BOARD OF PUBLIC WORKS AND SAFETY
MINUTES
May 7, 2013
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, May 7, 2013 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm Childress,
Dawn Ross and Ron Shriner.
Jacque Chosnek, 1st Deputy City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mr. Childress moved for approval of the minutes from the April 30, 2013 regular meeting. Mrs. Murray
seconded. Passed.
BID OPENING
Glen Acres Universal Access Ramp Installation Project Phase II
This being the time set to open bids for the Glen Acres Universal Access Ramp Installation Project Phase
II the following quotes were received and opened:
Dixon Construction
Lafayette, Indiana
Base Bid: $196,086.00
Milestone Contractors, LP
Lafayette, Indiana
Base Bid: $256,893.50
Mr. Childress moved to take the bids under advisement for further review. Mr. Shriner seconded. Passed.
NEW BUSINESS
Engineering
Permission to Advertise-All Structure Demolition located at 613 S. 15th Street
Jenny Leshney, Public Works Director, presented to the Board and recommended approval of a
Permission to Advertise the All Structure Demolition located at 613 S. 15th Street. The publication will
run on May 9 and May 16, 2013 with the bid opening on May 28, 2013. Mrs. Ross moved for approval.
Mr. Childress seconded. Passed.

Community Development
Historic Demolition Permit-222 N. 5th Street (aka 400 Ferry Street)
Jennie Peterson, Community Development, presented to the Board and recommended approval of a
Historic Demolition Permit for 222 N. 5th Street (aka 400 Ferry Street). The permit request is on behalf of
Salin Bank to demolish a one-story brick teller building and replacing it with a parking lot. The structure
is located within the local historic district, it is neither historic nor contributing to the district and
therefore the recommendation is to waive the 60 day waiting period. Mr. Shriner moved to waive the 60
day waiting period. Mr. Childress seconded. Passed.
Amendment #1-Agreement between Lafayette Housing Consortium and New Chauncey Housing, Inc
2012-2013 CHDO Operating Funds
Valerie Oakley, Community Development, presented to the Board and recommended approval of
Amendment #1-Agreement between Lafayette Housing Consortium and New Chauncey Housing, Inc
2012-2013 CHDO Operating Funds. This amendment will increase the funding to $37,500.00 which is
the maximum cap for CHDO Operating Funds. Mrs. Murray moved for approval. Mrs. Ross seconded.
Passed.
Amendment #2-Agreement between Lafayette Housing Consortium and New Chauncey Housing, Inc
2011-2012 Affordable Housing
Mrs. Oakley presented to the Board and recommended approval of Amendment #2-Agreement between
Lafayette Housing Consortium and New Chauncey Housing, Inc 2011-2012 Affordable Housing. This
amendment increases the funding to $354,000.00 and also increases the number of properties to be
completed to four (4) properties. The amendment also extends the deadline to complete the projects to
December 31, 2013. Mr. Childress moved for approval. Mr. Shriner seconded. Passed.
CLAIMS
Mike Jones, Controller, presented for Board approval, Claims in the amount of $2,694,638.47. President
Henriott asked if there were any further questions other than the ones that were asked and answered in
caucus, there were none. Mrs. Murray moved for approval. Mrs. Ross seconded. Passed.
ANNOUNCEMENTS
Brad Talley, Wastewater Superintendent, stated that three (3) weeks ago there was a manhole collapse at
the corner of South Street and Creasy Lane. Mr. Talley thanked the Water Pollution Control. Traffic,
Water Works, Engineering and Fleet Maintenance departments for their extra assistance during the three
(3) day repair. Mr. Talley thanked the Water Pollution Control crews which worked round the clock to get
the job done. Mr. Talley publically thanked Merrell Brothers and Bowen Engineering for their hard work
on the repair.
