BOARD OF PUBLIC WORKS AND SAFETY
MINUTES
November 3, 2020
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, November 3, 2020 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Amy Moulton, Norm
Childress and Ron Shriner.
Jacque Chosnek, 1st Deputy City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Moulton moved for approval of the minutes from the October 27, 2020 regular meeting. Mrs. Murray
seconded. Passed.
NEW BUSINESS
Engineering
Acceptance for Maintenance-Concord Ridge Subdivision, Section 3
Dave Griffee, Engineering, presented to the Board and recommended approval of an Acceptance for Maintenance
for Concord Ridge Subdivision Section 3. This project is located on the south side of CR 450 S across from
Robert’s Ridge Subdivision and adds 42 residential lots. Mr. Griffee stated that all required testing and
inspections have been successfully completed. The 3-year maintenance bond has been submitted and in the
amount of $51,548.50. Mr. Griffee stated that the cover letter in the Board’s packet reflects the wrong
maintenance bond amount. Mr. Griffee stated that a corrected copy of the cover letter was submitted to the
Clerk’s Office. Mr. Childress moved to approval noting the scrivener’s error on the cover letter. Mrs. Moulton
seconded. Passed.
Legal Counsel
Agreement with Local 472 Lafayette Fire Fighters Association
Mayor Roswarski presented to the Board and recommended approval of an Agreement with Local 472 Lafayette
Fire Fighters Association valid from January 1, 2021-December 31, 2024. Mayor Roswarski spoke about several
aspects of the contract and the addition of the Longevity Pay portion. Discussion ensued. Mr. Shriner moved for
approval. Mrs. Murray seconded. Passed.
Purchasing
Vehicle Authorization-Police Department
Dave Payne, Purchasing Manager, presented to the Board and recommended approval of a Vehicle Authorization
for the Police Department for a 2011 Gray Ford Fusion 4D VIN#3FSHP0HA1BR109278 City#11-185. This

vehicle will be traded in as part of an upcoming vehicle purchase. Mr. Childress moved for approval. Mrs.
Moulton seconded. Passed.
CLAIMS
Tim Clary, Controller, presented for Board approval, Claims in the amount of $1,533,705.56. Mr. Childress asked
a question on Page 15 regarding the Lafayette Neighborhood Housing Services (LNHS) invoices for monthly
service fee. Valerie Oakley, Project Manager, stated that those invoices are dividing up the administrative claims
that have been paid out of the administrative line item. LNHS has less than 12 of the old loans that are being
serviced, this is the 10% of program income as their servicing fee. Mrs. Moulton moved for approval. Mrs.
Murray seconded. Passed.
MISCELLANEOUS
Downtown Outdoor Dining Extension Request #2
Dennis Carson, Economic Development, presented to the Board and recommended approval of Request #2 for the
Downtown Outdoor Dining Extension. This extension would allow the downtown business to offer the outdoor
dining until November 15, 2020, weather permitting. Greg Emig, Owner of the Lafayette Brewing Company,
thanked the Board for the extension. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed.
