BOARD OF PUBLIC WORKS AND SAFETY MINUTES April 16, 2013 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, April 16, 2013 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm Childress and Ron Shriner Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mr. Childress moved for approval of the minutes from the April 9, 2013 regular meeting. Mr. Shriner seconded. Passed. NEW BUSINESS President Henriott stated the agenda will be altered due to a request from a Special Event Request Petitioner. Miscellaneous Special Event Request-Moms Demand Action for Gun Sense Sue Eiler presented to the Board and recommended approval of a Special Event Request for Moms Demand Action for Gun Sense to be held on April 27, 2013 from 9:30am-11:00am on the John T. Meyer Bridge. The event will be to facilitate dialog on how we as a country make better decisions legislatively to make access to guns safer. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Engineering Supplemental Agreement #2-Technical Assistance for Durkees Run Guaranteed Savings Contract Jenny Leshney, Public Works Director, presented to the Board and recommended approval of a Supplemental Agreement #2 for Technical Assistance for Durkees Run Guaranteed Savings Contract with Butler, Fairman & Seufert. The supplement is in the amount of $301,500.00 that will encompass the following items; land acquisition of 10 parcels for Phases 2B & 2C with a fixed fee in the amount of $72,500.00, easement and property acquisition for Phases 2B & 2C that are rights-of-entries in the amount of $129,000.00 with an hourly not to exceed, and supplement to the construction inspection for Phase 2A in the amount of $100,000.00 with an hourly not to exceed. Dave Lahey, Butler, Fairman & Seufert, explained the construction inspection portion of the supplement. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed. Board of Public Works and Safety April 16, 2013 Page 2 Permission to Advertise-Glen Acres Universal Access Ramp Installation Project Phase II Beth Fizel, Engineering, presented to the Board and recommended approval of a Permission to Advertise the Glen Acres Universal Accress Ramp Installation Project Phase II. The project is to install 24 access ramps in the Glen Acres Neighborhood. The bid opening will be held on May 7, 2013. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Supplemental Agreement #1-John T. Meyers & Riehle Plaza Pedestrian Bridge Reconstruction and Repair Mrs. Fizel presented to the Board and recommended approval of a Supplemental Agreement #1 for the John T. Meyers & Riehle Plaza Pedestrian Bridge Reconstruction and Repair with H. Stewart Kline & Associates. Stewart Kline, Stewart Kline & Associates, stated that it was determined that the piers of the bridge are scour susceptible which means in a large flood event the soil can wash out from underneath the piers and cause structural issues. Scour protection will need to be installed on the piers. The additional amount of the supplemental agreement is in the amount of $74,350.00 for the studies and permits for the project which brings the total agreement to $278,000.00. Addendum #17-Agreement for Utility Service for Daugherty Commerce Center-Brittany Chase Planned Development Bob Foley, Engineering, presented to the Board and recommended approval of Addendum #17 for Agreement for Utility Service for Daugherty Commerce Center-Brittany Chase Planned Development Phase 3. The agreement encompasses 28 Lots on 6.87 acres with the cost recovery fees in the amount of $3,557.00. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $723,101.86. President Henriott asked if there were any more questions other than the ones that were asked and answered in caucus, there were none. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. MISCELLANEOUS Special Event Request-Cintrak Model Train Group/National Train Day Margy Deverall presented to the Board and recommended approval of a Special Event Request for Cintrak Model Train Group/National Train Day to be held on May 11, 2013 from 8:00am-6:00pm at Riehle Plaza, the Big 4 Depot-Community Room and John T. Meyer Bridge. Mrs. Deverall stated that this event will partner up with Friends of Downtown & Bicycle Lafayette, Imagination Station, Purdue University and numerous other agencies. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Special Event Request-Light the Night Walk President Henriott presented to the Board and recommended approval of a Special Event Request for the Light the Night Walk to be held on September 19, 2013 from 1:00pm-9:00pm at Riehle Plaza, the Big 4 Board of Public Works and Safety April 16, 2013 Page 3 Depot-Community Room and the John T. Meyer Bridge. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Special Event Request-Northwest Central Labor Council Memorial Day Ceremony President Henriott presented to the Board and recommended approval of a Special Event Request for the Northwest Central Labor Council Memorial Day Ceremony to be held on April 29, 2013 from 4:30pm- 6:00pm at the Big 4 Depot-Community Room. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Event Street Closure Request-March of Dimes Walk President Henriott presented to the Board and recommended approval of an Event Street Closure Request for the March of Dimes Walk to be held on April 27, 2013 from 8:00am-12:00noon at the Tippecanoe County Fairgrounds. President recommended approving this item pending receipt of a Certificate of Liability Insurance. Mr. Childress moved for approval pending the insurance. Mrs. Murray seconded. Passed. ANNOUNCEMENTS National Telecommunicators Week Deputy Dave Payne, Police Department, announced that this is National Telecommunicators Week/911 Dispatchers. In 2012, they answered 911 calls 31,000 times and answered administrative calls 234,000 times. There are currently 22 dispatchers working for the City of Lafayette Police Department. Their level of training, professionalism, dedication to the job is vital to the Police Department and everything that the Police and Fire Departments do day to day. Last year the dispatchers dispatched the police to 85,000 calls for service and the fire to 7,000 calls for service.
