BOARD OF PUBLIC WORKS AND SAFETY MINUTES May 2, 2017 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, May 2, 2017 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm Childress, Dawn Ross and Ron Shriner Ed Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Ross moved for approval of the minutes from the April 25, 2017 regular meeting. Mrs. Murray seconded. Passed. Mr. Childress moved for approval of the minutes from the April 28, 2017 special meeting. Mr. Shriner seconded. Passed. BID OPENING 2017 CDBG Curb, Sidewalk and Ramp Replacement Project This being the time set to open bids for the 2017 CDBG Curb, Sidewalk and Ramp Replacement Project, the following bids were received and opened: Dixon Construction Lafayette, Indiana Base Bid: $245,298.00 Mr. Shriner moved to take the bids under advisement for further review. Mrs. Ross seconded. Passed. BIDS UNDER ADVISEMENT Structure Demolition at 1105 & 1109 N. 18th Street President Henriott stated that this will remain under advisement. NEW BUSINESS Engineering Acceptance to Maintenance-Hickory Ridge Subdivision Phase 2, Section 2 Bob Foley, Engineering Office, presented to the Board and recommended approval of an Acceptance for Maintenance for Hickory Ridge Subdivision Phase 2, Section 2. Atlas Excavating is requesting that the Board of Public Works and Safety May 2, 2017 Page 2 City accept the public improvements. The City of Lafayette is verified that they are complete, passed all testing, have the as-builts and has provided a maintenance bond in the amount of $21,165.00. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $4,079,455.37. President Henriott asked if there were any further questions and there were none. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. MISCELLANEOUS Request-TMTA’s Pianos for the Street President Henriott stated that this item will be tabled. Mrs. Murray moved to table this item. Mr. Childress seconded. Tabled. Special Event Request-Lafayette Citizens Band President Henriott presented to the Board and recommended approval of a Special Event Request for the Lafayette Citizens Band to be held on Thursday’s from May-September at Riehle Plaza starting at 7:30pm. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Special Event Request-Hunger Hike President Henriott presented to the Board and recommended approval of a Special Event Request for Hunger Hike to be held on September 17, 2017 from 12:00noon-3:30pm at Riehle Plaza and the John T. Myers Bridge. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed. Special Event Request-Zoo Run Run President Henriott presented to the Board and recommended approval of a Special Event Request for the Zoo Run Run to be held on July 15, 2017 from 7:30am-9:30am at Columbian Park and the surrounding neighborhood. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Proclamation-“A Toast to Mental Health” Mayor Roswarski read the following proclamation: JOINT PROCLAMATION Proclaiming the Thursday, May 4, 2017, as “A Toast to Mental Health” day in Tippecanoe County, Indiana. WHEREAS one in five adults are affected by a mental health challenge in any given year, and nearly 50% of adults in America will develop a mental health condition at some point in their lives; and WHEREAS continuous strides must be made to eliminate the undeserved stigma of mental health conditions, such that no person delays or avoids seeking help based out of a fear or shame of what others may think; and WHEREAS the month of May has been recognized by Presidential Proclamation as National Mental Health Awareness month and has been observed in some form since 1949; and Board of Public Works and Safety May 2, 2017 Page 3 WHEREAS Mental Health America of Tippecanoe County was founded in 1950 and is Tippecanoe County’s largest and oldest not-for-profit organization dedicated to eradicating the stigma of mental conditions and advocating for the rights of those facing mental health challenges; and WHEREAS National Alliance on Mental Illness – West Central Indiana has served Tippecanoe County and the seven adjacent counties since 1987, advocating for the support, effective treatment, and education of affected individuals in the greater Tippecanoe County area; and WHEREAS Willowstone Family Services was founded in 1964 and provides counseling, homecare, addiction support, and new mother education services, seeking to empower families and individuals with life skills and knowledge for achieving sustained self-sufficiency and improved quality of life; and WHEREAS the Lafayette Daybreak Rotary Club has for 10 years organized its annual “A Toast to Mental Health” charity event, raising over $200,000 for local mental health agencies while also increasing mental health awareness and celebrating local, non-profit mental health agencies. NOW, THEREFORE, BE IT PROCLAIMED that Thursday, May 4, 2017, shall be recognized as “A Toast to Mental Health Day”, in recognition of the Lafayette Daybreak Rotary Club and its efforts to raise funds for local mental health agencies.
