BOARD OF PUBLIC WORKS AND SAFETY
MINUTES
June 16, 2015
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, June 16, 2015 at 9:00 a.m. in
the Common Council Chambers. Members present were: Cindy Murray, Norm Childress, Dawn Ross and
Ron Shriner. Absent: Gary Henriott
Jacque Chosnek, 1st Deputy City Attorney, was also present.
Mrs. Murray called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mr. Childress moved for approval of the minutes from the June 9, 2015 regular meeting. Mrs. Ross
seconded. Passed.
BIDS UNDER ADVISEMENT
Winterset Drive Reconstruction Project
Mrs. Murray stated that this item will remain under advisement.
OLD BUSINESS
Agreement for Construction Services with Shrewsberry & Associates (Tabled 05/26/2015)
Mr. Childress moved to remove this item from the Table. Mr. Shriner seconded. Removed. Mrs.
Jacobsen, Community Development Director, presented to the Board and recommended approval of a
revised Agreement for Construction Services with Shrewsbury & Associates in the amount not to exceed
of $24,852.00. The agreement will cover several sidewalk projects under the CDBG Funds. Mr. Childress
moved for approval. Mrs. Ross seconded. Passed.
NEW BUSINESS
Community Development
Release of Mortgage-112 Washington Street
Mrs. Jacobsen presented to the Board and recommended approval of a Release of Mortgage for 112
Washington Street for Sara Cicholski. The period of affordability has expired. Mr. Shriner moved for
approval. Mrs. Ross seconded. Passed.
Release of Covenant for Deed Restrictions-112 Washington Street
Mrs. Jacobsen presented to the Board and recommended approval of a Release of Covenant for Deed
Restrictions for 112 Washington Street. Mrs. Ross moved for approval. Mr. Childress seconded. Passed.

Release of Mortgage-1310 Oak
Mrs. Jacobsen presented to the Board and recommended approval of a Release of Mortgage for 1310 Oak
for Hyon Wilson. The loan has been paid off and all the terms have been met. Mr. Childress moved for
approval. Mrs. Ross seconded. Passed.
Release of Covenant for Deed Restrictions-1310 Oak
Mrs. Jacobsen presented to the Board and recommended approval for a Release of Covenant for Deed
Restrictions for 1310 Oak. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed.
Shelter Plus Care Contract
Adam Murphy, Community Development, presented to the Board and recommended approval of the
Shelter Plus Care Contract between the City of Lafayette and Indiana Housing and Community
Development Authority (IHCDA). Mr. Murphy gave a short presentation to the Board regarding the
program benefits and approval process. This contract will provide continuance of rental assistance for 20
persons who are certified as chronically homeless with a co-existing disability, such as mental illness,
substance and/or HIV/AIDS. The contract is in the amount of $146,160.00 in rental assistance for the next
year with additional administrative funding of $7,983.00. Mrs. Ross moved for approval. Mr. Shriner
seconded. Passed.
Water Pollution Control
Contract with Greeley & Hansen for the Greenbush Street Sewer Extension Project
Brad Talley, Water Pollution Control Superintendent, presented to the Board and recommended approval
for a Contract with Greely & Hansen for the Greenbush Street Sewer Extension Project. This project will
be part of the City’s CSO Long Term Control Plan and will help localized street flooding issues when it is
put into service. Once the sewer is installed the city will coordinate with the Greenbush Street Road
Improvement Project engineers. The sewer will remain inactive until other CSO Long Term Control Plan
projects are complete. The contract takes the project from the general design phase through construction
office services and record drawings. The contract is in the amount not to exceed $306,800.00. Tim Healy,
Greeley & Hansen Representative explained the project details to the Board and answered questions. Mr.
Childress moved for approval. Mrs. Ross seconded. Passed.
Purchasing
Declaration of Surplus Property-Police Various Departments
Rick Morrissey, Purchasing Manager, presented to the Board and recommended approval of a Declaration
of Surplus Property for the Police Department for various departments. The following include the surplus

Mr. Morrissey stated that once these items are declared surplus they will be sold to an organization in the
secondary market. Mr. Childress moved for approval. Mrs. Ross seconded. Passed.
CLAIMS
Mike Jones, Controller, presented for Board approval, Claims in the amount of $2,210,216.09. President
Henriott asked if there were any further questions and there were none. Mr. Shriner moved for approval.
Mrs. Ross seconded. Passed.
MISCELLANEOUS
Special Event Request-Newtone 5K Run/Walk
Mrs. Murray presented to the Board and recommended approval of a Special Event Request for the
Newtone 5k Run/Walk to be held on July 4, 2015 from 7:30am to 11:00am at Munger Park. Mr. Shriner
moved for approval. Mrs. Ross seconded. Passed.
Special Event Request-Boiler Bridge Bash
Mrs. Murray presented to the Board and recommended approval of a Special Event Request for the Boiler
Bridge Bash to be held on August 20, 2015 from 4:00pm-11:00pm on Main Street from 6th to 9th Streets.
Mr. Childress moved for approval. Mrs. Ross seconded. Passed.
Special Event Request-Uptown Jazz & Blues Festival
Mrs. Murray presented to the Board and recommended approval of a Special Event Request for the
Uptown Jazz & Blues Festival to be held on August 22, 2015 from 5:00am(8/22)-5:00am(8/23) in
downtown Lafayette. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed.
Special Event Request-Dancing in the Streets
Mrs. Murray presented to the Board and recommended approval of a Special Event Request for Dancing
in the Streets to be held on July 17-19th, 2015 from 8:00am-11:00pm in downtown Lafayette. Mrs. Ross
moved for approval. Mr. Childress seconded. Passed.
Special Event Request-Gordon/Crowe Wedding
Mrs. Murray presented to the Board and recommended approval of a Special Event request for the
Gordon/Crowe Wedding to be held on July 4th from 2:00pm-2:00am on Colfax Street from N 18th to N
19th Streets. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed.
