MINUTES OF THE LAFAYETTE REDEVELOPMENT COMMISSION MEETING November 21, 2013 Board of Works Room, City Hall 11:00 am ATTENDANCE: COMMISSIONERS: Mary Lundstrom; Donald J. GUESTS: Holly Campbu, WLFI-18; Chris Morisse Vizza, Journal & Courier; Patrick O’Brien, TBird Design; Connie Hollis, Worwag Coatings; Jody Hamilton, Greater Lafayette Commerce; Addison Rempe, 1002 Cincinnati St. Welcome and Call to Order President Mary Lundstrom welcomed everyone to the meeting, noted that a quorum was present, and opened the meeting of the Lafayette Redevelopment Commission. Approval of the minutes for the October 24, 2013 meeting Donald J. Teder moved to approve the minutes of the October 24, 2013 Redevelopment Commission meeting. John Thieme, Jr. seconded. The motion passed. Receive proposals for property formerly known as Queen Anne Courts Dennis Carson reported that no proposals had been received. Additionally, no one attended the pre-submission meeting/site and neighborhood tour held on November 1, 2013. Public Offering 1328 Shenandoah Drive Dennis Carson requested approval to advertise 1328 Shenandoah Drive as public offering. The asking price is the average of two appraisals ($105,000) and offers will be accepted at the December 19th meeting of the Redevelopment Commission. John Thieme, Jr. moved to approve the request for 1328 Shenandoah Drive as a public offering. Donald J. Teder seconded. The motion passed. Resolution LRC #2013-18: A Resolution Recommending Designation of an Economic Revitalization Area (ERA) for Tax Abatement on Personal Property: Worwag Coating, LLC Connie Hollis, plant manager for Worwag Coating made the presentation requesting an ERA designation for ten years and tax abatement on personal property for seven years. Worwag Coating has been in the Lafayette area since the year 2000 and is an affiliate of the German based company which has been in business for over 150 years. The new equipment will double production and add fourteen jobs. Due to the volatile nature of the product, their commitment to environmental management requires extensive scrutiny at a much higher standard than for most industries. John Thieme, Jr. moved to approve Resolution LRC #2013-18 recommending the designation of the ERA for ten years and the tax abatement on personal property for seven years. Donald J. Teder seconded. The motion passed. Alabama & 3rd Change Order #3 Dennis Carson reported that this is the final change order and a certificate of completion has been filed. The change order included items for revisions to the project to accommodate other private projects in the area, for ongoing repairs to the drainage system, and for smaller unforeseen adjustments. Donald J. Teder moved to accept the Change Order for Milestone Contractors. John Thieme, Jr. seconded. The motion passed. Director’s Report Dennis Carson presented an update on current projects.  The kick-off evening for MatchBOX was very successful. Over 70 people attended and 15 applications were received. Also remarkable was the diversity of age, kinds of business start-ups, and the types of  ideas for implementation. The following start-up weekend also generated a lot of interest. Construction is still in process.  Parking enforcement for the City Garage and downtown onstreet parking is moving from contracted service to management by the City of Lafayette. During the question and answer session, Mayor Tony Roswarski clarified that the Tippecanoe County Garage would not be managed by the city, but that the County would be finding their own solution for management.  The 2014 budget for Tax Increment Financing (TIF) debt service and project expenses has been completed and will be presented to the Commission for approval in January.  In a Tippecanoe County report, the City of Lafayette is credited for generating $1Billion in overall revenue from business and industry. Donald J. Teder moved to accept the director’s report. John Thieme, Jr. seconded. The motion passed. Approve November claims John Thieme, Jr. moved to approve $2,098,734.39 in claims for payment. Donald J. Teder seconded. The motion passed. Public Comment/ Adjournment President Mary Lundstrom asked for additional comments from the public. Hearing none, John Thieme, Jr. moved to adjourn the meeting. Donald J. Teder seconded. The meeting adjourned.
