BOARD OF PUBLIC WORKS AND SAFETY MINUTES November 10, 2020 Regular Session: The Board of Public Works and Safety met virtually in a regular session on Tuesday, November 10, 2020 at 9:00 a.m. Members present were: Gary Henriott, Cindy Murray, Ron Shriner and Amy Moulton. Norm Childress arrived at 9:04 a.m. missing Roll Call and approval of Minutes. Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the November 3, 2020 regular meeting. Mrs. Murray seconded. Passed 4-0 on a roll call vote. NEW BUSINESS Engineering Acceptance for Maintenance-Rose Business Park Dave Griffee, Engineering, presented to the Board and recommended approval of an Acceptance for Maintenance for the Rose Business Park. The City will be providing sanitary sewer and watermain. Mr. Griffee stated that this is a new industrial subdivision consisting of 6 lots located northwest of the intersection of Old 350 S/CR 500 E. The asbuilts, testing and inspections have passed and the required maintenance bond has been posted. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed 5-0 on a roll call vote. CLAIMS Tim Clary, Controller, presented for Board approval, Claims in the amount of $4,028,764.05. Mr. Shriner asked a question on Page 1 regarding the LPD Take home Vehicle vouchers. Mr. Clary stated that this is a payroll holding for the Takehome Vehicle Program and these vouchers are from January-October 2020. Mr. Childress asked a question on Page 6 regarding the Adjustment Contributions for PERF LPD and LFD. Mr. Clary stated that some employees are on military leave and therefore the City will make up the PERF contributions amount while on leave. Mr. Childress asked a question on Page 15 regarding vouchers for bed bug removal from vehicles. Mr. Clary stated that these invoices are for LPD vehicles that need sprayed due to bed bug infestation. Mr. Childress asked a question on Page 19 regarding Duke Energy invoices for Golfview Road Misc Air-Striper. Mr. Clary stated that he would need to get back with him on the answer. President Henriott asked a question on Page 16/17 regrading invoices for John Sanders. Mr. Clary stated that these invoices are for winterizing the irrigation lines in the medians and other places around the City. President Henriott asked a question on Page 20 regarding Howden USA invoices for Seimens Blower. Mr. Clary stated that the City has done business with Howden in that past. President Henriott asked a question on Page 20 regarding All-Con Leveling Inc and whether they were a new vendor. Mr. Clary started that they are a current vendor and have been doing work at Lafayette Renew. Mr. Childress moved for approval. Mrs. Murray seconded. Passed 5-0 on a roll call vote. Board of Public Works and Safety November 10, 2020 Page 2 MISCELLANEOUS Proclamation-National Apprenticeship Week Mayor Roswarski read the following proclamation: A SPECIAL RESOLUTION recognizing the Indiana Union Construction Industry and their recruitment arm, the Indiana Careers in Construction Association. WHEREAS, this week the country celebrates National Apprenticeship Week recognizing the value of skilled training to workforce and economic development, we recognize the impact made by the Indiana Union Construction Industry and their recruitment arm, the Indiana Careers in Construction Association, throughout Indiana; and WHEREAS, by providing skilled apprenticeship training programs to Hoosiers statewide, the Indiana Union Construction Industry and the Indiana Careers in Construction Association are providing opportunities for our residents to improve their skills, careers, and their lives. These training programs are an asset to our communities; and WHEREAS, there are currently more than 75,000 skilled trades men and women in the Indiana Union Construction Industry; and WHEREAS, there are more than 60 apprenticeship training locations throughout the state of Indiana. WHEREAS, there are currently more than 7,800 apprentices enrolled in union construction apprenticeship programs in the Indiana Union Construction Industry, consisting of 22% minorities, 9% veterans, and 5% females; and WHEREAS, each year, the Indiana Union Construction Industry makes a private industry investment of more than $44 million dollars in apprenticeship training through their jointly managed apprenticeship programs; and WHEREAS, since 1993, more than 15,000 apprentices from the Indiana Union Construction Industry have earned an Associate’s Degree in Applied Science from Ivy Tech Community College as a direct result of their enrollment in a union construction apprenticeship program. This two-year degree is earned at no additional cost to the student, therefore: BE IT RESOLVED BY THE CITY OF LAFAYETTE, INDIANA: SECTION 1. The City of Lafayette proudly recognizes the Indiana Union Construction Industry and their recruitment arm, the Indiana Careers in Construction Association. SECTION 2. The City heartily congratulates the Indiana Union Construction Industry and the Indiana Careers in Construction Association and wishes them continued success. SECTION 3. The Mayor is invited to join in this resolution by affixing his signature hereto. Board of Public Works and Safety November 10, 2020 Page 3 ANNOUNCEMENTS Mayor Roswarski announced that Steve Moore has been promoted to Superintendent of Water Works. Mr. Moore thanked the Mayor and the Board and looked forward to working with all the staff and members of the Board. President Henriott congratulated Mr. Moore on behalf of the Board. Mayor Roswarski stated that City Hall will begin to make changes starting Thursday, November 12, 2020 that include UBO being fully closed with all electronic business and the building hours will be 8am-12noon/2pm- 4:30pm with cleaning from 12noon-2pm. LPD has went back to their most restrictive protocols. More changes may come Friday afternoon. President Henriott extended the Board’s help in whatever way they can.
