing a Public Offering/RFP for developers in early July. More information can be found at www.centennialtownhomes.com Glen Acres Some road repair and improvements to sidewalks to comply with ADA regulations. We are also actively looking to purchase additional homes for rehabilitation in the neighborhood. Annexation As part of Lafayette’s strategic plan to grow and develop, we are in the first phase of a Lafayette’s fourth annexation since 2005. This annexation includes areas (see attached map) to the east and south of Lafayette encompassing approximately 916 acres, just over 1,500 in population and over $64 million of assessed value. Much of the area is targeted for future commercial and industrial expansion. Economic Development - Working closely with Greater Lafayette Commerce Heartland Automotive – A supplier to SIA, they broke ground recently on a new 122,000 sq ft facility in Park 350. It’s an $8.4 million investment employing 114. They are expecting additional expansion in the coming years adding more jobs. Board of Public Works and Safety June 26, 2012 Page 5 SIA - $71 million investment in new machinery and $4 million plant expansion. They will add additional production capacity and create 100 new jobs and retain 2,970. They were granted a ten year tax abatement. Kirby Risk – They are proposing a $1,300,000 plant expansion and the creation of eight new jobs. Asking for a ten year tax abatement this Thursday at the June RDC meeting. More in the pipeline – We are hoping for more announcements in the near future as we have several prospects at present. Downtown Kiosks – Three more in the works: 5th and Columbia; 6th and Columbia; and Columbia and 3rd Streets. These will be partially funded by the Convention and Visitors Bureau. Murals –Alleys between 5th and 6th/Columbia and Main and between 6th and 7th off of Main Street. Working with the Tippecanoe Arts Federation. Wayfinding – Making the final tweaks to the wayfinding program but also looking at gateway and trailblazing signage from I 65 to downtown. Parking Added two electric vehicle charging stations to the parking garage and looking at the feasibility of car sharing such as Zip Car. TIF Districts Central TIF – In the process of taking steps to purchase the Queen Anne Courts property and other property for housing development. Creasy TIF – Taking steps to expand the Consolidated Creasy TIF to include the Ivy Tech Community College Campus so that we can pursue funding mechanisms such as NMTC and others to support the college’s expansion and Intersection Connection Parks – Working with the Parks Department on community park development. North 9th Street Trailhead Opening bids for that this week at the Redevelopment Commission meeting. This will include a parking area, shelters, electrical hookups, water service, open play areas and benches. Stockton Park Lafayette’s newest neighborhood park at the corner of Erie and Ferry Streets. Opened this park just a few months ago with a funding from many sources including the Greater Lafayette Community Foundation among others. SouthTipp Located at 3rd and Fountain Streets, created a plan for its redevelopment. Looking for donations and sources of funding at present. Purdue Half Marathon The inaugural Purdue Half Marathon will be helping this October 20. Finalizing the route and details. Road Projects – Working with the Engineering Department on several road projects providing funding from the Redevelopment Commission Alabama Two Way Street Conversion – Converting Alabama Street between 3rd and 4th Streets from one way to two way and doing streetscape and drainage improvements along Alabama and 3rd Streets. Board of Public Works and Safety June 26, 2012 Page 6 Old Romney Road – Road and pedestrian improvements including a roundabout. Maple Point Ext. – Funding for the extension of this road from US 52 Sagamore Pkwy to Concord Road. Veterans Memorial Parkway – Funding for design and engineering to upgrade this road to four lanes with sidewalks, lighting and trails from Concord Road to US 52. Parks & Recreation Ted Bumbleburg gave the following update: The Parks Department staff manages over 20 properties and park facilities covering approximately 700 acres. Park staff is also involved in the city land maintenance and urban forestry programs. The park staff consists of 40 full time employees and over 200 seasonal and part time employees and also uses volunteers and volunteer groups to complete many tasks. McAllister Recreation Center houses our recreation programs. Summer camp is our most popular program. In 2011 the summer camp program averaged 142 children per day and so far in 2012 we are averaging over 200 children per day. Other programs offered at McAllister are youth and adult sports programs. McAllister Center has a fitness area open to the public for a nominal cost and is free to city employees and their families. The Columbian Park Zoo one of the oldest in Indiana has been undergoing renovations for the last several years. The most recent addition is the education building set to open in July. The zoo offers a variety of educational programs both on and off site. Visits include schools, nursing homes and hospitals. On site programs include educational classes, camps and birthday parties. In 2011, the amusement rides were placed under the direction of the Zoo Director. The rides and ride area underwent renovations in the spring of 2012. In 2011, 34,427 rides were given. Other recent park improvement include the dedication of the new Stockton Park at the corner of Erie and Ferry Streets, the installation of additional disk golf holes at Murdock creating an 18 hole course, and the installation of inclusive playground equipment at the SIA playground. Current park planning projects include the revitalization of the South Tipp Park located next to the Bauer Community Center and the North 9th Trailhead project near the fleet maintenance entrance. Park staff will begin working this fall with Sterling Heights neighborhood on a revitalization of their neighborhood park. Columbian Park continues to be a popular attraction, hosting family reunions, graduation parties, birthday parties and company picnics at the Rush Pavilion, Jenks Building and picnic shelters. Loeb Stadium is the home to Lafayette Jeff baseball, American Legion baseball and the Colt World Series. The Department operates 3 aquatic facilities. Tropicanoe Cove being the largest had over 80,000 visitors in 2011, Castaway Bay located at Armstrong Park had over 15,000 visitors and Vinton Pool had over 10, 000 in 2011. The Lafayette Golf Course is rebounding in 2012 after two consecutive years of late spring flooding which closed the course for much of the summer months in 2010 and 2011. 2012 has already surpassed the number of rounds and revenue from 2011. Board of Public Works and Safety June 26, 2012 Page 7 PUBLIC COMMENT There being no further business to come before the Board, President Henriott stated the meeting was adjourned.
