BOARD OF PUBLIC WORKS AND SAFETY
MINUTES
April 2, 2013
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, April 2, 2013 at 9:00 a.m. in
the Common Council Chambers. Members present were: Cindy Murray, Norm Childress and Ron
Shriner. Absent: Gary Henriott
Ed Chosnek, City Attorney, was also present.
Mrs. Murray called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mr. Shriner moved for approval of the minutes from the March 26, 2013 regular meeting. Mr. Childress
seconded. Passed.
NEW BUSINESS
Community Development
Aimee Jacobsen, Community Development Director, asked the Board to hear Amendment #2 first due to
waiting for Al Davis from Lafayette Housing Authority to arrive.
Amendment #2-Agreement between Lafayette Housing Consortium and Habitat for Humanity of Lafayette
2010-2011 Building for Hope
Mrs. Jacobsen presented to the Board and recommended approval of Amendment #2-Agreement between
Lafayette Housing Consortium and Habitat for Humanity of Lafayette 2010-2011 Building for Hope. This
agreement extends the timeframe to complete the remaining home to June 30, 2013. Mr. Childress moved
for approval. Mr. Shriner seconded. Passed.
Amendment #1-Agreement between Lafayette Housing Consortium and Lafayette Housing Authority
2012-2013 Tenant Based Assistance Program
Mrs. Jacobsen presented to the Board and recommended approval of Amendment #1-Agreement between
Lafayette Housing Consortium and Lafayette Housing Authority 2012-2013 Tenant Based Assistance
Program. This amendment allows the Housing Authority to use an additional $37,203.00 funding to assist
up to six (6) additional families under the 2012 program. The total budget for this amended contract is in
the amount of $87,203.00. Al Davis, Lafayette Housing Authority Representative, stated that the families
are selected from a waiting list that also undergoes a background check and a portion of their income goes
towards the monthly rent. Mr. Shriner moved for approval. Mr. Childress seconded. Passed.

Purchasing
Declaration of Surplus Property-Fire Department
Rick Morrissey, Purchasing Manager, presented to the Board and recommended approval of a Declaration
of Surplus Property for the Fire Department that includes a (FD3) 1992 KME Firefox Triple Combination
Pumper; Vin #: 1K9AF4286NNO58452. Mr. Morrissey stated that once the new fire trick arrives this
vehicle be declared surplus. Mrs. Murray asked if the fire truck is still is service. Steve Butram, Deputy
Fire Chief, stated that the Fire Department is still currently using this vehicle and will be used until the
time it’s deposed. Mr. Childress moved for approval. Mr. Shriner seconded. Passed.
CLAIMS
Mike Jones, Controller, presented for Board approval, Claims in the amount of $739,470.37. Mrs. Murray
asked what the ‘Public Agency Training/The 5 Stages of Interview and Interrogation’ line item was for.
Mr. Jones stated that is was a seminar for two (2) Fire Inspectors. Mr. Childress moved for approval. Mr.
Shriner seconded. Passed.
MISCELLANEOUS
Special Event Request-Candlelight Vigil
Mrs. Murray presented to the Board and recommended approval of a Special Event Request for a
Candlelight Vigil to be held on April 16, 2013 from 7:00pm-8:00pm at Riehle Plaza. Mr. Childress
moved for approval. Mr. Shriner seconded. Passed.
Special Event Request-Hamm Wedding & Reception
Mrs. Murray presented to the Board and recommended approval of a Special Event Request for the
Hamm Wedding and Reception to be held on October 11, 2013 from 7:00am-3:00pm at Riehle Plaza and
the Big 4 Depot Community Room. Mr. Childress moved for approval. Mr. Shriner seconded. Passed.
Banner Request-Round the Fountain Art Fair
Mrs. Murray presented to the Board and recommended approval of a Banner Request for the ‘Round the
Fountain Art Fair. The banner will be hung across Main Street from May 4-28, 2013. Mr. Shriner moved
for approval. Mr. Childress seconded. Passed.
