BOARD OF PUBLIC WORKS AND SAFETY
MINUTES
February 6, 2018
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, February 6, 2018 at 9:00 a.m.
in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray and Norm
Childress. Absent: Ron Shriner and Dawn Ross
Ed Chosnek, City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mr. Childress moved for approval of the minutes from the January 30, 2018 regular meeting. Mrs.
Murray seconded. Passed.
NEW BUSINESS
Engineering
Recommendation for Award-City Hall Building HVAC Control and Systems Update
Bob Foley, Engineering presented to the Board and recommended approval of a Recommendation for
Award for the City Hall Building HVAC Control and Systems Update with D.A.Dodd LLC in the amount
of $581,950.00 which includes Alternate #1 and Alternate #2. Mrs. Murray moved for approval. Mr.
Childress seconded. Passed.
Recommendation for Award-Prairie Lane Watermain Replacement (Re-Bid)
Mr. Foley presented to the Board and recommended approval of a Recommendation for Award for the
Prairie Lane Watermain Replacement Project with Plant Brothers Excavating and Construction in the
amount of $242,206.15. Mr. Childress moved for approval. Mrs. Murray seconded. Passed.
Contract- Prairie Lane Watermain Replacement (Re-Bid)
Mr. Foley presented to the Board and recommended approval of a Contract for the Prairie Lane
Watermain Replacement Project with Plant Brother Excavating and Construction in the amount of
$242,206.15 Mr. Childress moved for approval. Mrs. Murray seconded. Passed.
Notice to Proceed- Prairie Lane Watermain Replacement (Re-Bid)
Mr. Foley presented to the Board and recommended approval of a Notice to Proceed for the Prairie Lane
Watermain Replacement Project. Mr. Childress moved for approval. Mrs. Murray seconded. Passed.

Agreement with TBird Design-Prairie Lane Watermain Replacement for Field Services
Mr. Foley presented to the Board and recommended approval of an Agreement with TBird Design for
Prairie Lane Watermain Replacement for Field Services in the amount not to exceed $40,000.00. Mrs.
Murray moved for approval. Mr. Childress seconded. Passed.
Legal Counsel
Contract for Employment of Attorney
Mr. Chosnek presented to the Board and recommended approval of a Contract for Employment of
Attorney for Chosnek Law to provide general legal services for a period of one (1) year beginning on
February 1, 2018 through January 31, 2019. The agreement shall be automatically renewed thereafter
from year to year unless cancelled by either party in writing. Changes to the contract include an hourly
rate increase to $265.00. Mrs. Murray moved for approval. Mr. Childress seconded. Passed.

Mr. Chosnek presented to the Board and recommended approval of a Contract for Employment of
Attorney for Lafayette Renew for Chosnek Law to provide general legal services for a period of one (1)
year beginning on February 1, 2018 through January 31, 2019. The agreement shall be automatically
renewed thereafter from year to year unless cancelled by either party in writing. Changes to the contract

Task Order #6-Loeb Stadium Watermain Relocations
Kerry Smith, Water Works Superintendent, presented to the Board and recommended approval of Task
Order #6 for the Loeb Stadium Watermain Relocations with Wessler Engineering in the amount not to
exceed $46,000.00. Mr. Childress moved for approval. Mrs. Murray seconded. Passed.

Declaration of Worthless Property-Lafayette Renew
Dave Payne, Purchasing Manager, presented to the Board and recommended approval of a Declaration
of Worthless Property for Lafayette Renew that includes:

Mr. Payne stated that these items will be sold for scrap value. Mrs. Murray moved for approval. Mr.
Childress seconded. Passed.
Declaration of Surplus Property-IPhones (City Wide)
Mr. Payne presented to the Board and recommended approval of a Declaration for Surplus Property that
includes a list of Apple IPhones from various departments with the City of Lafayette. Mr. Payne stated
that these items have been replaced and will be sold. Mr. Childress moved for approval. Mrs. Murray
seconded. Passed.
CLAIMS
Tim Clary, Deputy Controller, presented for Board approval, Claims in the amount of $4,021,224.76.
President Henriott asked if there were any further questions and there were none. Mrs. Murray moved for
approval. Mr. Childress seconded. Passed.
MISCELLANEOUS
Taxi Cab Permit
Police Chief, Patrick Flannelly, presented to the Board and recommended approval of a Taxi Cab Permit
for Matthew Foltz. Mr. Childress moved for approval. Mrs. Murray seconded. Passed.
