BOARD OF PUBLIC WORKS AND SAFETY MINUTES November 26, 2019 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, November 26, 2019 at 9:00 a.m. in the Common Council Chambers. Members present were: Amy Moulton, Cindy Murray, Ron Shriner and Norm Childress. Absent: Gary Henriott Jacque Chosnek, 1st Deputy City Attorney, was also present. Mrs. Murray called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the November 19, 2019 regular meeting. Mr. Shriner seconded. Passed. BIDS UNDER ADVISEMENT Wastewater Treatment Plant Capacity Improvements Project Mrs. Murray stated that this item will remain under advisement. NEW BUSINESS Parks Department Recommendation for Rejection- Columbian Park Pond Dredging Jon Miner, Assistant Parks Superintendent, presented to the Board and recommended approval of a Recommendation for Rejection for Columbian Park Pond Dredging. Mr. Miner stated that the bid came in higher than the architect’s projection. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Purchasing Recommendation for Award-2020 City-Wide Landscaping Maintenance Dave Payne, Purchasing Manager, presented to the Board and recommended approval of a Recommendation for Award for the 2020 City-Wide Landscaping Maintenance with Brightview Landscapes. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Contract-2020 City-Wide Landscaping Maintenance Mr. Payne presented to the Board and recommended approval of a Contract for the 2020 City-Wide Landscaping Maintenance with Brightview Landscapes in the amount of $255,543.00. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Board of Public Works and Safety November 26, 2019 Page 2 Newton Oil Renewal Contract Mr. Payne presented to the Board and recommended approval of the Renewal Contract with Newton Oil for 2020. Mr. Payne stated the Newton Oil will honor the prices from the 2007 agreement for the 2020 contract. Mrs. Moulton moved for approval. Mr. Childress seconded Passed. Declaration of Surplus Property-Fleet Maintenance Mr. Payne presented to the Board and recommended approval of a Declaration of Surplus Property for Fleet Maintenance that includes 4 American Racing 16” tire rims 5 stud pattern. Mr. Payne stated that this equipment will be listed for sale on GovDeals.com. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Water Works Change Order #2-Vinton Street Water Main Improvements Kerry Smith, Water Works Superintendent, presented to the Board and recommended approval of Change Order #2 for the Vinton Street Water Main Improvements Project with TSW Utility Solutions. The change order is a deduction in the amount of $63,645.25 which brings the revised contract amount to $1,020,906.75. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Certificate of Completion-Vinton Street Water Main Improvements Mr. Smith presented to the Board and recommended approval of a Certificate of Completion for the Vinton Street Water Main Improvements Project. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. CLAIMS Tim Clary, Controller, presented for Board approval, Claims in the amount of $7,324,846.57. Mrs. Murray asked if there were any further questions and there were none. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. MISCELLANEOUS Special Event Request-Global Climate Change Rally Alice Pawley, Event Coordinator, presented to the Board and recommended approval of a Special Event Request for the Global Climate Change Rally to be held on November 29, 2019 from 11:00am-3:00pm on the John T. Myers Bridge. Mr. Childress moved for approval. Mr. Shriner seconded. Passed.
