MINUTES
February 17, 2015
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, February 17, 2015 at 9:00 a.m.
in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm
Childress, Dawn Ross and Ron Shriner
Jacque Chosnek, 1st Deputy City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mr. Childress moved for approval of the minutes from the February 10, 2015 regular meeting. Mr.
Shriner seconded. Passed.
BIDS UNDER ADVISEMENT
Sodium Hypochlorite, Sodium Bisulfite & Hydrochloric Acid
President Henriott stated that this item will remain under advisement.
BID OPENING
Non Walk-In Rescue Apparatus
This being the time set to open bids for the Non Walk-In Rescue Apparatus, the following bids were
received and opened:

Mrs. Murray moved to take the bids under advisement for further review. Mrs. Ross seconded. Passed.
NEW BUSINESS
Engineering
Permission to Advertise-Old Romney Road Reconstruction
Jenny Leshney, Public Works Director, presented to the Board and recommended approval of a
Permission to Advertise the Old Romney Road Reconstruction Project. The bid opening will be on March
10, 2015 and will be advertised on February 20 & 27, 2015. The construction should start late
March/early April 2015.Mr. Childress moved for approval. Mrs. Ross seconded. Passed.
Acceptance for Maintenance-Roberts Ridge Subdivision, Phase 2
Bob Foley, Engineering, presented to the Board and recommended approval of an Acceptance for
Maintenance of Roberts Ridge Subdivision Phase 2 with Fairfield Contractors. There is a 3-year
maintenance bond in the amount of $25,141.60. The As-Built drawings have been approved and all
testing has been completed. Mr. Shriner moved for approval. Mr. Childress seconded. Passed.
Legal Counsel
Resolution 01-2015 A Resolution Accepting the Assignment of Certain Tax Sale Certificates for
Tippecanoe County
Jacque Chosnek presented to the Board and recommended approval of Resolution 01-2015 A Resolution
Accepting the Assignment of Certain Tax Sale Certificates of Tippecanoe County. These are properties
that did not sell at the tax sale that took place in September 2014. The City of Lafayette has an interest in
these properties either because they have structures that need to be demolished or have previously
demolished a structure on the property. Tippecanoe County has agreed to assign the tax sale certificates to
those properties for the City of Lafayette. The City of Lafayette then has to go through the statutory
process of notifying the property owners and other interested parties. If the property taxes are not
redeemed in 120 days, the City of Lafayette can petition for ownership of the property. Mr. Childress
moved for approval. Mrs. Murray seconded. Passed.
Economic Development
Permission to Advertise-Exterior Wayfinding Signage: Fabrication and Installation
Dennis Carson, Economic Development Director, presented to the Board and recommended approval of a
Permission to Advertise the Exterior Wayfinding Signage: Fabrication and Installation Project. This
project will be a signage system for navigation for pedestrians and also people in vehicles starting at
South Street & I65 and continuing in and around the downtown area so people can better navigate to
reach their destination. Mrs. Ross moved for approval. Mr. Childress seconded. Passed.

Purchasing
Declaration of Worthless Property-Police Department
Rick Morrissey, Purchasing Manager, presented to the Board and recommended approval of a Declaration
of Worthless Property for the Police Department for 4 legal-size metal file cabinets and a card file. Once
declared worthless the items will be taken to Oscar Winski to be disposed of. Mrs. Murray moved for
approval. Mr. Shriner seconded. Passed.
Community Development
Professional Services Contract-Cornerstone Grants Management
Aimee Jacobsen, Community Development Director, presented to the Board and recommended approval
of a Professional Services Contract with Cornerstone Grants Management for consulting services to assist
Community Development staff with labor standards, administration and reporting for the Lafayette
Transitional Housing Center Singles Rehab HOME project. The total cost for the city is a fixed fee of
$5,000.00 to be paid out on a percentage basis as the project is completed. Mrs. Ross moved for approval.
Mrs. Murray seconded. Passed.
Water Pollution Control
Notice to Proceed-Durkees Run Interceptor Project Phase 4
Brad Talley, Water Pollution Control Superintendent, presented to the Board and recommended approval
of a Notice to Proceed for the Durkees Run Interceptor Project Phase 4. This project is comprised of the
rehabilitation of over 9,000 feet of 36-inch to 48-inch sewer and the assessment and rehabilitation of the
associated manholes. The Guaranteed Maximum Price for this contract is $4,637,000.00. The notice to
proceed begins February 16, 2015 with substantial completion by August 31, 2015 and final completion
by October 31, 2015. Mr. Shriner moved for approval. Mr. Childress seconded. Passed.
CLAIMS
Mike Jones, Controller, presented for Board approval, Claims in the amount of $1,268,723.06. President
Henriott asked if there were any further questions and there were none. Mr. Childress moved for
approval. Mrs. Ross seconded. Passed.
