MINUTES
December 10, 2019
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, December 10, 2019 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Amy Moulton, Cindy Murray, Ron Shriner
and Norm Childress.
Jacque Chosnek, 1st Deputy City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Murray moved for approval of the minutes from the December 3, 2019 regular meeting. Mrs. Moulton
seconded. Passed.
NEW BUSINESS
Lafayette Renew
Recommendation for Award- Wastewater Treatment Plant Capacity Improvements Project
Brad Talley, Renew Superintendent, presented to the Board and recommended approval of a Recommendation for
Award for the Wastewater Treatment Plant Capacity Improvements Project with Bowen Engineering in the
amount of $1,939,000.00. The project is for furnishing and installing effluent pumps, new dewatering system,
new sludge transfer pump, PLC replacement, electrical, and instrumentation and control components. Mr. Shriner
moved for approval. Mrs. Moulton seconded. Passed.
Contract- Wastewater Treatment Plant Capacity Improvements Project
Mr. Talley presented to the Board and recommended approval of a Contract for the Wastewater Treatment Plant
Capacity Improvements Project with Bowen Engineering in the amount of $1,939,000.00. Mr. Shriner moved for
approval. Mrs. Moulton seconded. Passed.
Notice to Proceed- Wastewater Treatment Plant Capacity Improvements Project
Mr. Talley presented to the Board and recommended approval of a Notice to Proceed for the Wastewater
Treatment Plant Capacity Improvements Project. The notice to proceed starts today with substantial completion
on October 30, 2020 and the final completion of December 4, 2020. Mrs. Murray moved for approval. Mr.
Childress seconded. Passed.
Engineering
McCarty Lane Central Maintenance Site Design and Inspection Services
Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of the McCarty Lane
Central Maintenance Site Design and Inspection Services contract with TBird Design Services. The contract is an

hourly amount not-to-exceed $175,000.00 consisting of $89,000.00 for the design and bidding services along with
$86,000.00 for construction services. This contract will be paid out of the McCarty Lane TIF. Mrs. Moulton
moved for approval. Mr. Shriner seconded. Passed.
Lafayette Housing Authority
Release of Mortgage-1025 N. 8th Street, Lafayette Indiana
Valerie Oakley, Project Manager, presented to the Board and recommended approval of a Release of Mortgage
for 1025 N. 8th Street, Lafayette Indiana. This release includes the payoff of the HOME balance. Mr. Childress
moved for approval. Mrs. Murray seconded. Passed.
Agreement between Lafayette Housing Consortium and Faith Community Development Corp. CHDO Operating
Funds Agreement 2019-2020
Mrs. Oakley presented to the Board and recommended approval of an Agreement between the Lafayette Housing
Consortium and Faith Community Development Corp. CHDO Operating Funds Agreement 2019-2020. The
agreement is in the amount of $19,426.00 and recertifies as a CHDO and is eligible to receive operating funds
through the HUD HOME program for planning and implementing housing projects. Mrs. Moulton moved for
approval. Mr. Shriner seconded. Passed.
Agreement between Lafayette Housing Consortium and Faith Community Development Corp. 2018 Project #2-N.
19th Street
Mrs. Oakley presented to the Board and recommended approval of an Agreement between Lafayette Housing
Consortium and Faith Community Development Corp. 2018 Project #2 N. 19th Street. The agreement is in the
amount of $62,534.00 and recertifies as a CDHO and is authorized to use CHDO Reserve funds to acquire and
renovate property for sale to eligible homebuyers. Mrs. Murray moved for approval. Mrs. Moulton seconded.
Passed.
Agreement between Lafayette Housing Consortium and YWCA of Greater Lafayette-Fresh Start Program Tenant
Based Rental Assistance 2019-2020
Seth Wells, Project Manager, presented to the Board and recommended approval of an Agreement between
Lafayette Housing Consortium and YWCA of Greater Lafayette for the Fresh Start Program Tenant Based Rental
Assistance 2019-2020. This agreement is in the amount of $64,800.00 and will serve 8 new participants. Mr.
Shriner moved for approval. Mrs. Moulton seconded. Passed.
Parks Department
Contract with Fisher Engineering for Columbian Park Carousel
Claudine Laufman, Parks Superintendent, presented to the Board and recommended approval of a Contract with
Fisher Engineering for the Columbian Park Carousel in the amount of not-to-exceed $8,625.00. Mrs. Laufman
stated that the contract will include design and preparation of construction documents, prepare and submit
calculations outlining the site’s drainage parameters, and provide construction administration services. The
project is set to start today with the substantial completion date of January 20, 2020. Mr. Childress moved for
approval. Mrs. Moulton seconded. Passed.

CLAIMS
Tim Clary, Controller, presented for Board approval, Claims in the amount of $3,599,611.68. President Henriott
asked if there were any further questions and there were none. Mrs. Moulton moved for approval. Mrs. Murray
seconded. Passed.
MISCELLANEOUS
Special Event Request-Dickens of a Christmas
President Henriott presented to the Board and recommended approval of a Special Event Request for Dickens of a
Christmas to be held on December 14, 2019 from 4:00pm-5:00pm at Riehle Plaza and the Big 4 Depot
Community Room. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed.
