Welcome and Call to Order
President John Thieme, Jr. welcomed everyone to the meeting, noted that a quorum was present, and opened the
meeting of the Lafayette Redevelopment Commission.
Approve Minutes of the Previous Meeting
Jos Holman moved to approve the minutes of the May 24, 2012 meeting. Jim Terry seconded. The motion
passed.
Receive bids for NSP properties for sale
John Thieme opened one bid from Francis Lopez and Darcy Garcia for $99,000 on the 3744 Kimberly Drive
property. This bid meets the offering price which was based on the average of two appraisals. Jim Terry
moved to accept the bid on condition that all other qualifications are met and to authorize Dennis Carson to
proceed in the sale of property to the bidding party. Jos Holman seconded. The motion passed.
No bids were received for the property at 2150 Ulen Lane.
Receive bids for N 9th Street Trailhead Park
John Thieme opened two bids. The first from Rieth-Riley proposed $179,287 as a base bid with several
alternate bids. The second from Milestone Contractors proposed $105,550 as a base bid and also several
alternate bids. Jos Holman moved to take these bids under advisement by the Engineering Department. Jim
Terry seconded. The motion passed.
Permission to advertise Requests for Proposals (RFP) for the Centennial Townhomes Development
Dennis Carson reported that the Centennial Development is now ready to put out an RFP for development at the
price paid for the property. A pre-submission meeting at 506 Brown Street is scheduled for August 6, 2012 at
2:00 pm. Bids will be opened at the Lafayette Redevelopment Commission meeting on August 23, 2012.
Development preference is for owner-occupied housing. The developer will be responsible for rezoning the
property from GB (general business) to PD (planned development).
Jos Holman moved to grant permission to advertise in July for the Requests for Proposals. Jim Terry seconded.

Resolution LRC #2012-13: Recommendation Approval of Deduction for the Purpose of Tax Abatement
(JAK II Partners – Kirby Risk)
Doug Mansfield of Kirby Risk presented the new expansion plans to their manufacturing plant that will connect
the two existing buildings and make production move in a continual flow. The new construction will a cover
24,000 square foot area and is expected to produce 8 new manufacturing jobs. Investment is $1.3 million for
the project and includes additional job creation for the duration of the construction. Start date is estimated to be
July 1, 2012 and completion date is projected to be in November of this year.
Jos Holman moved to approve Resolution LRC #2012-13 recommending approval of tax abatement for JAK II
Partners. Jim Terry seconded. The motion passed.
Grant Fund Agreement with Nanshan America
Dennis Carson reported that Nanshan America has applied for and been awarded a grant from the Indiana
Economic Development Corporation (IEDC). This grant covers expenses for infrastructure improvements on
Swezey Drive and Veterans’ Memorial Parkway. The Redevelopment Commission of the City of Lafayette has
been named by the state as the conduit for this grant. We will monitor the use of the grant and make reports to
the IEDC.
Jos Holman moved to approve the agreement with Nanshan America noting that in the event of a need to
reimburse the state’s fund Nanshan American would in turn reimburse us for that same amount. Jim Terry
seconded. The motion passed.
Director’s Report
Dennis Carson asked Jennie Peterson to report on the progress for the Neighborhood Stabilization Program
(NSP) and on the activities and status of the Department of Energy (DOE) grant serving the Glen Acres and
Vinton Neighborhoods. Jennie reported that the target for DOE grant recipients had been set at 80 home
owners, but due to an overestimate of cost per recipient, 111 home owners are now able to benefit from the
grant. Of the eleven NSP homes, four have been sold [916 Shenandoah; 3653 Navarre; 1119 Kensington; 1810
N 27th Street], purchase agreements have been accepted on three [3744 Kimberly; 822 Melody; 2150 Ulen],
construction has started on 3728 Navarre and the remaining homes are projects of Habitat for Humanity [806
Eastwich, 807 Greenwich, 2163 Ulen]. The end date for the close of the NSP program is March 19, 2013.
Jos Holman moved to accept the Director’s Report. Jim Terry seconded. The motion passed.
H J Umbaugh Report
Lindsay Simonetto of HJ Umbaugh presented the TIF district financials noting the points of interest in each
district. (i.e.: Central TIF District the Renaissance 2004A bond possible candidate for refunding; districts
reporting no circuit breaker loss) Since 2012 is a new assessment year, there may be changes within the TIF
Districts that could positively or negatively affect the revenue received.
Jos Holman moved to accept Umbaugh’s report. Jim Terry seconded. The motion passed.
Approval of June claims
Jos Holman moved to approve payment of claims in the amount of $3,455,576.44. Jim Terry seconded. The
motion passed.

Public Comment/ Adjournment
President John Thieme invited comment from the public.
Michael O. Hunt, Centennial Neighborhood resident, presented one of the banners now being displayed on the
506 Brown Street development site and then passed out flyers regarding the Centennial Townhomes proposed
development. Speaking on behalf of the Centennial Neighbors Investment Group (CNIG), he expressed strong
interest in developing the 506 Brown Street property into owner-occupied homes and referenced how the
previous development of the 5th Street Brownstones now serves as an aesthetic contribution to the
neighborhood.
Jim Terry moved to adjourn the meeting of the Lafayette Redevelopment Commission. Jos Holman seconded.
