BOARD OF PUBLIC WORKS AND SAFETY MINUTES September 15, 2015 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, September 15, 2015 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray and Norm Childress. Absent: Dawn Ross and Ron Shriner Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Murray moved for approval of the minutes from the September 8, 2015 regular meeting. Mr. Childress seconded. Passed. BIDS UNDER ADVISEMENT Pedestrian Ramp Construction at Myers & Riehle Plaza Bridges President Henriott stated that this item will remain under advisement. NEW BUSINESS Engineering Recommendation for Award-2015 Pavement Markings Jenny Leshney, Public Works Director, presented to the Board and recommended approval of a Recommendation for Award for the 2015 Pavement Markings with RoadSafe with the Base Bid in the amount of $78,350.60 and Alternate #1 in the amount of $17,457.70 bringing the total bid to $95,808.30. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Contract-2015 Pavement Markings Mrs. Leshney presented to the Board and recommended approval of a Contract for the 2015 Pavement Markings with RoadSafe in the amount of $95,808.30. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Notice to Proceed-2015 Pavement Markings Mrs. Leshney presented to the Board and recommended approval of a Notice to Proceed for the 2015 Pavement Markings that starts today and will end November 15, 2015. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Board of Public Works and Safety September 15, 2015 Page 2 Recommendation for Award-Utility Emergency Repairs Program 2015-2016 Mrs. Leshney presented to the Board and recommended approval of a Recommendation for Award for the Utility Emergency Repairs Program 2015-2016 with all bids from Bowen Engineering, Milestone Contractors and Atlas Excavating. These bids establish the rates of future emergency work during the period of October 1, 2015 to September 30, 2016. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. Change Order #2-Sagamore Parkway Reconstruction Phase II Mrs. Leshney presented to the Board and recommended approval of Change Order #2 for the Sagamore Parkway Reconstruction Phase II in the amount of $159,887.05 which brings the revised contract amount to $11,145,539.50. Mrs. Leshney stated that the largest item is related to rephrasing the project at the south end. Mrs. Leshney explained that if the City closed two of the lanes and moved all of the traffic to one side at the railroad track, it would have cost the City almost $500,000.00 to relocate the signals temporally. So the City worked with the contractor to rephrase the project. Mrs. Leshney stated that the reminder of the items on the change order is miscellaneous items that were found as they have dug in the ground. The change order also extends the contract 37 days. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Economic Development Permission to Advertise- Main Street Streetscape Dennis Carson, Economic Development Director, presented to the Board and recommended approval of a Permission to Advertise the Main Street Streetscape. The publications will run on September 15th & 22nd with a bid opening on October 13th, 2015. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. Permission to Advertise-2015 CDBG Sidewalk Replacement Project Dan Walker, Economic Development, presented to the Board and recommended approval of a Permission to Advertisement-2015 CDBG Sidewalk Replacement Project. The publication will run on September 24th and October 1, 2015 with a bid opening on October 22, 2015. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Legal Counsel Resolution 04-2015 A Resolution of the Lafayette Board of Works and Public Safety Accepting Offer to Purchase Real Estate Mrs. Chosnek presented to the Board and recommended approval of Resolution 04-2015 A Resolution of the Lafayette Board of Works and Public Safety Accepting Offer to Purchase Real Estate. Mrs. Chosnek stated that previously back in August the City of Lafayette offered real estate adjacent to the 101 Main Redevelopment Project for sale to Deylen Realty as the adjustment land owner. Deylen Realty submitted an offer and in respond to that this resolution accepts their offer to purchase that real estate. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Board of Public Works and Safety September 15, 2015 Page 3 CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $527,216.15. President Henriott asked if there were any further questions and there were none. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. MISCELLANEOUS Special Event Request-Marine Corps 5K President Henriott presented to the Board and recommended approval of a Special Event Request for the Marine Corps 5K to be held on November 7, 2-15 from 7:00am-11:00am at the American Legion Post 11 and surrounding streets. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. ANNOUNCEMENTS Brad Talley, Water Pollution Control Superintendent, presented to the Board a plaque that the City of Lafayette received by the Indiana Association for Floodplain and Stormwater Management the “Outstanding Stormwater Project Award” for Durkees Run Stormwater Park Project. Mayor Roswarski is very pleased with the award and thanked Mr. Talley for his leadership on the project. Mayor Roswarski stated that the Stormwater Park really has become a nice focal point out at Jefferson High School. The students are using in and it is operating as we planned.
