MINUTES
August 6, 2019
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, August 6, 2019 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Ron Shriner and Norm
Childress. Absent: Amy Moulton
Jacque Chosnek, 1st Deputy City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mr. Childress moved for approval of the minutes from the July 30, 2019 regular meeting. Mr. Shriner seconded.
Passed.
BIDS UNDER ADVISEMENT
McAllister Center Roof Replacement Project
President Henriott stated that this item will remain under advisement.
NEW BUSINESS
Purchasing
Trailer Trade-In Authorization
Dave Payne, Purchasing Manager, presented to the Board and recommendation approval of a Trailer Trade-In
Authorization with the Street Department for a 2001 Cronkhite 8202 Flatbed trailer VIN#47328202011101063
City#2171. Mr. Payne stated that this item will be traded in for an upcoming purchase. Mr. Shriner moved for
approval. Mrs. Murray seconded. Passed.
Vehicle Trade-In Authorization
Mr. Payne presented to the Board and recommended approval of a Vehicle Trade-In Authorization with the Police
Department for a 1996 Ford E350 SWAT van VIN#1FDKE30F7THB10108 City#96-74. Mr. Payne stated that
this item will be traded in for an upcoming purchase. Mr. Shriner moved for approval. Mr. Childress seconded.
Passed.
Declaration of Surplus Property
Mr. Payne presented to the Board and recommended approval for a Declaration of Surplus Property with the
Facilities Department for a 2000 Chevrolet Silverado 2500 4WD VIN#1GCGK24U1YE119370 City#F-2. Mr.
Payne stated that the vehicle will be listed for sale on GovDeals.com. Mr. Childress moved for approval. Mrs.
Murray seconded. Passed.

Parks Department
Final Change Order-Tropicanoe Cove Expansion
Jon Miner, Parks Department, presented to the Board and recommended approval of a Final Change Order for the
Tropicanoe Cove Expansion. The change order is with JR Kelly for a credit in the amount of $34,202.00 which
brings the final contract amount to $3,821,414.00. Mrs. Murray moved for approval. Mr. Shriner seconded.
Passed.
Certificate of Substantial Completion-Tropicanoe Cove Expansion
Mr. Miner presented to the Board and recommended approval of a Certificate of Substantial Completion for the
Tropicanoe Cove Expansion. Mr. Miner stated that the substantial completion date is June 7, 2019. Mr. Childress
moved for approval. Mr. Shriner seconded. Passed.
Economic Development
Rejection of Bids for Streetscape Phase VI
Dennis Carson, Economic Development Director, presented to the Board and recommended approval of a
Rejection of Bids for Streetscape Phase VI. Mr. Carson stated that bids were received from Milestone Contractors
and Rieth-Riley Construction. All bids received were higher than the engineer’s estimate. Mrs. Murray moved to
reject all bids. Mr. Childress seconded. Passed.
Engineering
Change Order #1-Haggerty Resurfacing and Widening
Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of Change Order #1
for the Haggerty Resurfacing and Widening. The change order is in the amount of $32,826.00 which brings the
revised contract amount to $2,136,751.00. Mr. Grenard stated that the change order reflects changes is condition
and scope during construction and is a change of 1.56%. Mr. Shriner moved for approval. Mr. Childress
seconded. Passed.
CLAIMS
Jeremy Diehl, Deputy Controller, presented for Board approval, Claims in the amount of $4,081,837.21. President
Henriott asked if there were any further questions and there were none. Mr. Childress moved for approval. Mrs.
Murray seconded. Passed.
MISCELLANEOUS
Special Event Request-Woodland Trail Run (Tree Lafayette)
President Henriott presented to the Board and recommended approval of a Special Event Request for Woodland
Trail Run to be held on September 21, 2019 from 9:00am-11:00am at Murdock Park. Mrs. Murray moved for
approval. Mr. Childress seconded. Passed.

2019 Byrne Local Law Enforcement Assistance Grant
Deputy Chief Brad Bishop, Lafayette Police, informed the Board that Lafayette Police will be applying for the
2019 Byrne Local Law Enforcement Assistance Grant for $35,308.00. Deputy Chief Bishop stated that the grant
money will be used for equipment reimbursement.
