BOARD OF PUBLIC WORKS AND SAFETY MINUTES February 5, 2019 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, February 5, 2019 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm Childress and Amy Moulton. Absent: Ron Shriner Jacque Chosnek, 1st Deputy Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the January 29, 2019 regular meeting. Mrs. Murray seconded. Passed. BIDS UNDER ADVISEMENT Lafayette Fire Station #5 HVAC Project (re-bid) President Henriott stated that this item will remain under advisement. NEW BUSINESS Economic Development Historic Demolition Permit-809 Cincinnati John Collier, Economic Development, presented to the Board and recommended approval of a Historic Demolition Permit for 809 Cincinnati Street garage. The demolition request has been reviewed by Dann Keiser, Lafayette Historic Preservation Officer, who determined that the demolition of the structure would adversely affect the national historic district and would be a loss of historic resources. Mr. Keiser recommended that the 60-day waiting period be upheld. Mark Gick, Building Commissioner, stated that the current condition of the roof poses public safety issues and recommended waiving the 60-day waiting period. Mr. Childress moved for approval of waiving the 60-day waiting period. Mrs. Moulton seconded. Passed. Purchasing Landscape Maintenance Contract Renewal-Brightview Landscapes, LLC Dave Payne, Purchasing Manager, presented to the Board and recommended approval of the Landscape Maintenance Contract Renewal with Brightview Landscapes, LLC. Brightview will honor the 2017 pricing from the original contract for the renewal contract for 2019. Mrs. Murray moved for approval. Mrs. Moulton seconded. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Release of Covenant for Deed Restrictions-2726 Underwood, Lafayette Indiana Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions for 2726 Underwood Street. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed. Release of Mortgage-2035 Stillwell, Lafayette Indiana Mrs. Oakley presented to the Board and recommended approval of a Release of Mortgage for 2035 Stillwell Street. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Release of Covenant for Deed Restrictions-2035 Stillwell, Lafayette Indiana Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions for 2035 Stillwell Street. Release of Mortgage-608 N. 30th Street, Lafayette Indiana Mrs. Oakley presented to the Board and recommended approval of a Release of Mortgage for 608 N. 30th Street. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed. CLAIMS Tim Clary, Controller, presented for Board approval, Claims in the amount of $6,320,349.25. President Henriott asked if there were any further questions and there were none. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. MISCELLANEOUS Proclamation-Teacher and Staff Appreciation Month Mrs. Murray read the following proclamation: WHEREAS, teachers and school staff keep American democracy alive by laying the foundation for good citizenship; and Board of Public Works and Safety February 5, 2019 Page 3 WHEREAS, teachers and school staff work to open students' minds to ideas, knowledge and dreams; and WHEREAS, teachers and school staff fill many roles, as listeners, explorers, role models, motivators and mentors; and WHEREAS, February proves to be a challenging month for teachers as they prepare students for testing; and WHEREAS, 44% of teachers leave the profession within 5 years; and WHEREAS, a recent survey of teachers found that nearly two-thirds of teachers feel their jobs are “always” or “often” stressful and WHEREAS, research shows that people in a high-performance job can cope with stress if they have support WHEREAS, teacher and school staff should know their community supports them; and WHEREAS, teachers and school staff continue to influence us long after our school days are only memories; Now, therefore, be it proclaimed that February 1- February 28, 2019, shall be recognized as Teacher and Staff Appreciation Month in Tippecanoe County, Indiana, to support and acknowledge the impact of teachers and school staff in our community. During this month, we urge all in our community including businesses, organizations, and individuals to come together to say thank you to our teachers and staff for all they do each day to provide the opportunity for a brighter future for our children and our community.
