BOARD OF PUBLIC WORKS AND SAFETY
MINUTES
May 9, 2017
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, May 9, 2017 at 9:00 a.m. in the
Common Council Chambers. Members present were: Cindy Murray, Norm Childress, Dawn Ross and
Ron Shriner. Absent: Gary Henriott
Ed Chosnek, City Attorney, was also present.
Mrs. Murray called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mr. Childress moved for approval of the minutes from the May 2, 2017 regular meeting. Mrs. Ross
seconded. Passed.
OLD BUSINESS
Request-TMTA’s Pianos for the Street (Tabled 5/2/2017)
Mr. Shriner moved to remove this item from the Table. Mr. Childress seconded. Passed. Mrs. Murray
presented to the Board and recommended approval of a Request for the TMTA’s Pianos for the Street to
be held from June 2-19, 2017 in Downtown Lafayette. Caryl Matthews, Co-President for Tippecanoe
Music Teachers Association, stated that they will be putting pianos in four (4) different locations in
Downtown. Mrs. Matthews stated that this project was a success in 2014. Mr. Childress moved for
approval. Mrs. Ross seconded. Passed.
NEW BUSINESS
Engineering
Recommendation for Award-Structure Demolition at 1105 & 1109 N. 18th Street
Jenny Leshney, Public Works Director, presented to the Board and recommended approval of a
Recommendation for Award for the Structure Demolition at 1105 & 1109 N. 18th Street with Winstead
Enterprises in the amount of $26,284.00. Mr. Childress moved for approval. Mr. Shriner seconded.
Passed.
Contract- Structure Demolition at 1105 & 1109 N. 18th Street
Mrs. Leshney presented to the Board and recommended approval of a Contract for the Structure
Demolition at 1105 & 1109 N. 18th Street with Winstead Enterprises in the amount of $26,284.00. Mr.
Shriner moved for approval. Mrs. Ross seconded. Passed.

Notice to Proceed- Structure Demolition at 1105 & 1109 N. 18th Street
Mrs. Leshney presented to the Board and recommended approval of a Notice to Proceed for the Structure
Demolition at 1105 & 1109 N. 18th Street. The notice to proceed is dated for May 14, 2017 because that is
when the 60 day waiting period ends. Mr. Childress moved for approval. Mr. Shriner seconded. Passed.
Recommendation for Award-2017 CDBG Curb, Sidewalk and Ramp Replacement Project
Mrs. Leshney presented to the Board and recommended approval of a Recommendation for Award for the
2017 CDBG Curb, Sidewalk and Ramp Replacement Project with Dixon Construction in the amount of
$245,298.00. Mrs. Ross moved for approval. Mr. Childress seconded. Passed.

Mrs. Leshney presented to the Board and recommended approval of a Contract for the 2017 CDBG Curb,
Sidewalk and Ramp Replacement Project with Dixon Construction in the amount of $245,298.00. Mr.
Shriner moved for approval. Mrs. Ross seconded. Passed.
Notice to Proceed-2017 CDBG Curb, Sidewalk and Ramp Replacement Project
Mrs. Leshney presented to the Board and recommended approval of a Notice to Proceed for the 2017
CDBG Curb, Sidewalk and Ramp Replacement Project that is dated today. Mr. Shriner moved for
approval. Mr. Childress seconded. Passed.
LPA Agreement with INDOT and The City of Lafayette-Trail Along Twyckenham
Mrs. Leshney presented to the Board and recommended approval of an LPA Agreement with INDOT for
a Trail Along Twyckenham. This contract is for the construction/design work associated with the
Twyckenham Trail between Old Romney Road and Old 231 on the south side of the road. The contract is
in the amount of $248,000.00 and is an 80-20 match with the City’s 20% coming out of the Twyckenham
TIF. Mr. Childress moved for approval. Mrs. Ross seconded. Passed.
Economic Development
CDBG Funding Agreeemnt-221 N. 4th Street Fire Service Line
Dennis Carson, Economic Development Director, presented to the Board and recommended approval of
the CDBG Funding Agreement for 221 N. 4th Street Fire Service Line in the amount of $50,000.00 with
Pure Eatery. Mr. Childress moved for approval. Mr. Shriner seconded. Passed.
Contract-221 N. 4th Street Fire Service Line
Mr. Carson presented to the Board and recommended approval of a Contract for the 221 N. 4th Street Fire
Service Line with Hamilton Creative Concrete in the amount of $55,560.00. Mr. Shriner moved for
approval. Mrs. Ross seconded. Passed.

Notice to Proceed-221 N. 4th Street Fire Service Line
Mr. Carson presented to the Board and recommended approval of a Notice to Proceed for the 221 N. 4th
Street Fire Service Line dated May 17, 2017 with a completion date of June 13, 2017. Mrs. Ross moved
for approval. Mr. Childress seconded. Passed.
Purchasing
Declaration of Surplus Property-Fleet Maintenance
Rick Morrissey, Purchasing Manager, presented to the Board and recommended approval of a Declaration
of Surplus Property for Fleet Maintenance for a #2591 2005 Lodal Evo Combo
VIN#1L9AS6AB55K006867. Mr. Morrissey stated that the vehicle will be taken to Oscar Winski’s and
sold as scrap. Mr. Childress moved for approval. Mr. Shriner seconded. Passed.
CLAIMS
Mike Jones, Controller, presented for Board approval, Claims in the amount of $1,124,463.50. Mrs.
Murray asked if there were any further questions and there were none. Mr. Shriner moved for approval.
Mrs. Ross seconded. Passed.
MISCELLANEOUS
Special Event Request-Race for Kids 5K/10K
Mrs. Murray presented to the Board and recommended approval of a Special Event Request for the Race
for Kids 5K/10K to be held on June 3, 2017 from 7:30am-10:30am near St. Franciscan Hospital. Mr.
Childress moved for approval. Mrs. Ross seconded. Passed.
