BOARD OF PUBLIC WORKS AND SAFETY MINUTES February 16, 2021 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, February 16, 2021 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Amy Moulton and Norm Childress. Absent: Cindy Murray and Ron Shriner Jacque Chosnek, 1st Deputy City Attorney, was absent. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the February 9, 2021 regular meeting. Mr. Childress seconded. Passed. Mr. Childress seconded. Passed. NEW BUSINESS Engineering Permission to Advertise-2021 CDBG Curb, Sidewalk, Drive Approach and Ramp Replacement Project Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Permission to Advertise the 2021 CDBG Curb, Sidewalk, Drive Approach and Ramp Replacement Project. The publications are set to run on February 19 and 26, 2021 with the bid opening on March 9, 2021. Discussion ensued. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Change Order #1-36th Street Roadway Improvements Mr. Grenard presented to the Board and recommended approval of Change Order #1 for 36th Street Roadway Improvements with Milestone Contractors. The change order is an additional amount of $42,131.44 which brings the revised contract amount to $936,476.94. The change order includes reconciliation of final quantities and to also repair damage to concrete. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Certificate of Completion-36th Street Roadway Improvements Mr. Grenard presented to the Board and recommended approval of a Certificate of Completion for the 36th Street Roadway Improvements Project with Milestone Contractors. The contractor has satisfactorily completed all work items for this project as of September 30, 2020 and all applicable inspections have been passed by the Engineering Department. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Main Street and Kossuth Street Intersection Improvements, Phase 2-Design Mr. Grenard presented to the Board and recommended approval of the Main Street and Kossuth Street Intersection Improvements Phase 2-Design with Fisher Engineering. Mr. Grenard stated that Phase 2 includes design and preparation of construction documents, bidding assistance; and construction administration including Board of Public Works and Safety February 16, 2021 Page 3 attendance at the pre-construction meeting, site visits during construction, shop drawing review, and pay application review. Phase 2 contract is in the amount of $16,550.00. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Main Street and Kossuth Street Intersection Improvements, Phase 3 –Parking Lot Renovations Mr. Grenard presented to the Board and recommended approval of the Main Street and Kossuth Street Intersection Improvements Phase 3-Parking Lot Renovations with Fisher Engineering. Mr. Grenard stated that Phase 3 includes additional survey of the former Osco parking lot, design of parking lot improvements, bidding assistance; and construction administration. Phase 3 contract is in the amount of $22,385.00. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Economic Development IDEM VW Project Funding Agreement President Henriott presented to the Board and recommended approval of the IDEM VW Project Funding Agreement. The City of Lafayette has been approved for a grant of $36,000.00 from the Indiana Department of Environmental Management from the Volkswagen Diesel Emissions Environmental Mitigation Trust Fund for four (4) Level II electric vehicle-charging stations. The City is planning for two placements of dual stations in the planned City parking garage as part of the new public safety building, one in the current City parking garage and on in the planned parking lot for Loeb Stadium/Columbian Park. The City must match the $36,000.00 by at least $40,037.00 of City/public funds for a total project cost of approximately $76,037.00. President Henriott had a question and asked that Mr. Carson follow up with clarification for the Board. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Parks Department Contract with Keystone Architecture-New Restrooms at Columbian Park Claudine Laufman, Parks Superintendent, presented to the Board and recommended approval of a Contract with Keystone Architecture for the New Restrooms at Columbian Park. The contract includes the design of an ADA complaint restroom building that will feature both men’s and women’s facilities along with a family restroom and also includes bidding and construction administration services. The contract is a guaranteed maximum price in the amount of $23,500.00 with work to begin on February 16, 2021 and anticipated completion of the project in late 2021. This facility will be located on the east side of the north lagoon near the new stage on Memorial Island. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. CLAIMS Tim Clary, Controller, presented for Board approval, Claims in the amount of $4,294,314.98. President Henriott asked a question on Page 15 regarding Forrest Commodities mulching brush. Mr. Clary stated that this invoice amount is very similar to the last invoice from October 2019. President Henriott asked a question of Page 20 regarding City Consultants for grant consulting fees. Mr. Clary stated that this consultant works with Lafayette Housing Authority for HOME and CDBG grant administration. President Henriott asked a question on Page 25 regarding Christopher Burke Engineering for SW2. Mr. Clary stated that it is an invoice for stormwater consortium with Purdue University, Tippecanoe County, West Lafayette and the City of Lafayette. Mr. Childress asked a question on Page 17 regarding CDW Government for new access points for all stations. Mr. Clary stated Board of Public Works and Safety February 16, 2021 Page 4 that this invoice is for upgraded wireless access points for all 9 fire stations. Mr. Childress asked a question on Page 19 regarding Lafayette Neighborhood Housing Services for loan servicing fees. Mr. Clary stated that these invoices are for HOME Funds. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed. MISCELLANEOUS Banner Request-Indiana Fiddler’s Gathering President Henriott presented to the Board and recommended approval of a Banner Request for the Indiana Fiddler’s Gathering. The banner will be hung on Columbia Street from August 3-17, 2021. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed.
