BOARD OF PUBLIC WORKS AND SAFETY MINUTES September 8, 2015 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, September 8, 2015 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Ron Shriner, Norm Childress and Dawn Ross. Ed Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mr. Shriner moved for approval of the minutes from the September 1, 2015 regular meeting. Mrs. Ross seconded. Passed. BID OPENING 2015 Pavement Markings This being the time set to open bids for the 2015 Pavement Markings, the following bids were received and opened: GridLock Traffic Systems Indianapolis, Indiana Base Bid: $232,636.00 Alternate #1: $80,442.00 RoadSafe Lafayette, Indiana Base Bid: $78,350.60 Alternate #1: $17,457.70 Mrs. Murray moved to take the bids under advisement for further review. Pedestrian Ramp Construction at Myers & Riehle Plaza Bridges This being the time set to open bids for the Pedestrian Ramp Construction at Myers & Riehle Plaza Bridges, the following bids were received and opened: Wilhelm Construction Indianapolis, Indiana Base Bid: $1,660,628.00 Board of Public Works and Safety September 8, 2015 Page 2 Yates Construction Kentland, Indiana Base Bid: $884,685.73 Beaty Construction Boggstown, Indiana Base Bid: $1,108,800.00 Mr. Childress moved to take the bids under advisement for further review. Utility Emergency Repairs Program 2015-2016 This being the time set to open bids for the Utility Emergency Repairs Program 2015-2016, the following bids were received and opened: Milestone Contractors Lafayette, Indiana Atlas Excavating West Lafayette, Indiana Bowen Engineering Indianapolis, Indiana Mr. Childress moved to take the bids under advisement for further review. Mrs. Murray seconded. Passed. UNDER ADVISEMENT Sale of Real Property-N. 1st Street President Henriott stated that this will remain under advisement. NEW BUSINESS Engineering Change Order #1-2015 Structure Demolition Jenny Leshney, Public Works Director, presented to the Board and recommended approval of Change Order #1 for the 2015 Structure Demolition. The change order reflects abatement of disposal of asbestos at 1412 Morton, 424 Central and 1821 N. 16th Street. The change order is in the amount of $5,675.00 which brings the revised contract to $70,900.00. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Board of Public Works and Safety September 8, 2015 Page 3 Change Order #1-Old Romney Road Phase III Mrs. Leshney presented to the Board and recommended approval of Change Order #1 for the Old Romney Road Phase III for a water meter vault lid. The change order is in the amount of $1,279.00 which brings the revised contract amount to $3,798,188.00. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Change Order #2-Old Romney Road Phase III Mrs. Leshney presented to the Board and recommended approval of Change Order #2 for the Old Romney Road Phase III for time and materials to adjust all the sewer laterals. The change order is in the amount of $11,038.29 which brings the revised contract amount to $3,809,226.29. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. Economic Development Permission to Advertise-Long Center Renovations & Improvements Dennis Carson, Economic Development Director, presented to the Board and recommended approval of a Permission to Advertise the Long Center Renovations & Improvements which includes a package for window restoration, mechanical and electrical work. A pre-bid meeting is scheduled for September 16, 2015 with the bid opening on October 13, 2015. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. Utility Reimbursement Agreement with Duke Energy for Main Street Streetscape Phase I & II Mr. Carson presented to the Board and recommended approval for a Utility Reimbursement Agreement with Duke Energy for Main Street Streetscape Phase I & II. The agreement will move a utility pole on the east side of 6th Street on the sidewalk to an area behind the Lafayette Theatre in the alley way. The amount of the contract is $8,580.01. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. Legal Counsel Agreement between the City of Lafayette and the Lafayette Housing Authority for Grant Administration Ed Chosnek presented to the Board and recommended approval of an Agreement between the City of Lafayette and the Lafayette Housing Authority for Grant Administration for the different HUD programs. Mayor Roswarski stated that the Lafayette Housing Authority will administer the CDBG grants and the HOME funding grants for the City along with complying with regulations, prepare the budget and review all claims to be paid. This agreement will help consolidate the activities with the Community Development department to the Housing Authority and this will create a smoother flow of work and projects. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Purchasing Declaration of Surplus Property-Water Works Rick Morrissey, Purchasing Manager, presented to the Board and recommended approval of a Declaration of Surplus Property for Water Works for one (1) Sensus Vehicle Gateway Base Model M460 ID MAS- Board of Public Works and Safety September 8, 2015 Page 4 M4600-12090030, (19) Radio Read MXU, (62) Radio Read Brackets, (5) Sensus Multi Ports and (16) Meter Bottoms. Mrs. Ross moved for approval. Mr. Shiner seconded. Passed. Declaration of Worthless Property-Water Works Mr. Morrissey presented to the Board and recommended approval of a Declaration of Worthless Property for Water Works for a Sensus Vehicle Transceiver Model 3500 ID 3500-SD-97295A. Mrs. Murray moved for approval. Mrs. Ross seconded. Passed. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $3,641,241.84. President Henriott asked if there were any further questions and there were none. Mrs. Murray moved for approval. Mrs. Ross seconded. Passed. MISCELLANEOUS Special Event Request-Harrison College Announcement President Henriott presented to the Board and recommended approval of a Special Event Request for the Harrison College Announcement to be held on September 15, 2015 from 4:30pm-6:00pm in front of the Old Loeb/Muse building at 323 Columbia Street. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. Proclamation-Harrison Kiwanis The Mayor read the following Proclamation: WHEREAS, Harrison Kiwanis hwas formed and chartered in Lafayette in September, 1965 and this year celebrates its 501 year of existence and service to the children of our community and therefore we wish to congratulate and celebrate the work of this club in our community. WHEREAS, Harrison Kiwanis Club is a group of volunteers in our community whose mission is to serve the youth of the greater Lafayette area and who follow the motto of changing the world one child and one community at a time. WHEREAS, Throughout its fifty years of service in Greater Lafayette, Harrison Kiwanis has served the children of Cary Home, recognized students in our community's middle schools, raised funds through activities to benefit children's programs within the schools, and other organizations which serve children in the community. WHEREAS, Harrison Kiwanis started an AKtion club in Lafayette over 15 years ago to guide and assist disabled individuals in the joys and benefits of group membership and activities. WHEREAS, Harrison Kiwanis has performed numerous service projects within the Greater Lafayette community during its fifty years of existence through the work of the volunteer men and women who readily share their talents, time and skills. Board of Public Works and Safety September 8, 2015 Page 5 NOW THEREFORE, I, Tony Roswarski, Mayor of the City of Lafayette, do hereby proclaim and recognize the service of and express the community's appreciation for the outstanding work of Harrison Kiwanis over the past 50 years. Fall Flushing Schedule Kerry Smith, Water Works Superintendent, announced to the Board that the Water Works will begin flushing hydrants on Sunday, September 13, 2015 between the hours of 10pm-6am, continuing each night with the exception of Friday and Saturday evenings, through September 25, 2015. Customers may experience some discolored water. If this occurs, let the cold-water tap run for a few minutes and it should clear up. Taxi Cab Permits Chief Flannelly presented to the Board and recommended approval of taxi cab permits for Michael Snedeker and Michael L. Smith. Mr. Childress moved for approval Mr. Shriner seconded. Passed. ANNOUNCEMENTS Dan Crowell, Street Commissioner, announced that the City will start delivery of the small 64 gallon toters on September 21, 2015 starting north and working south. The delivery will take approximately a month and a half to deliver 22,000 toters. Mr. Crowell reminded the citizens that your current large 96 gallon will become your recycling toter and the new small toter will become your new trash toter. The lid of the small toter will read “Trash”. Mayor Roswarski stated that he is really excited to institute this new program and stated that Lafayette is one of the few remaining communities to offer free trash removal. Recycling cuts the cost of tipping fees and helps keep the trash service free to all citizens. Citizens are asked to leave your blue recycling bins at the curb on trash day and the Sanitation department will pick them up when they delivery your new toter.
