BOARD OF PUBLIC WORKS AND SAFETY MINUTES June 23, 2015 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, June 23, 2015 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm Childress, Dawn Ross and Ron Shriner. Ed Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Murray moved for approval of the minutes from the June 16, 2015 regular meeting. Mrs. Ross seconded. Passed. BID OPENING Streetscape Phase V This being the time set to open bids for the Streetscape Phase V, the following bids were received and opened: Milestone Contractors Lafayette, Indiana Base Bid: $1,773,632.00 Alternate #1: $297,381.00 Alternate #2: $264,832.00 Alternate #3: $22,000.00 Alternate #4: $63,000.00 Mid-States General Contractors Lafayette, Indiana Base Bid: $1,326,958.00 Alternate #1: $175,051.00 Alternate #2: $205,413.00 Alternate #3: $10,000.00 Alternate #4: $19,000.00 Mr. Childress moved to take the bids under advisement for further review. Mrs. Murray seconded. Passed. Building Demolition for 1181, 1183 & 1185 Sagamore Parkway This being the time set to open bids for the Building Demolition for 1181, 1183 & 1185 Sagamore Parkway, the following bids were received and opened: Board of Public Works and Safety June 23, 2015 Page 2 Razmus Demolition Services Chrisman, Illinois Base Bid: $91,098.00 Hoosier Equipment Service Plainfield, Indiana Base Bid: $137,642.80 ICR Construction Pittsboro, Indiana Base Bid: $86,106.26 Renascent, Inc Indianapolis, Indiana Base Bid: $204,933.00 Yardberry Landscape Excavating Anderson, Indiana Base Bid: $267,655.00 Mr. Shriner moved to take the bids under advisement for further review. Mr. Childress seconded. Passed. All Structure Demolition for 1412 Morton, 1704 Wabash, 113 Walnut, 1821 N. 16th, 1408 S. 19th, 424 Central and 1325 Central This being the time set to open bids for the All Structure Demolition for 1412 Morton, 1704 Wabash, 113 Walnut, 1821 N. 16th, 1408 S. 19th, 424 Central and 1325 Central, the following bids were received and opened: Renascent, Inc Indianapolis, Indiana Base Bid: $68,725.00 Yardberry Landscape Excavating Anderson, Indiana Base Bid: $77,000.00 Mrs. Murray moved to take the bids under advisement for further review. Mrs. Ross seconded. Passed. BIDS UNDER ADVISEMENT Winterset Drive Reconstruction Project President Henriott stated that this item will remain under advisement. Board of Public Works and Safety June 23, 2015 Page 3 NEW BUSINESS None CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $1,138,456.86. President Henriott asked if there were any further questions and there were none. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. MISCELLANEOUS Special Event Request-Joint Religious Church Service Walter Colburn presented to the Board and recommended approval of a Special Event Request for the Joint Religious Church Service to be held on July 5, 2015 from 7:30am to 1:00pm. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. Taxi Cab Permit Chief Flannelly presented to the Board and recommended denial of a Taxi Cab Permit for Jason Birge at 140 Maple Park, West Lafayette, Indiana. Chief Flannelly stated that the application requires the applicants to fully disclose any felony or misdemeanor convictions and to put the nature of the crime along with the date of the convictions on the application. This applicant failed to disclose multiple arrests and convictions therefore Chief Flannelly stated that it is not in the best interest of public safety to issue this permit at this time. Mr. Childress moved to approve the recommendation of Chief Flannelly. Mrs. Murray seconded. Passed. ANNOUNCEMENT Mayor Roswarski stated that Rick Johnson recently retired from SIA. Mr. Johnson has really been a special part of the Lafayette community and his role at SIA. Mayor Roswarski stated that Mr. Johnson has become synonymous with helping every non-profit agency in the community from organizing walks to raising money to getting his hands dirty raking. Mr. Johnson has been extremely helpful to the City of Lafayette by heading up many projects that include the South Tipp Park, handicap accessible equipment at the Columbian Park playground, raising money for Memorial Island and the Gold Star Mothers Monument. Mayor Roswarski describes Mr. Johnson as loyal, compassionate, kind, cares about the community, cares about his company and the individual lives of the people in the community and understands how to make a difference. Mr. Johnson also serves of the Gold Star Mothers Board along with the Honor Flight Board. Mayor Roswarski honored Mr. Johnson with the Royal Order of the Marquis De Lafayette plaque, which is the highest honor that a mayor can bestow on a citizen. Mr. Johnson thanked the Mayor and the Board.
