MINUTES
March 28, 2017
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, March 28, 2017 at 9:00 a.m. in
the Common Council Chambers. Members present were: Cindy Murray, Norm Childress, Ron Shriner
and Dawn Ross. Absent: Gary Henriott
Jacque Chosnek, 1st Deputy City Attorney, was also present.
Mrs. Murray called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mr. Childress moved for approval of the minutes from the March 21, 2017 regular meeting. Mrs. Ross
seconded. Passed.
BID OPENING
City Hall Chiller Installation
This being the time set to open bids for the City Hall Chiller Installation, the following bids were received
and opened:
North Mechanical Contracting
Indianapolis, Indiana
Base Bid: $110,749.00
D.A. Dodd LLC
Lafayette, Indiana
Base Bid: $81,600.00
Quality Plumbing & Heating
Bunker Hill, Indiana
Base Bid: $135,000.00
Mrs. Ross moved to take the bids under advisement for further review. Mr. Childress seconded. Passed.
Structure Demolition at 1105 & 1109 N. 18th Street
This being the time set to open bids for the Structure Demolition at 1105 & 1109 N. 18th Street, the
following bids were received and opened:

Mr. Shriner moved to take the bids under advisement for further review. Mr. Childress seconded. Passed.
QUOTE OPENING
Re-Quote 221 N. 4th Street Fire Service Line -No quotes were submitted.
OLD BUSINESS
Special Event Request-Jeff HS Grand March/After Prom
Mrs. Murray stated that this item will remain tabled until next week.
NEW BUSINESS
Engineering
Change Order #1-Wabash River Promenade (Edwards Rigdon)
Jenny Leshney, Public Works Director, presented to the Board and recommended approval of Change
Order #1 for Wabash River Promenade with Edwards Rigdon in the amount of $1,606.25. This change
order is the 5% Construction Management Fee. Mrs. Ross moved for approval. Mr. Shriner seconded.
Passed.
Change Order #2-Wabash River Promenade (Edwards Rigdon)
Mrs. Leshney presented to the Board and recommended approval of Change Order #2 for Wabash River
Promenade with Edwards Rigdon in the amount of $3,702.87 which brings the revised contract amount to
$145,309.12. This change order is the Construction Management Fee for WREC. Mr. Childress moved
for approval. Mr. Shriner seconded. Passed.
CLAIMS
Mike Jones, Controller, presented for Board approval, Claims in the amount of $1,019,477.35. Mrs.
Murray asked if there were any further questions and there were none. Mr. Shriner moved for approval.
Mr. Childress seconded. Passed.

Special Event Request-March for Science

Mrs. Murray presented to the Board and recommended approval of a Special Event Request for March for
Science to be held on April 22, 2017 from 12:00pm-4:00pm at Riehle Plaza and the John T. Myers
Bridge. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed.
Special Event Request-St. Boniface Living Way of the Cross
Mrs. Murray presented to the Board and recommended approval of a Special Event Request for Living
Way of the Cross to be held on April 14, 2017 from 10:30am-11:30am on North Street between 8th and 9th
Streets. Mrs. Ross moved for approval. Mr. Shriner seconded. Passed
Special Event Request-South Oakland Neighborhood Block Party
Mrs. Murray presented to the Board and recommended approval of a Special Event Request for South
Oakland Neighborhood Block Party to be held on June 11, 2017 from 12:30pm-3:30pm on Butler Street
between S. 23rd and S. 24th Streets. Mr. Shriner moved for approval. Mr. Childress seconded. Passed
Special Event Request-Memorial Day Parade
Tim Hilton, Veteran’s Council President, presented to the Board and recommended approval of a Special
Event Request for Memorial Day Parade to be held on May 29, 2017 from 12:00pm-1:30pm in downtown
Lafayette. Mr. Childress moved for approval. Mrs. Ross seconded. Passed
Special Event Request-Farmers Market/Mini Markets
Mrs. Murray presented to the Board and recommended approval of a Special Event Request for Farmers
Market/Mini Markets to be held from April-October in downtown Lafayette. This request also includes
Mini Markets. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed
2017 Spring Hydrant Flushing Schedule
Ron Hurst, Water Works, announced to the Board that The Lafayette Water Works will begin flushing
hydrants on Sunday, April 2, 2017 between the hours of 10pm and 6am, continuing each night with the
exceptions of Friday and Saturday evenings, through Friday, April 14, 2017. Customers may experience
some discolored water. If this occurs, let the cold-water tap run for a few minutes and it should clear
up. If a problem continues, please call us at 807-1700 or 807-1100.
