BOARD OF PUBLIC WORKS AND SAFETY
MINUTES
October 23, 2012
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, October 23, 2012 at 9:00 a.m.
in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Tilara
McDonald-Treece and Norm Childress. Absent: Ron Shriner
Jacque Chosnek, 1st Deputy City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Murray moved for approval of the minutes from the October 16, 2012 regular meeting. Mrs.
McDonald-Treece seconded. Passed.
NEW BUSINESS
Engineering
Supplement #1-S. 28th Street Road Extension between Veterans Memorial Parkway and 430 South
Beth Fizel, Engineering Office, presented to the Board and recommended approval of Supplement #1 for
the S. 18th Street Road Extension between Veterans Memorial Parkway and 430 South. The proposed
work includes construction of two additional lanes to this section of road, with sidewalk, trail and
miscellaneous related work. Mr. Childress moved for approval. Mrs. Murray seconded. Passed.
Purchasing
Permission to Advertise-Triple Combination Pumper Apparatus
Rick Morrissey, Purchasing Manager, presented to the Board and recommended approval of a Permission
to Advertise the Triple Combination Pumper Apparatus. The advertisement will be published in October
25 and November 1, 2012 with the bid opening on November 13, 2012. Mrs. McDonald-Treece moved
for approval. Mr. Childress seconded. Passed.
Declaration of Worthless Property-Water Pollution Control
Mr. Morrissey presented to the Board and recommended approval of a Declaration of Worthless Property
for the Water Pollution Control department that includes the following items:

2013 Holiday Schedule
Mrs. Murray presented to the Board and recommended approval of the 2013 Holiday Schedule for the
City of Lafayette. Mr. Childress moved for approval. Mrs. McDonald-Treece seconded. Passed.
Community Development
Amendment #1-Subrecipient Agreement between Lafayette Housing Consortium and Lafayette Housing
Authority 2011-2012 Tenant Based Rental Assistance Program
Aimee Jacobsen, Community Development Director, presented to the Board and recommended approval
of Amendment #1-Subrecipient Agreement between Lafayette Housing Consortium and Lafayette
Housing Authority 2011-2012 Tenant Based Rental Assistance Program. This amendment allows the
Housing Authority to provide rental assistance to families participating in a pilot Family Stabilization
program in partnership with the United Way, Miller Elementary School, Bauer Family Resources and
Evangelical Covenant Church. The amendment also extends the time of performance to accommodate the
timeframe of the Family Stabilization program through December 31, 2014. Mr. Childress moved for
approval. Mrs. Murray seconded. Passed.
2012-2013 Subrecipient Agreement between the Lafayette Housing Consortium and Lafayette Housing
Authority Tenant Based Rental Assistance Program
Mrs. Jacobsen presented to the Board and recommended approval of 2012-2013 Subrecipient Agreement
between the Lafayette Housing Consortium and Lafayette Housing Authority Tenant Based Rental
Assistance Program (TBRA). This amendment allows the Housing Authority to provide rental assistance
to families participating in a pilot Family Stabilization program in partnership with the United Way,
Miller Elementary School, Bauer Family Resources and Evangelical Covenant Church. The amendment
also extends the time of performance to accommodate the timeframe of the Family Stabilization program.
The Housing Authority has administered the TBRA program since 2006 and served 80 households. Mrs.
McDonald-Treece moved for approval. Mrs. Murray seconded. Passed.

Childress moved for approval. Mrs. McDonald-Treece seconded. Passed.

Event Street Closure Request-Sleigh Bell Run
President Henriott presented to the Board and recommended approval of an Event Street Closure Request
for the Sleigh Bell Run to be held on December 1, 2012 from 9:00am-11:00am. Mrs. Murray moved for
approval. Mrs. McDonald-Treece seconded. Passed.
Event Street Closure Request-Operation Trick or Treat & ZombAid
President Henriott presented to the Board and recommended approval of an Event Street Closure Request
for the Operation Trick or Treat & ZombAid to be held on October 26, 2012 from 5:00pm-
12:00midnight. Mrs. Murray moved for approval. Mr. Childress seconded. Passed.
Event Street Closure Request-Window Replacements Project/Fowler Apartments
President Henriott presented to the Board and recommended approval of an Event Street Closure Request
for the Window Replacements Project/Fowler Apartments to be held on October 19, 2012 or October 22,
2012 depending on when Duke Energy cuts the power on the high voltage line. The closure will last 4-6
weeks. Mrs. McDonald-Treece moved for approval. Mr. Childress seconded. Passed.
IACT Chatham Square Video
President Henriott stated that this video will be shown at a later date due to technical difficulties.
ANNOUNCMENTS
Don Roush, Chief of Police, announced that Patrick Flannelly will replace Chief Roush as the new Chief
of Police for the Lafayette Police Department on Friday October 26, 2012.
