BOARD OF PUBLIC WORKS AND SAFETY MINUTES November 26, 2013 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, November 26, 2013 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm Childress and Dawn Ross. Absent: Ron Shriner Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Ross moved for approval of the minutes from the November 19, 2013 regular meeting. Mrs. Murray seconded. Passed. NEW BUSINESS Legal Counsel Resolution 04-2013 A Resolution of the Board of Public Works and Safety of the City of Lafayette, Indiana, Recommending the Participation of Said City in the Motor Fuel Budgeting Program of the Indiana Bond Bank for the 2014 Budget Year, the Execution of the Qualified Entity Reimbursement Agreement in Connection Therewith and other Related Matters Mike Jones, Controller, presented to the Board and recommended approval of Resolution 04-2013 A Resolution of the Board of Public Works and Safety of the City of Lafayette, Indiana, Recommending the Participation of Said City in the Motor Fuel Budgeting Program of the Indiana Bond Bank for the 2014 Budget Year, the Execution of the Qualified Entity Reimbursement Agreement in Connection Therewith and other Related Matters. Mr. Jones stated that participating in the program acts as an insurance policy against the price fluctuations. Mr. Jones explained the process and function of the bond bank. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Purchasing Declaration of Surplus Property-Police Department Rick Morrissey, Purchasing Manager, presented to the Board and recommended approval of a Declaration of Surplus Property for the Police Department. The surplus items include: 5-100 2005 Ford Crown Victoria 2FAFP71W55X161363 8-147 2008 Ford Crown Victoria 2FAFP71V08X145356 Mr. Morrissey stated that the two vehicles will be sold to Tippecanoe County Emergency Medical Services for $1.00. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Board of Public Works and Safety November 26, 2013 Page 2 Engineering Change Order #3-2012 CDBG Sidewalk Replacement Project/Hedgewood Beth Fizel, Engineering, presented to the Board and recommended approval of Change Order #3 for the 2012 CDBG Sidewalk Replacement Project/Hedgewood for two trees. The change order is an increase in the amount of $910.00 which brings the final contract amount to $256,240.30. Mrs. Ross moved for approval. Mrs. Murray seconded. Passed. Change Order #1-2012 CDBG Sidewalk Replacement Project/Hedgewood Supplement #1 Mrs. Fizel presented to the Board and recommended approval of Change Order #1 for 2012 CDBG Sidewalk Replacement Project/Hedgewood Supplement #1 for change in quantities. The change order is a decrease in the amount of ($4,628.18) which brings the final contract amount to $69,528.32. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $807,048.69. President Henriott asked if there were any further questions other than the ones that were asked and answered in caucus. Mrs. Murray moved for approval. Mrs. Ross seconded. Passed MISCELLANEOUS Proclamation-Small Business Saturday The Mayor read the following Proclamation: SMALL BUSINESS SATURDAY WHEREAS, the government of the City of Lafayette believes that small businesses are the backbone of our economy and the glue that holds communities together; according to the United States Small Business Administration, there are currently 28 million small businesses in the United States, they represent more than 99 percent of American companies, create two-thirds of the net new jobs, and generate half of private gross domestic product; and Whereas, small businesses employ ½ of the employees in the private sector in the United States; and WHEREAS, 93% of US consumers believe it’s important to support the local small businesses that they value in their community and 89% agree that locally-owned, independent businesses contribute positively through taxes and jobs; and WHEREAS, Lafayette, Indiana supports our local businesses that create jobs, boost our local economy and preserve our neighborhoods; and WHEREAS, advocacy groups and public and private organizations across the country have endorsed the Saturday after Thanksgiving as Small Business Saturday. NOW, THEREFORE, I, Tony Roswarski, Mayor of the City of Lafayette, Indiana, do hereby proclaim, November 30, 2013, as: Small Business Saturday Board of Public Works and Safety November 26, 2013 Page 3 And urge the residents of our community, and communities across the country, to support small businesses and merchants on Small Business Saturday and throughout the year.
