BOARD OF PUBLIC WORKS AND SAFETY MINUTES March 13, 2018 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, March 13, 2018 at 9:00 a.m. in the Common Council Chambers. Members present were: Cindy Murray, Norm Childress, Dawn Ross and Ron Shriner. Absent: Gary Henriott Jacque Chosnek, 1st Deputy City Attorney, was also present. Mrs. Murray called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Ross moved for approval of the minutes from the March 6, 2018 regular meeting. Mr. Shriner seconded. Passed. NEW BUSINESS Water Works Task Order #7-Wabash Avenue Water Main Replacement Kerry Smith, Water Works Superintendent, presented to the Board and recommended approval of Task Order #7 for the Wabash Avenue Water Main Replacement with Wessler Engineering. The task order is in the amount not to exceed $38,000.00. Mr. Smith stated that of the task order amount, $18,000.00 is marked for engineering and design along with $20,000.00 marked for construction and observation. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Fleet Maintenance Vehicle Trade-In Authorization-Street Department Tim Bullis, Fleet Maintenance, presented to the Board and recommended approval of a Vehicle Trade-In Authorization for the Street Department. The trade is for 4 pickup trucks for 4 old pickup trucks that are 14-17 years old. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Declaration of Worthless Property-Sanitation Department Mr. Bullis presented to the Board and recommended approval of a Declaration of Worthless Property for the Sanitation Department. The worthless property includes a 2002 Lodal EVO-T25-C275 Combo Collection garbage truck. Mr. Bullis stated that this item will be sold for scrap metal value. Mr. Shriner moved for approval. Passed. Board of Public Works and Safety March 13, 2018 Page 2 Lafayette Housing Authority Amendment #1-Agreement between Lafayette Housing Consortium and Faith Community Development Corp. 2015-2016 Project #2-Whitcomb Valerie Oakley, Project Manager, presented to the Board and recommended approval of Amendment #1 for the Agreement between Lafayette Housing Consortium and Faith Community Development Corp. 2015-2016 Project #2-Whitcomb. This amendment extends the ending date of the agreement to July 31, 2018 to allow for submission of final paperwork. Mrs. Ross moved for approval. Mr. Shriner seconded. Passed. Amendment #1-Agreement between Lafayette Housing Consortium and Faith Community Development Corp. 2016 Project #1-Roosevelt Mrs. Oakley presented to the Board and recommended approval of an Amendment #1 for the Agreement between Lafayette Housing Consortium and Faith Community Development Corp. 2016 Project #1- Roosevelt. This amendment extends the ending date to June 30, 2018 to allow for processing the final paperwork. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Agreement between Lafayette Housing Consortium and Faith Community Development Corp. 2016- Project #2-Vinton Mrs. Oakley presented to the Board and recommended approval of an Amendment between Lafayette Housing Consortium and Faith Community Development Corp. 2016 Project #2-Vinton. Mrs. Oakley stated that this agreement provides up to $83,700.00 for the acquisition and renovation of 2807 Vinton Street. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. Amendment #1-Agreement between Lafayette Housing Consortium and Habitat for Humanity of Lafayette 2015-2016 & 2016-2017 Project #5 Commanche Mrs. Oakley presented to the Board and recommended approval of Amendment #1 for the Agreement between the Lafayette Housing Consortium and Habitat for Humanity of Lafayette 2015-2016 & 2016- 2017 Project #5-Commanche. This amendment extends the ending date of the agreement to March 30, 2018 to allow for processing the final paperwork. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Amendment #1-Agreement between Lafayette Housing Consortium and Habitat for Humanity of Lafayette 2016-017 Project #1-N. 6th Street Mrs. Oakley presented to the Board and recommended approval of Amendment #1 for the Agreement between the Lafayette Housing Consortium and Habitat for Humanity of Lafayette 2016-2017 Project-N. 6th Street. This amendment extends the ending date of the agreement to July 30, 2018 to allow for completion, closing with a new homebuyer, and processing the final paperwork. Mrs. Ross moved for approval. President Henriott asked if there were any further questions and there were none. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. MISCELLANEOUS Proclamation-Earth Hour Mrs. Murray read the following proclamation: EARTH HOUR PROCLAMATION WHEREAS, Earth Hour, organized by the World Wildlife Fund, is a global initiative that encourages individuals, businesses and governments around the world to turn off all non-essential lights for one hour on Saturday, March 24, 2018 between 8:30 pm and 9:30 pm; and WHEREAS, the goal of Earth Hour is to demonstrate that individual action on a mass scale can help positively impact our planet; and WHEREAS, climate change impacts in Indiana are expected to increase heavy rainfall and dangerous flooding, threatening homes, businesses and utilities and disrupting roadways. Heavy rains also contribute to accelerated topsoil erosion, which can hinder agricultural yields. Furthermore, more frequent severe precipitation and greater transpiration from crops have exacerbated the survival and spread of many unwanted pests and pathogens; and WHEREAS, led by the World Wildlife Fund, hundreds of millions of people across 187 countries celebrated Earth Hour in 2017, with lights going out in some of the world’s most famous man-made marvels and natural wonders. Sydney’s Opera House (Sydney), Big Ben and the Houses of Parliament (London), the Tokyo Tower (Tokyo), the Empire State Building (New York), Marina Bay Sands Hotel (Singapore) and the Eiffel Tower (Paris) and many more global icons stood in darkness as a powerful symbol of landmark environmental action; and WHEREAS, City of Lafayette government will strive to turn off all non-essential lighting during Earth Hour; NOW, THEREFORE, I, Cindy Murray on behalf of Tony Roswarski, Mayor of Lafayette, do hereby proclaim the hour between 8:30 pm and 9:30 pm on the 24th day of March, 2018, to be Earth Hour. I encourage all City of Lafayette residents to make a global statement of concern about climate change and to demonstrate commitment to finding solutions by turning off all non-essential lights during this time period.
