MINUTES
April 7, 2015
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, April 7, 2015 at 9:00 a.m. in
the Common Council Chambers. Members present were: Gary Henriott, Norm Childress, Ron Shriner
and Dawn Ross. Absent: Cindy Murray
Edward Chosnek, City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mr. Childress moved for approval of the minutes from the March 31, 2015 regular meeting. Mrs. Ross
seconded. Passed.
BID OPENING
Exterior Wayfinding Signage Installation
This being the time set to open bids for the Exterior Wayfinding Signage Installation, the following bids
were received and opened:

President Henriott stated that this item will remain under advisement.
NEW BUSINESS
Engineering
Recommendation for Award- Old Romney Road Reconstruction Phase III
Jenny Leshney, Public Works Director, presented to the Board and recommended approval of a
Recommendation for Award for Old Romney Road Construction Phase III with Milestone Contractors in
the amount of $3,796,909.00. Mrs. Ross moved for approval. Mr. Shriner seconded. Passed.
Recommendation for Rejection- Pedestrian Ramp Construction at Myers and Riehle Plaza Bridges
Mrs. Leshney presented to the Board and recommended rejection of the Pedestrian Ramp Construction at
Myers and Riehle Plaza Bridges. Mrs. Leshney stated that they only received one bid and was
significantly higher than the engineer’s estimate. Mr. Childress moved for rejection. Mr. Shriner
seconded. Passed.
Recommendation for Rejection- Veterans Memorial Parkway Shoulder Treatment: US 52 to Concord
Road
Mrs. Leshney presented to the Board and recommended rejection of the Veterans Memorial Parkway
Shoulder Treatment. Mrs. Leshney stated that they only received one bid and was 65% higher than the
engineer’s estimate. Mr. Childress moved for rejection. Mrs. Ross seconded. Passed.
Recommendation for Award-2015 Curb, Sidewalk and Ramp Replacement Project
Mrs. Leshney presented to the Board and recommended approval of a Recommendation for Award for the
2015 Curb, Sidewalk and Ramp Replacement Project with CC&T Construction in the amount of
$299,929.00. Mr. Childress moved for approval. Mrs. Ross seconded. Passed.
Contract-2015 Curb, Sidewalk and Ramp Replacement Project
Mrs. Leshney presented to the Board and recommended approval of a Contract for the 2015 Curb,
Sidewalk and Ramp Replacement Project with CC&T Construction in the amount of $299,929.00. Mr.
Shriner moved for approval. Mr. Childress seconded. Passed.
Notice to Proceed-2015 Curb, Sidewalk and Ramp Replacement Project
Mrs. Leshney presented to the Board and recommended approval of a Notice to Proceed for the 2015
Curb, Sidewalk and Ramp Replacement Project effective today. Mr. Shriner moved for approval. Mrs.
Ross seconded. Passed.

Traffic Signal Maintenance Agreement with Tippecanoe County
Mrs. Leshney presented to the Board and recommended approval of a Traffic Signal Maintenance
Agreement between the City of Lafayette and Tippecanoe County Board of Commissioners to maintain a
pedestrian signal that was added at Concord Road. The City of Lafayette has traffic signal maintenance
agreements with Tippecanoe County on other signals and this agreement would add to that agreement for
that pedestrian signal. Mr. Shriner moved for approval. Mr. Childress seconded. Passed.
Purchasing
Declaration of Surplus Property-Fleet Maintenance
Rick Morrissey, Purchasing Manager, presented to the Board and recommended approval of a Declaration
of Surplus Property for Fleet Maintenance for SANIT#9888 1998 Lodal Evo Combo
1L9AP69B3WK006230. Mr. Morrissey stated that the vehicle will be sent to Oscar Winski for scrap.
Mrs. Ross moved for approval. Mr. Childress seconded. Passed.
Community Development
Amendment #1-Agreement between Lafayette Housing Consortium and Lafayette Transitional Housing
Center 2014-2015 Singles Program Rehab
Aimee Jacobsen, Community Development Director, presented to the Board and recommended approval
of Amendment #1 for Agreement between Lafayette Housing Consortium and Lafayette Transitional
Housing Center 2014-2015 Singles Program Rehab. Mr. Shriner moved for approval. Mrs. Ross
seconded. Mrs. Jacobsen stated that the amounts on Page 1 on the amendment are incorrect and asked the
Board to table this until a correction can be made. Mr. Childress moved to table this item. Mrs. Ross
seconded. Tabled.
CLAIMS
Mike Jones, Controller, presented for Board approval, Claims in the amount of $2,750,242.57. President
Henriott asked if there were any further questions and there were none. Mrs. Ross moved for approval.
Mr. Shriner seconded. Passed.
MISCELLANEOUS
Special Event Request-Hunger Hike
President Henriott presented to the Board and recommended approval of a Special Event Request for
Hunger Hike to be held on September 20, 2015 from Noon-3:30pm at Riehle Plaza. Mr. Childress moved
for approval. Mr. Shriner seconded. Passed.
Special Event Request-Adult Tricycle Relay Race
Ken McCammon, Friends of Downtown, presented to the Board and recommended approval of a Special
Event Request for the Adult Tricycle Relay Race to be held on May 2, 2015 from 11:00am-1:00pm at
Riehle Plaza/Depot Parking Lot. Mr. Childress moved for approval. Mrs. Ross seconded. Passed.

Mr. McCammon presented to the Board and recommended approval of a Special Event Request for the
Mosey Down Main Street to be held on May 9, June 6, July 11, August 8 and September 5, 2015 from
3:30pm-1:00am on Main Street. Mr. Childress moved for approval. Mr. Shriner seconded. Passed.
ANNOUNCEMENTS
2015 Spring Hydrant Flushing Schedule
Kerry Smith, Water Works Superintendent, announced that hydrant flushing will begin on Sunday, April
12, 2015 between the hours of 10:00pm-6:00am continuing each night with the exception of Friday and
Saturday evenings, through Friday, April 24, 2015. Customers may experience some discolored water. If
this occurs, let the cold-tap run for a few minutes and it should clear up. If a problem continues, please
call 765-807-1700 or 765-807-1100.
Fire Department Swearing In
Fire Chief, Richard Doyle, announced that a Fire Swearing In for Jeff Hauser will take place after the
meeting and everyone is welcome to attend a reception at Fire Headquarters following the promotion.
Mayor Roswarski
Mayor Roswarski gave the Board a financial update on the CDBG and HOME distributions to the City of
Lafayette over the past few years and what is expected in coming years. Mayor Roswarski announced to
the Board that the City Council received an award and recognition from Indiana Bicentennial
Organization that is headed up by First Lady Pence. The Bicentennial Committee chose 20 pacesetting
cities in Indiana to which Lafayette was one of them. These 20 cities set the standard when it comes to
sustainability, green infrastructure and environmental stewardship. Mayor Roswarski thanked the Board
for all their work and read a list of the projects the City of Lafayette has been involved in that are
recognized by this committee.
