BOARD OF PUBLIC WORKS AND SAFETY MINUTES January 31, 2023 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, January 31, 2023 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Ron Shriner, Norm Childress and Amy Moulton. Jacque Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the January 24, 2023 regular meeting. Mrs. Murray seconded. Passed. QUOTE OPENING Memorial Island Irrigation 2023 This being the time set to open quotes for the Memorial Island Irrigation 2023 and the following quotes were received and opened: Wissco Irrigation Inc. South Bend, Indiana Quote: $144,680.00 Mr. Shriner moved to take the quotes under advisement for further review. Mr. Childress seconded. Passed. NEW BUSINESS Lafayette Renew Permission to Advertise-4th Street Sewer Realignment Project Brad Talley, Renew Superintendent, presented to the Board and recommended approval of a Permission to Advertise for the 4th Street Sewer Realignment Project. The project consists of approximately 600-feet of sanitary sewer relocation and 600-feet of water main relocation. The publications are set to run on February 3 & 10, 2023 with the bid opening on February 28, 2023. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. 2023 Wastewater Operator Training Contract Mr. Talley presented to the Board and recommended approval of the 2023 Wastewater Operator Training Contract with Wastewater Solutions. The contract is in the amount of $19,600.00 for training to be conducted February 13-16, 2023. The operator training is an annual course conducted for department employees to obtain the continuing education credits needed to maintain current certifications and to assist employees to prepare for upcoming certification exams. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Board of Public Works and Safety January 31, 2023 Page 2 Purchasing Declaration of Surplus Property-Purchasing Dave Payne, Purchasing Director, presented to the Board and recommended approval of a Declaration of Surplus Property for the Purchasing Department that includes 6 iPhone XR’s, 11 iPhone 11’s, and 1 iPhone 12 Pro Max. Mr. Payne stated that these devices have been replaced with newer equipment and will be sold. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Declaration of Surplus Property-Lafayette Renew Mr. Payne presented to the Board and recommended approval of a Declaration of Surplus Property for Lafayette Renew that includes a Lenovo Think Pad T350 Model #2359-4LU Serial #R9-ZMZYY 13/06. Mr. Payne stated that this item will be listed on sale on GovDeals.com. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. CLAIMS Jeremy Diehl, Controller, presented for Board approval, Claims in the amount of $7,919,921.23. Mr. Childress asked a question on Page 13 regarding the Kimley-Horn and Associates invoice for the Next Level Trail Grant. Mr. Diehl stated that is for design services as part of the Next Level Trails Grant. President Henriott asked a question on Page 7 regarding the Figment Group Inc invoice for the Annual Fee. Amber Schaefer, Human Resources, stated that is for the random DOT drug test pulls. Mr. Shriner asked a question regarding the Riggs Health quarterly payment. Mr. Diehl stated that is a statutory obligation for the City to make a financial contribution to the local health clinic based on population. Discussion ensued. President Henriott asked a question on Page 13 regarding the Multiplying Good Inc invoice for 2023 Teacher Stipend/Grant Sponsorship. Mayor Roswarski stated that is a program with Purdue University to get funds to local teachers for local programs that are offered before or after school. President Henriott asked a question on Page 13 regarding the Tippecanoe County Council on Aging (SHARP Program) invoice for SHARP Repair Fund November & December 2022. Mr. Diehl stated that is for reimbursement for repairs. Mr. Childress moved for approval. Mr. Shriner seconded. Passed.
