BOARD OF PUBLIC WORKS AND SAFETY
MINUTES
October 14, 2014
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, October 14, 2014 at 9:00 a.m.
in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Dawn Ross,
Ron Shriner and Norm Childress.
Ed Chosnek, City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Murray moved for approval of the minutes from the October 7, 2014 regular meeting. Mr. Childress
seconded. Passed.
BID OPENING
Prange Drive Curb and Gutter Replacement Project
This being the time set to open bids for the Prange Drive Curb and Gutter Replacement Project, the
following bids were received and opened:
Rieth-Riley
Lafayette, Indiana
Base Bid: $71,285.00
Alternate #1: $62,378.00
Mr. Shriner moved to take the bids under advisement for further review. Mrs. Ross seconded. Passed.
NEW BUSINESS
Water Pollution Control
Significant Industrial User Permit-Cargill
Brian Beeler, Water Pollution Control, presented to the Board and recommended approval of a Significant
Industrial User Permit for Cargill. Mr. Beeler stated that Cargill is renewing a 4 year permit through the
pre-treatment program. Mr. Childress moved for approval. Mrs. Murray seconded. Passed.

Community Development
CDBG Agreement between the City of Lafayette and Family Promise
Aimee Jacobsen, Community Development Director, presented to the Board and recommended approval
for a CDBG Agreement between the City of Lafayette and Family Promise in the amount of $6,000.00.
Mrs. Ross moved for approval. Mr. Childress seconded. Passed.
CDBG Agreement between the City of Lafayette and Food Finders Food Bank, Inc
Mrs. Jacobsen presented to the Board and recommended approval of a CDBG Agreement between the
City of Lafayette and Food Finders Food Bank, Inc in the amount of $6,000.00. Mrs. Murray moved for
approval. Mr. Childress seconded. Passed.
Amendment #2-Agreement between the Lafayette Housing Consortium and Habitat for Humanity 2011-
2012 Building for Hope
Mrs. Jacobsen presented to the Board and recommended approval of Amendment #2 for the Agreement
between the Lafayette Housing Consortium and Habitat for Humanity 2011-2012 Building for Hope. This
agreement extends the completion date to December 31, 2014. Mr. Childress moved for approval. Mrs.
Ross seconded. Passed.
Release of Covenant for Deed Restriction-2413 Butler
Mrs. Jacobsen presented to the Board and recommended approval of a Release of Covenant for Deed
Restriction for 2413 Butler. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed.
Engineering
Certificate of Completion-2014 N. 18th Street Curb Replacement Project
Jenny Leshney, Public Works Director, presented to the Board and recommended approval of a
Certificate of Completion for 2014 N. 18th Street Curb Replacement Project. The final amount of the
contract was $151,829.30 and the warranty period begins today. Mrs. Ross moved for approval. Mr.
Childress seconded. Passed.
Certificate of Completion-2014 CDBG Sidewalk and Curb Replacement
Mrs. Leshney presented to the Board and recommended approval of a Certificate of Completion for the
2014 CDBG Sidewalk and Curb Replacement Project. The final amount of the contract was $341,761.52
and the warranty period begins today. Mr. Childress moved for approval. Mr. Shriner seconded. Passed.
CLAIMS
Mike Jones, Controller, presented for Board approval, Claims in the amount of $412,514.31. President
Henriott asked if there were any further questions and there were none. Mr. Shriner moved for approval.

MISCELLANEOUS
Special Event Request-Purdue Half Marathon
President Henriott presented to the Board and recommended approval of a Special Event Request for the
Purdue Half Marathon to be held on October 18, 2014 from 8:00am-11:00am with the route going
through parts of downtown Lafayette. Mrs. Ross moved for approval. Mr. Childress seconded. Passed.
President Henriott stated that the Board will take a recess from 9:11am until 9:30am at which time they
will reconvene for the Animal Control Appeal Hearing.
