BOARD OF PUBLIC WORKS AND SAFETY MINUTES July 27, 2021 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, July 27, 2021 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Amy Moulton, Norm Childress and Ron Shriner Jacque Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the July 20, 2021 regular meeting. Mrs. Murray seconded. Passed. BID OPENING Columbian Park Restrooms This being the time set to open bids for the Columbian Park Restrooms and the following bids were received and opened: Spencer Construction Company Lafayette, Indiana Base Bid: $899,500.00 Alternate #1: $80,800.00 HP Legacy Indianapolis, Indiana Base Bid: $726,021.00 Alternate #1: $62,080.00 J.R. Kelly Company, Inc Lafayette, Indiana Base Bid: $797,000.00 Alternate #1: $85,200.00 CDI, Inc Terre Haute, Indiana Base Bid: $1,014,000.00 Alternate #1: $74,000.00 Board of Public Works and Safety July 27, 2021 Page 2 Mattcon General Contractors Indianapolis, Indiana Base Bid: $914,000.00 Alternate #1: $72,000.00 Construction Planning and Management, Inc Indianapolis, Indiana Base Bid: $743,000.00 Alternate #1: $76,000.00 Mr. Shriner moved to take the bids under advisement for further review. Mr. Childress seconded. Passed. NEW BUSINESS Parks Department Change Order #5-Memorial Island, Phase 3 Claudine Laufman, Parks Superintendent, presented to the Board and recommended approval of Change Order #5 for Memorial Island, Phase 3 with J.R. Kelly Company. Mrs. Laufman stated that the change order is due to shipping delays on materials, project changes, weather impacts, and additional time required. There is no cost change, just 7 additional days moving the end date through June 30, 2021. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Change Order #6-Memorial Island, Phase 3 Mrs. Claudine presented to the Board and recommended approval of Change Order #6 for Memorial Island, Phase 3 with J.R. Kelly Company. The change order includes additional stone backfill needed for shoreline remediation, Rush Pavilion porch support, pond regrading through May 31, railroad access ramp intersection; and paddle boat railing. The change order is an increase in the amount of $100,426.00 which brings the revised contract amount to $6,641,235.75. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Legal Counsel 2021 Agreement for Animal Sheltering and Disposal Mrs. Chosnek presented to the Board and recommended approval of the 2021 Agreement for Animal Sheltering and Disposal with Almost Home Humane Society, Inc. This is a 2-year agreement from August 1, 2021 through July 31, 2023. The agreement is a monthly price of $20,200.00. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. CLAIMS Jeremy Diehl, Controller, presented for Board approval, Claims in the amount of $634,442.92. President Henriott asked a question on Page 8 regarding the GLPTC invoices for bus passes for May and June. Mr. Diehl stated that these bus passes are part of a grant for the Shelter Plus Care Program through Economic Development. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed. Board of Public Works and Safety July 27, 2021 Page 3 MISCELLANEOUS Special Event Request-Taste of Tippecanoe Scott Freeman, Event Representative, presented to the Board and recommended approval of a Special Event Request for the Taste of Tippecanoe to held on July 31, 2021 from 6:00pm-12:00am located in Downtown Lafayette. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Banner Request-Builders Association of Greater Lafayette (BAGL) President Henriott presented to the Board and recommended approval of a Banner Request for the Builders Association of Greater Lafayette in be hang on Columbia Street from August 31-September 7, 2021. Mrs. Murray moved for approval. Mr. Childress seconded. Passed.
