BOARD OF PUBLIC WORKS AND SAFETY
MINUTES
April 9, 2013
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, April 9, 2013 at 9:00 a.m. in
the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm Childress
and Ron Shriner
Jacque Chosnek, 1st Deputy City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mr. Childress moved for approval of the minutes from the April 2, 2013 regular meeting. Mr. Shriner
seconded. Passed.
NEW BUSINESS
Community Development
Historic Demolition Permit-103 S. 4th Street
Jennie Peterson, Community Development, presented to the Board and recommended approval of a
Historic Demolition Permit for 103 S. 4th Street. The structure is commonly known as Queen Anne
Apartments that is a three story Queen Anne style. The recommendation of the Historic Preservation
Officer is to uphold the 60 day waiting period due to the intact historic fiber and negative impact of a
demolition in the area. Mr. Childress moved for approval. Mrs. Murray seconded. Passed.
Historic Demolition Permit-506 Brown Street
Ms. Peterson presented to the Board and recommended approval of a Historic Demolition Permit for 506
Brown Street. The structure is commonly known as Midwest Rentals. The recommendation of the
Historic Preservation Officer is to waive the 60 day waiting period due to the fact that the property is
located in a National Historic Registry District, however it is not contributing to that district in any way.
Mr. Childress moved for approval. Mr. Shriner seconded. Passed.
Historic Demolition Permit-1329 Central Street
Ms. Peterson presented to the Board and recommended approval of a Historic Demolition Permit for 1329
Central Street. The recommendation of the Historic Preservation Officer is to uphold the 60 day waiting
period due to the historic character of the home and negative impact of a demolition in the area. Jenny
Leshney, Public Works Director, stated that this structure went before the Lafayette Hearing Authority for
demolition and has been a problem property for a significant amount of time. Mrs. Leshney recommended
waiving the 60 day waiting period. Mrs. Murray moved for approval to waive the 60 day waiting period.
Mr. Childress seconded. Passed.

Historic Demolition Permit-633 Oregon Street
Ms. Peterson presented to the Board and recommended approval of a Historic Demolition Permit for 633
Oregon Street. The recommendation of the Historic Preservation Officer is to uphold the 60 day waiting
period due to the architectural character and negative impact of a demolition in the area. Paul Nix,
Property Owner, stated that he has 25 years worth of items in the home and is not abandoned. Mr. Nix
recommended not waiving the 60 day waiting period and asked the Board for additional time to be able to
remove his belongings before demolition. President Henriott stated that there is a bid to demolish this
property with a Notice to Proceed issued today for demolition. Mrs. Leshney stated that the Contract and
Notice to Proceed with American Enterprises is today which means the demolition could start today.
President Henriott asked Mr. Mix how long it would take for him to remove his belongings from the
home. Mr. Nix stated he would like 60 days to remove his belongings. Mayor Roswarski recommended to
the Board allowing Mr. Nix a week to two weeks additional time to remove his items. Mr. Childress
moved for approval to waive the 60 day waiting period. Mrs. Murray seconded. Passed.
Historic Demolition Permit-304 S. 5th Street
Ms. Peterson presented to the Board and recommended approval of a Historic Demolition Permit for 304
S. 5th Street. . The recommendation of the Historic Preservation Officer is to uphold the 60 day waiting
period due to the architectural character and negative impact of a demolition in the area. Steven Ludwig,
Property Owner, stated that he has lived next to that property for 23 years and this property has not
changed in that time. Mr. Ludwig stated that he purchased the property and recommended waiving the 60
day waiting period. Gail Brock, President of the Ellsworth/Romig Neighborhood Association, stated that
this property is a mess from the owner prior to Mr. Ludwig and supported waiving the 60 day waiting
period. Mr. Shriner moved for approval to waive the 60 day waiting period. Mr. Childress seconded.
Passed.
Economic Development
IHCDA Contract for Shelter Plus Care
Adam Murphy, Economic Development, presented to the Board and recommended approval of an
IHCDA Contract for the Shelter Plus Care. Mr. Murphy stated that this agreement is for rental assistance
and services for eight chronically homeless individuals with a mental illness diagnosis and/or veteran
status. The total award is in the amount of $284,160.00 which includes rental and utility subsidies for
qualified participants as well as some administrative costs. The agreement covers the period of June 29,
2012, to June 28, 2017. Mrs. Murray moved for approval. Mr. Childress seconded. Passed.
Engineering
Contract-Structure Demolition at 633 Oregon Street
Mrs. Leshney presented to the Board and recommended approval of a Contract for a Structure Demolition
at 633 Oregon Street with American Enterprises in the amount of $10,000.00. Mr. Childress moved for
approval. Mr. Shriner seconded. Passed.

Notice to Proceed-Structure Demolition at 633 Oregon Street
Mrs. Leshney presented to the Board and recommended approval of a Notice to Proceed for the Structure
Demolition at 633 Oregon Street. Mrs. Leshney stated that the start date could be amended to allow Mr.
Nix some additional time to remove his belongings from the property. President Henriott stated that the
start date is scheduled for April 9, 2013 but will amend the start date to Monday, April 22, 2013. Mr.
Childress moved for approval. Mr. Shriner seconded. Passed.
Water Works
Spring Hydrant Flushing Announcement
Kerry Smith, Water Works Superintendent, announced to the Board the Spring Hydrant Flushing will
start on Sunday, April 14, 2013 working for two weeks working Sunday through Thursday from 10pm-
6am finishing by April 26, 2013. Mr. Smith stated that if anyone has any questions or concerns can call
the Water Works Plant at 807-1700 or the Utility Billing Office at 807-1100.
CLAIMS
Mike Jones, Controller, presented for Board approval, Claims in the amount of $2,198,756.60. President
Henriott asked if there were any more questions other than the ones that were asked and answered in
caucus, there were none. Mr. Childress moved for approval. Mr. Shriner seconded. Passed.
MISCELLANEOUS
Event Street Closure Request-‘Round the Fountain Art Fair
President Henriott presented to the Board and recommended approval of an Event Street Closure Request
for the ‘Round the Fountain Art Fair to be held on Saturday, May 25, 2013 from 6:00am-6:00pm on the
Courthouse Square. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed.
Event Street Closure Request-Greater Lafayette Open-Wabash Disc Golf Club
President Henriott presented to the Board and recommended approval of an Event Street Closure Request
for the Greater Lafayette Open for the Wabash Disc Golf Club to be held on May 4-5, 2013 from 8:00am-
6:00pm at Murdock Park. Mr. Shriner moved for approval. Mr. Childress seconded. Passed.
Event Street Closure Request-Chase Building/Sprint Work
President Henriott presented to the Board and recommended approval of an Event Street Closure Request
for Chase Building to install Sprint material on top of the building to be held on April 14, 2013 from
8:00am-8:00pm on Main Street between 2nd and 3rd Streets. Mr. Shriner moved for approval. Mrs. Murray
seconded. Passed.

The Mayor read the following Proclamation: Military Child

WHEREAS, thousands of brave Americans have demonstrated their courage and commitment to freedom
by serving the Armed Forces of the United States of American in active duty posts in Afghanistan, Iraq
and around the world, and
WHEREAS, more than 21,000 of Indiana’s children and youth have been directly affected by the military
deployment of at least one parent; and
WHEREAS, these children and youth are a source of pride and honor to us all, and it is only fitting that
we take time to recognize their contributions, celebrate their spirit, and let our men and women in uniform
know that while they are taking care of us, we are taking care of their children and youth; and
WHEREAS, the recognition of a Month of the Military Child will allow us to pay tribute to military
children and youth for their commitment, their struggles and their unconditional support of our troops –
because when parents serve in the military, their kids are heroes too; and
WHEREAS, a month-long salute to military children and youth will encourage local community support
to provide direct support to military children and families.
NOW THEREFORE, I, Tony Roswarski, Mayor of the CITY OF LAFAYETTE DO HEREBY
PROCLAIM the month of April, 2013, as
THE MONTH OF THE MILITARY CHILD
And I do hereby urge all citizens, business and government leaders to observe the month with appropriate
ceremonies and activities that honor, support and thank military children.
Mayor Roswarski stated Monday, April 15, 2013 is Purple Up for Military Kids and encouraged everyone
to wear purple or a purple ribbon that day.
