BOARD OF PUBLIC WORKS AND SAFETY MINUTES September 18, 2018 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, September 18, 2018 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm Childress, Amy Moulton and Ron Shriner. Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Murray moved for approval of the minutes from the September 4, 2018 regular meeting. Mr. Childress seconded. Passed. BID OPENING Tropicanoe Cove Aquatic Center Expansion This being the time set to open bids for the Tropicanoe Cove Aquatic Center Expansion, the following bids were received and opened: J.R. Kelly Company Lafayette, Indiana Base Bid: $3,080,000.00 Alternate #1: $731,000.00 Alternate #2: $8,000.00 RL Turner Construction Zionsville, Indiana Base Bid: $3,178,000.00 Alternate #1: $792,000.00 Alternate #2: $7,800.00 J.C. Mrs. Moulton seconded. Passed. NEW BUSINESS Lafayette Renew Permission to Advertise-2018 Sewer Rehabilitation Project Brad Talley, Renew Superintendent, presented to the Board and recommended approval of a Permission to Advertise the 2018 Sewer Rehabilitation Project. The publications are scheduled to run on September 21 & 28, 2018 with the bid opening on October 16, 2018. Mr. Talley stated that the cover letter needs to say 14,707 lineal feet instead of 6,000 lineal feet. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Fire Department Permission to Advertise-Lafayette Fire Department Storage Building Deputy Fire Chief, Steve Butram, presented to the Board and recommended approval of a Permission to Advertise the Lafayette Fire Department Storage Building. The publications are scheduled to run on September 21 & 28, 2018 with the bid opening on October 16, 2018. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. CLAIMS Tim Clary, Deputy Controller, presented for Board approval, Claims in the amount of $5,063,242.24. President Henriott asked if there were any further questions and there were none. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. MISCELLANEOUS Special Event Request-Light Up Riehle Plaza President Henriott presented to the Board and recommended approval of a Special Event Request for Light Up Riehle Plaza to be held on October 2, 2018 from 5:00pm-7:00pm, at Riehle Plaza. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed. DEPARTMENAL UPDATE Fire Department Chief Richard Doyle gave the following update: Service Contacts: In 2017 the department made 11,075 service contacts in the City of Lafayette. 346 of those contacts were fire related calls, 1,430 were non-fire related, 5,869 were EMS calls, and 3,430 were building inspections. Board of Public Works and Safety September 18, 2018 Page 3 Changes from 2016: Total contacts have increased by 731 Fire related run have increased by 77. Non-Fire related responses have decreased by 73. EMS responses have increased by 308. Inspections have increased by 419. Promotions; In 2017 the department promoted 12 firefighters: Sergeant Doug Dunwoody, Captain Brian Perior, Captain Karl Stokes, Sergeant Doug Newhart, Captain Dave Stanley, Sergeant Shawn Rice, Sergeant Mike Stull, Lieutenant Brad Cornell, Sergeant Mike Davis, and Lieutenant Brad young. New Firefighters: The department also hired 6 new firefighters: Firefighters Robert Dugan, Alec Gibson, Mike Little, Brent Parker, Xavier Passement, and Brian Silver. Special Operations: The Lafayette Fire Department maintains 3 special operation teams, The Water Rescue Team, that response to any water rescues in the City of Lafayette and Tippecanoe County. The Hazardous Material Response Team, that responds to any hazardous spill on the roadway, industrial complex and also can respond to assist our neighboring communities. The Technical Rescue Team responds to trench emergencies, high angle rope rescue emergencies, structural collapse emergencies, and confined space emergencies. The LFD Special Operation Team is one of only two groups available in the State of Indiana that can provide the level of emergency response that we are capable of providing. The State of Indiana has called upon our teams for state deployments several times over the past few years. There are proximally 57 firefighters that serve on the 3 special operations teams each year. As I make this report 1 of our team members, Captain Toby Frost is deployed with Indiana Task Force 1 to assist residents of the east coast after hurricane Florence makes landfall. Fire Prevention Education: Over the past 21 years the Lafayette Fire Department has taken fire prevention education and especially educating our children in fire safety very seriously. We have educated some 105,000 children in the greater Lafayette area over the past 21 years. Each year a talented group of volunteers from our ranks come together to entertain and educate 5,000 school children, “This is not their day job”. They sing dance and act their way through the show to make sure that we can prevent children from being injured in a fire at their home. Fire Code Enforcement: One of the most important roles we have is to prevent fires from happening, and our fire code enforcement personnel serve a vital role in preventing fires from starting. They perform annual inspection, new construction inspection for code compliance, and review new construction plans. As you all know, the volume of new construction in the Lafayette area has continued to increase putting more and more of a demand on our code enforcement personnel. They have done a great job keeping up with the cities growth. 4360 existing and new construction inspections were performed in 2017. The department has seen an increase of 181 new construction inspections compared to last year. Training: Our training division located just north of SIA continues to be one of the busiest places in the department. Responsible for training all 142 firefighters with their required fire, EMS, Hazardous Material, and Board of Public Works and Safety September 18, 2018 Page 4 leadership training. Each year this division puts our new recruits through a 16 week recruit school. There are very few departments in the state who have the talent or time to produce this type of training program, and that’s not all that this division has on their plate. The Jefferson High School Fire and Rescue Academy is also located at the LFD training division. Over the past 4 year some 50 students get to live out their dream of becoming a Lafayette firefighter. We have been ranked as one of the best academies in the state. Ranking ourselves against other academies that have been in existence for 20 years or more. At a state competition that is held every year, the Lafayette students have scored first overall for the past 3 years. The Training Division also implemented “Target Solution” a training delivery system. With this system we have increased our department training hours from 10,000 hours her year in 2016 to 19,500 hours in 2017. Personnel: The 142 firefighter that are on the job each day in Lafayette are some of the most dedicated, highly trained and loyal people that I know. Each day they respond to emergencies that may vary from simple, to emergencies that will live with them forever. Each one of those responses takes a toll on them physically and more importantly emotionally. In 2017 a Peer Support team was organized to assist emergency workers with the day to day stresses of their job. This team consists of firefighters, police officers, emergency medical technicians, and nurses from around the greater Lafayette area. They serve as a listening ear for the responders in our community. The City of Lafayette Human Recourses Department has also come along side our department with increased EAP assistance. This has been a great benefit for both the fire and police departments. New Apparatus: 2017 Peirce Engine stationed at Station #9 The Lafayette Fire Department was founded in 1825 to provide the best service to our community. Over the last 193 years the department has strived to continually better ourselves and over the next year, with your help we will continue this tradition.
