BOARD OF PUBLIC WORKS AND SAFETY
MINUTES
July 15, 2014
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, July 15, 2014 at 9:00 a.m. in
the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm Childress
and Dawn Ross. Absent: Ron Shriner
Ed Chosnek, City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Murray moved for approval of the minutes from the July 8, 2014 regular meeting. Mr. Childress
seconded. Passed.
NEW BUSINESS
Community Development
Partial Release of Covenants for Deed Restrictions
Aimee Jacobsen, Community Development Director, presented to the Board and recommended approval
of a Partial Release of Covenants for Deed Restrictions for 1105 Weaver Court that is part of the Norfolk
Crossing Development. Mrs. Ross moved for approval. Mr. Childress seconded. Passed.
Agreement between Lafayette Housing Consortium and New Chauncey Housing, Inc. 2012-2013 Project
#2-Stadium
Mrs. Jacobsen presented to the Board and recommended approval of an Agreement between the Lafayette
Housing Consortium and New Chauncey Housing, Inc. 2012-2013 Project #2-Stadium in the amount of
$75,000.00 for acquisition rehab and sale of the home to an income qualified home buyer. Mrs. Murray
moved for approval. Mr. Childress seconded. Passed.
Agreement between Lafayette Housing Consortium and New Chauncey Housing, Inc. 2013-2014 Project
#1-Oak
Mrs. Jacobsen presented to the Board and recommended approval of an Agreement between Lafayette
Housing Consortium and New Chauncey Housing, Inc. 2013-2014 Project #1-Oak in the amount of
$74,500.00 for acquisition rehab where the home will be rehabilitated and sold to an income qualified
home buyer. Mr. Childress moved for approval. Mrs. Ross seconded. Passed.

Agreement between Lafayette Housing Consortium and New Chauncey Housing, Inc. CHDO Operating
Funds Agreement 2014-2015
Mrs. Jacobsen presented to the Board and recommended approval of an Agreement between the Lafayette
Housing Consortium and New Chauncey Housing, Inc. CHDO Operating Funds Agreement 2014-2015 in
the amount of $20,702.00 for operating costs. Mrs. Murray moved for approval. Mrs. Ross seconded.
Passed.
Purchasing
Declaration of Worthless Property-Information Technology
Andy Milam, IT Director, presented to the Board and recommended approval of a Declaration of
Worthless Property for Information Technology for the following items:
Once declared worthless property, it will be taken to Winski eRecycling for disposal. Mr. Childress
moved for approval. Mrs. Murray seconded. Passed.

CLAIMS
Mike Jones, Controller, presented for Board approval, Claims in the amount of $2,782,379.05. President
Henriott asked if there were any further questions and there were none. Mrs. Ross moved for approval.
Mr. Childress seconded. Passed.
MISCELLANEOUS
Event Street Closure Request-Back to School Bash
President Henriott presented to the Board and recommended approval of an Event Street Closure Request
for Back to School Bash to be held on August 9, 2014 from 5:00pm-9:00pm at Trinity United Methodist
Church on North Street. Mrs. Murray moved for approval. Mr. Childress seconded. Passed.
Event Street Closure request-Sweet Corn Festival
Ivan Brumbaugh, Event Representative, presented to the Board and recommended approval of an Event
Street Closure Request for the Sweet Corn Festival to be held on July 27, 2014 from 10:00am-5:00pm on
Main Street from 9th Street to 11th Street. Mr. Childress moved for approval. Mrs. Ross seconded. Passed.
ANNOUNCEMENTS
INDOT
Mayor Roswarski stated that Alan Plunkett, Deputy Commissioner for INDOT/Crawfordsville District, is
here to give the Board and the city an update on Teal Road and the plans INDOT has for that road. Mayor
Roswarski stated that Mr. Plunkett has been a tremendous partner with the City of Lafayette, good to
work with and understands how projects affect communities and the quality of life. Mr. Plunkett stated
that the Teal Road will begin on Beck Lane to the west of the traffic signal and go all the way to US 52.
The update will include new sewers, sidewalks, traffic signals and bus stops. The project will tentatively
start January 2016 with utility work and land acquisition. The design of the project is not yet complete
and will be finalized closer to when the project is set to start. Mr. Plunkett stated that the project will take
approximately two (2) construction seasons to complete.
