BOARD OF PUBLIC WORKS AND SAFETY MINUTES May 16, 2017 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, May 16, 2017 at 9:00 a.m. in the Common Council Chambers. Members present were: Cindy Murray, Norm Childress, Dawn Ross and Ron Shriner. Absent: Gary Henriott Jacque Chosnek, 1st Deputy City Attorney, was also present. Mrs. Murray called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Ross moved for approval of the minutes from the May 9, 2017 regular meeting. Mr. Shriner seconded. Passed. NEW BUSINESS Engineering Permission to Advertise-South Street & Columbia Street Resurfacing Project 2017 Jenny Leshney, Public Works Director, presented to the Board and recommended approval of a Permission to Advertise the South Street & Columbia Street Resurfacing Project 2017. The bid opening is scheduled for June 6, 2017. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Change Order #1-Sagamore Parkway Reconstruction, Phase 3 Mrs. Leshney presented to the Board and recommended approval of Change Order #1 for Sagamore Parkway Reconstruction Phase 3. The change order is in the amount of $21,740.00 which brings the revised contract amount to $12,610,141.55. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. Contract with Hannum, Wagle and Cline for Quiet Zone Re-Certification Bob Foley, Engineering, presented to the Board and recommended approval of a Contract with Hannum, Wagle and Cline for the Quiet Zone Re-Certification. This is a 5-year re-certification for all 5 quiet zones in Lafayette. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Water Pollution Control Contract with Wastewater Solutions-2016 Operator Training Brad Talley, Water Pollution Control Superintendent, presented to the Board and recommended approval of a Contract with Wastewater Solutions for the 2017 Operator Training in the amount of $19,600.00. The training will be conducted June 5-8, 2017 at the Wastewater Treatment Plant. Mr. Shriner moved for approval. Mrs. Ross seconded. Mrs. Murray asked if there were any further questions and there were none. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. MISCELLANEOUS Special Event Request-Bistro 501 Clam Bake Mrs. Murray presented to the Board and recommended approval of a Special Event Request for Bistro 501 Clam Bake to be held on June 19, 2017 from 5:30pm-9:30pm. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Special Event Request-Lunch in the Park Mrs. Murray presented to the Board and recommended approval of a Special Event Request for the Lunch in the Park to be held on May 19, 2017 from 11:00am-2:00pm at Riehle Plaza. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. Special Event Request-Taste of Tippecanoe Mrs. Murray presented to the Board and recommended approval of a Special Event Request for Taste of Tippecanoe to be held on June 17, 2017 from 4:00pm-12:00am at Riehle Plaza and Downtown Lafayette. Mr. Shriner moved for approval contingent on receiving the certificate of liability insurance. Mrs. Ross seconded. Passed. Proclamation-Mayor’s Monarch Pledge Proclamation Mayor Roswarski read the following proclamation: WHEREAS, the Mayors’ Monarch Pledge, organized by the National Wildlife Federation, is an initiative that encourages individuals, businesses and governments around the country to commit to take specific actions to help the monarch and other pollinators; and WHEREAS, the goal of the Mayors’ Monarch Pledge is to help save the declining monarch butterfly; and WHEREAS, while monarch butterflies are found across the United States, their numbers have declined by approximately 90 percent in recent years as a result of numerous threats, particularly loss of habitat due to agricultural practices, development and cropland conversion; and WHEREAS, the Mayors’ Monarch Pledge asks cities to commit to creating habitats and educating citizens on ways they can make a difference in their very own home; and WHEREAS, City of Lafayette government will strive to complete at least 3 of 25 specific action steps of the Mayors’ Monarch Pledge to help save the monarch butterfly; Board of Public Works and Safety May 16, 2017 Page 3 NOW, THEREFORE, I, Tony Roswarski, Mayor of Lafayette, do hereby proclaim commitment to the National Wildlife Federation’s Mayors’ Monarch Pledge. I encourage all City of Lafayette residents and businesses to commit to creating habitats and taking specific actions that help save the Monarch butterfly in the United States. ANNOUNCEMENTS Mrs. Murray, on behalf of Dennis Carson, announced the Main Street Streetscape Ribbon Cutting Ceremony on Friday, May 19, 2017 at 5:00 p.m. on 7th and Main Streets. Celebrate with local residents, business owners and organizations that made it possible to enhance and transform downtown Lafayette. The first 200 attendees will receive a free reusable tote bag stuffed with coupons and promotions from local businesses. Mrs. Murray announced that Clean Sweep will be this Saturday, May 20, 2017 from 9am-12pm. Registration and supply pick up will be located at the Green Shelter at Columbian Park.
