MINUTES
August 13, 2019
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, August 13, 2019 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Ron Shriner, Norm Childress
and Amy Moulton
Jacque Chosnek, 1st Deputy City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Murray moved for approval of the minutes from the August 6, 2019 regular meeting. Mr. Childress
seconded. Passed.
NEW BUSINESS
Purchasing
Recommendation for Rejection- McAllister Center Roof Replacement Project
Dave Payne, Purchasing Manager, presented to the Board and recommended approval of a Recommendation for
Rejection of the McAllister Center Roof Replacement Project. Mr. Payne stated that the one bid received from
Foster Contracting excluded the warranty of the work around the mechanical units on the roof. Mr. Payne stated
that the City has other roofs that are going to be evaluated and prioritized for replacement in the future. Mr.
Shriner moved for approval. Mrs. Moulton seconded. Passed.
Engineering
Change Order #1-Glen Acres Sidewalk Replacement Project
Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of Change Order #1
for the Glen Acres Sidewalk Replacement Project. The change order is in the amount of $937.00 which brings the
revised contract amount to $49,959.50. Mr. Grenard stated that the change order reflects an additional sidewalk
and better transition to meet the existing sidewalk. Mrs. Moulton moved for approval. Mr. Childress seconded.
Passed.
Permission to Advertise-2019 Pavement Markings
Mr. Grenard presented to the Board and recommended approval a Permission to Advertise the 2019 Pavement
Markings to be advertised on August 16 & 23, 2019 with a bid opening on September 4, 2019. Mrs. Murray
moved for approval. Mr. Shriner seconded. Passed.
Economic Development
Historic Demolition Permit-1600. 1622 & 1624 Main Street

John Collier, Economic Development, presented to the Board and recommended approval of a Historic
Demolition Permit for 1600, 1622 & 1624 Main Street. Mr. Collier stated that the demolition request has been
reviewed by Dann Keiser, Lafayette Historic Preservation Officer, and recommended upholding the 60-day
waiting period. Mark Gick, Building Commissioner, stated that the current condition of the buildings pose public
safety concerns and recommended waiving the 60-day waiting period so it can be demolished sooner. Mr.
Childress moved to waive the 60-day waiting period. Mrs. Murray seconded. Passed.
Lafayette Renew
Amendment #1-North Street Reconstruction Project Phase 2
Brad Talley, Renew Superintendent, presented to the Board and recommended approval of Amendment #1 for the
North Street Reconstruction Project Phase 2 in the amount not-to-exceed $77,000.00. Mr. Talley stated that as the
project proceeded it was determined that construction inspection was needed full-time and retrofit to Phase 1 of
the project. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed.
Contract with Wessler Engineering for the Northeast Area Sewer Replacement Project
Mr. Talley presented to the Board and recommended approval of a Contract with Wessler Engineering for the
Northeast Area Sewer Replacement Project. Mr. Talley stated the contract is for the 30% design services for the
project. This project will increase the sewer capacity for the future development of the Service Area 21 and Tate
& Lyle North facility. The contract is in the amount not-to-exceed $92,800.00. Mrs. Moulton moved for approval.
Mr. Childress seconded. Passed.
CLAIMS
Tim Clary, Controller, presented for Board approval, Claims in the amount of $497,391.71. President Henriott
asked if there were any further questions and there were none. Mr. Childress moved for approval. Mrs. Murray
seconded. Passed.
ANNOUNCEMENTS
Mike Roush, Operations Manager for Street Department, announced to the Board that the City of Lafayette will
be offering free mulch to all of Tippecanoe County on August 24, 25, 31 and September 1, 2019 from 7am-3pm at
the corner of Sycamore and Walnut Streets off Wabash Avenue.
