MINUTES
October 8, 2013
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, October 8, 2013 at 9:00 a.m. in
the Common Council Chambers. Members present were: Cindy Murray, Norm Childress, Gary Henriott,
Dawn Ross and Ron Shriner
Ed Chosnek, City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Murray moved for approval of the minutes from the October 1, 2013 regular meeting. Mr. Shriner
seconded. Passed.
BID UNDER ADVISEMENT
Enterprise Resource Planning System
President Henriott stated that this item will remain under advisement.
NEW BUSINESS
Engineering
Change Order #4-North Street Reconstruction/Base Bid 9th Street to Erie
Jenny Leshney, Public Works Director, presented to the Board and recommended approval of Change
Order #4 for North Street Reconstruction Project Base Bid for 9th Street to Erie Street in the amount of
$31,887.09. The change order adjusts all the quantities for the project. Mr. Shriner moved for approval.
Mrs. Ross seconded. Passed.
Change Order #3-North Street Reconstruction/Bid Alternate 7th-9th Street
Mrs. Leshney presented to the Board and recommended approval of Change Order #3 for North Street
Reconstruction Project Bid Alternate 7th-9th Street in the amount of $2,470.50. The change order is for an
alley modification west of 9th Street on the north side of the street. Mrs. Ross moved for approval. Mr.
Childress seconded. Passed.
Change Order #4-North Street Reconstruction/Bid Alternate 7th-9th Street
Mrs. Leshney presented to the Board and recommended approval of Change Order #4 for North Street
Reconstruction Project Bid Alternate 7th-9th Street in the amount of $10,031.70. The change order adjusts
all the quantities for the project. Mrs. Murray moved for approval. Mr. Childress seconded. Passed.

Community Development
Amendment #1-Agreement between City of Lafayette and Mental Health America of Tippecanoe County,
Inc. for the MHA Day Shelter Restroom Renovation Project
Jennie Peterson, Community Development, presented to the Board and recommended approval of
Amendment #1 for Agreement between the City of Lafayette and Mental Health America of Tippecanoe
County, Inc. for the MHA Day Shelter Restroom Renovation Project. The amendment is for a time
extension through February 28, 2014 for additional architectural work needed to complete the project.
President Henriott noted a scrivener’s error on Exhibit A that states a completion date of June 30, 2013
but needs to reflect a date of February 28, 2014. Mr. Shriner moved for approval subject to the date
change. Mrs. Ross seconded. Passed.

Declaration of Worthless Property-Information Technology
Rick Morrissey, Purchasing Manager, presented to the Board and recommended approval of a Declaration
of Worthless Property for Information Technology. The worthless property includes the following:

Mr. Morrissey stated that the worthless property will be taken to Winski eRecycling for disposal. Mr.
Shriner moved for approval. Mrs. Murray seconded. Passed.

Declaration of Surplus Property-Police Department
Mr. Morrissey presented to the Board and recommended approval of a Declaration of Surplus Property
for the Police Department. The surplus item includes the following:
Dell 19” 2009 monitor serial number CN-OG51ON-72872-979-1GFI
Mr. Morrissey stated that the monitor will be donated to the Lyn Treece Boys & Girls Club. Mrs. Ross
moved for approval. Mr. Childress seconded. Passed.
CLAIMS
Mike Jones, Controller, presented for Board approval, Claims in the amount of $2,668,135.60. President
Henriott asked if there were any further questions other than the ones that were asked and answered in
caucus, there were none. Mr. Childress moved for approval. Mrs. Murray seconded. Passed.
MISCELLANEOUS
Proclamation-Mental Illness Awareness Week
The Mayor read the following Proclamation:
Mental Illness Awareness Week
WHEREAS, serious mental illness such as major depression, bipolar disorder, schizophrenia, obsessive-
compulsive disorder, severe anxiety disorders, borderline personality disorder, and posttraumatic stress
disorders affect one in every four people annually;
WHEREAS, serious mental illness is a highly treatable medical illness of the brain posing the same
concern as cancer, heart disease, diabetes and other illnesses;
WHEREAS, scientific research is constantly working toward breakthroughs in the understanding of
mental illness, resulting in more effective treatments to allow people to reclaim full and productive lives,
WHEREAS, misunderstandings exist about mental illness and social culture often wrongly imposes a
stigma on mental illness;
WHEREAS, every citizen and community can make a difference in helping to improve the lives of
individuals and families affected by mental illness;
NOW, THEREFORE BE IT RESOLVED, I Tony Roswarski, Mayor of Lafayette do hereby proclaim
October 6 through October 13, 2013 as Mental Illness Awareness Week in Lafayette, Indiana to increase
public awareness of mental illness and to promote treatment and recovery.
Ken Ritchey, NAMI President, thanked the Mayor and the Board for the proclamation and to help
increase the public awareness of mental illness. Mr. Ritchey announced the NAMI Fall Classic walk/run
that will be held on October 13, 2013 at the Municipal Golf Course.
