MINUTES
July 5, 2016
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, July 5, 2016 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Dawn Ross, Norm
Childress and Ron Shriner.
Jacque Chosnek, 1st Deputy City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Murray moved for approval of the minutes from the June 28, 2016 regular meeting. Mrs. Ross
seconded. Passed.
NEW BUSINESS
Engineering
Contract-Columbia Street Parking Garage Renovations
Bob Foley, Engineering, presented to the Board and recommended approval of a Contract for the
Columbia Street Parking Garage Renovations with Carl E. Most & Son, Inc in the amount of
$1,005,748.08. Mr. Shriner moved for approval. Mr. Childress seconded. Passed.
Notice to Proceed-Columbia Street Parking Garage Renovations
Mr. Foley presented to the Board and recommended approval of a Notice to Proceed for the Columbia
Street Parking Garage Renovations. Mr. Foley stated that the project will be completed by the end of
2016. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed.
Recommendation for Award- Structure Demolition-608 S. 4th Street
Mr. Foley presented to the Board and recommended approval of a Recommendation for Award for the
Structure Demolition at 608 S. 4th Street with Hack Excavating in the amount of $11,650.00. Mrs. Murray
moved for approval. Mrs. Ross seconded. Passed.

Mr. Foley presented to the Board and recommended approval of a Contract for the Structure Demolition
at 608 S. 4th Street with Hack Excavating in the amount of $11,650.00. The project is being paid for out of
CDBG funding. Mr. Childress moved for approval. Mrs. Murray seconded. Passed.

Notice to Proceed- Structure Demolition-608 S. 4th Street
Mr. Foley presented to the Board and recommended approval of a Notice to Proceed for the Structure
Demolition at 608 S. 4th Street. Mr. Childress moved for approval. Mrs. Murray seconded. Passed.
Recommendation for Award-Curb Replacement 7th Street, 8th Street and Oaklawn Drive
Mr. Foley presented to the Board and recommended approval of a Recommendation for Award for the
Curb Replacement at 7th Street, 8th Street and Oaklawn Drive with Dixon Construction in the amount of
$28,146.50. Mrs. Ross moved for approval. Mr. Shriner seconded. Passed.
Contract-Curb Replacement 7th Street, 8th Street and Oaklawn Drive
Mr. Foley stated that Mr. Dixon has yet to sign the Contract and recommended tabling this until next
week. Tabled.
Notice to Proceed-Curb Replacement 7th Street, 8th Street and Oaklawn Drive
Mr. Foley stated that Mr. Dixon has yet to sign the Notice to Proceed and recommended tabling this until
next week. Tabled.
Change Order #4-Sagamore Parkway Reconstruction, Phase II
Mr. Foley presented to the Board and recommended approval of Change Order #4 for the Sagamore
Parkway Reconstruction Phase II in the amount of $15,442.32. Mrs. Ross moved for approval. Mr.
Shriner seconded. Passed.
Change Order #1-Beckenham Trail
Mr. Foley presented to the Board and recommended approval of Change Order #1 for the Beckenham
Trail which extends the length of the project 76 days due to the time it takes to get light poles. The poles
are manufactured upon request and take 10-12 weeks for manufacture and delivery. Mrs. Murray moved
for approval. Mr. Childress seconded. Passed.
Addendum #3-Utility Service Agreement for Cobblestone Subdivision-Northwest Corner Near
Twyckenham Blvd and Poland Hill Road
Mr. Foley presented to the Board and recommended approval of Addendum #3 for the Utility Service
Agreement for Cobblestone Subdivision at the northwest corner near Twyckenham Blvd and Poland Hill
Road. Mr. Foley stated that the current owner intends to put in a gas station and has provided a check in
the amount of $14,125.00. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed.
Change Order #1-Old Romney Road Street Tree Planting
Leanne Wells, City Forester, presented to the Board and recommended approval of Change Order #1 for
the Old Romney Road Street Tree Planting Project. Trees were added and substituted along with adding
staking materials. The change order is an increase in the amount of $1,274.67 which brings the revised
contract amount to $19,715.67. Mrs. Ross moved for approval. Mrs. Murray seconded. Passed. President
Henriott abstained.

Certificate of Completion-Old Romney Road Street Tree Planting
Ms. Wells presented to the Board and recommended approval of a Certificate of Completion for the Old
Romney Road Street Tree Planting Project. The project was completed on June 29, 2016. Ms. Wells
stated that there was a typo on the warranty period date reflecting June 29, 2015 which needs to be
changed to June 29, 2016. Mr. Shriner moved for approval subject to that change. Mr. Childress
seconded. Passed. President Henriott abstained.
Economic Development
Contract-Permanent Supportive Housing Rental Assistance
Adam Murphy, Economic Development, presented to the Board and recommended approval of a contract
renewal for Permanent Supportive Housing Rental Assistance. The contract will provide continuance of
rental assistance for 20 persons who are certified as chronically homeless with a co-existing disability,
such as mental illness, substance abuse and/or HIV/AIDS. The contract sets aside $162,720.00 in rental
assistance, with additional administrative funding of $8,098.00. Mrs. Ross moved for approval. Mr.
Shriner seconded. Passed.
CLAIMS
Mike Jones, Controller, presented for Board approval, Claims in the amount of $12,686,363.00. President
Henriott asked if there were any further questions and there were none. President Henriott stated that this
is the time of year that the City of Lafayette does bond transfers which accounts for the large monetary
amount of the claims. Mr. Childress moved for approval. Mrs. Murray seconded. Passed.
MISCELLANEOUS
Special Event Request-Grace UMC Summer Neighborhood Party
President Henriott presented to the Board and recommended approval of a Special Event Request for the
Grace UMC Summer Neighborhood Party to be held on July 6, 2016 from 4:00pm-8:30pm on Elizabeth
Street from 26th Street to the church property. Mr. Childress moved for approval. Mrs. Ross seconded.
Passed.
DEPARTMENTAL UPDATE
Economic Development
Dennis Carson, Economic Development Director, gave a short update on topics that include the mission
statement, current staff, TIF districts, business attractions, entrepreneurship, downtown development, land
and property development, historic preservation, parking, public art, commissions that there managed by
the department, community partners, incentives and tax abatements, and the status of current projects. Mr.
Carson stated that this presentation (in full) can be found on the City of Lafayette’s website.
