BOARD OF PUBLIC WORKS AND SAFETY MINUTES March 22, 2016 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, March 22, 2016 at 9:00 a.m. in the Common Council Chambers. Members present were: Cindy Murray, Ron Shriner, Dawn Ross and Norm Childress. Absent: Gary Henriott Jacque Chosnek, 1st Deputy City Attorney, was also present. Mrs. Murray called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. Mrs. Murray asked the audience for a moment of silence to recognize the fallen Police Officers in Howard County, Indiana. MINUTES Mrs. Ross moved for approval of the minutes from the March 15, 2016 regular meeting. Mr. Childress seconded. Passed. BIDS UNDER ADVISEMENT Beckenham Trail Mrs. Murray stated that this item will remain under advisement. NEW BUSINESS Engineering Contract-Old Romney Road Street Tree Planting Jenny Leshney, Public Works Director, asked the Board to table this item until next week. Mr. Childress moved to table this item. Mr. Shriner seconded. Tabled. Recommendation for Award-2016 Pavement Markings Mrs. Leshney presented to the Board and recommended approval of a Recommendation for Award for the 2016 Pavement Markings with Indiana Sign & Barricade in the amount of $164,244.93. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Contract-2016 Pavement Markings Mrs. Leshney presented to the Board and recommended approval of a Contract for the 2016 Pavement Markings with Indiana Sign & Barricade in the amount of $164,244.93. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. Board of Public Works and Safety March 22, 2016 Page 2 Notice to Proceed-2016 Pavement Markings Mrs. Leshney presented to the Board and recommended approval of a Notice to Proceed for the 2016 Pavement Markings with a completion date of June 30, 2016. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Water Pollution Control Significant Industrial User Permit-Subaru of Indiana Automotive Brian Beeler, Water Pollution Control, presented to the Board and recommended approval of a Significant Industrial User Permit for Subaru of Indiana Automotive. Mr. Beeler stated that Subaru has a 4-year permit through the pre-treatment program. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Significant Industrial User Permit-Wabash National Corporation Mr. Beeler presented to the Board and recommended approval of a Significant Industrial User Permit for Wabash National Corporation. Mr. Beeler stated that Wabash has a 4-year permit through the pre- treatment program. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. General Industrial User Permit-Transport Service Co. Mr. Beeler presented to the Board and recommended approval of a General Industrial User Permit for Transport Service Co. Mr. Beeler stated that Transport Service has a 4-year permit through the pre- treatment program. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $2,990,457.67 Mrs. Murray asked if there were any further questions and there were none. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. MISCELLANEOUS Special Event Request-Church Mass on the Bridge Fr. Patrick Baikauskas, St. Thomas Aquinas, presented to the Board and recommended approval of a Special Event Request for the Church Mass on the Bridge to be held on May 1, 2016 from 12:00noon- 4:00pm on the John T. Myers Bridge. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Taxi Cab Permits Police Chief, Patrick Flannelly, presented to the Board and recommended approval of Taxi Cab permits for Kwanta Crawford, Danny Roberts, Kevin Krout, Saroyan Hester, Austin Magee and Tyler Jenkins. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. ANNOUNCEMENTS Board of Public Works and Safety March 22, 2016 Page 3 Mayor Roswarski announced that Deputy Chief Steve Butram from the Lafayette Fire Department has completed the Certified Public Supervisor Training at Ball State University.
