BOARD OF PUBLIC WORKS AND SAFETY
MINUTES
February 7, 2023
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, February 7, 2023 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Ron Shriner, Norm Childress
and Amy Moulton.
Jacque Chosnek, City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Murray moved for approval of the minutes from the January 31, 2023 regular meeting. Mrs. Moulton
seconded. Passed.
NEW BUSINESS
Economic Development
Historic Demolition Permit-2205 Union Street
John Collier, Economic Development, presented to the Board and recommended approval of a Historic
Demolition Permit for 2205 Union Street due to fire damage. Mr. Collier stated that Dann Keiser, Lafayette
Historic Preservation Officer, determined that the loss of the original garage would have a loss of an historic
resource in the city and recommended upholding the 60-day waiting period. Jeromy Grenard, Public Works
Director, stated that there are people gaining access to the property even though it is boarded up. Mr. Grenard
stated that these people are building fires in the basement to stay warm etc. With the size of fire that occurred in
this structure, the Engineering Department feels the structure is not safe for people to be in. Mr. Grenard
recommended waiving the 60-day waiting period so the structure can be torn down as soon as possible. Mr.
Shriner moved to wave the 60-day waiting period. Mrs. Moulton seconded. Passed.
Fire Department
Supplement #8-Fire Contract for the Furnishing of Fire Protection and Emergency Services to the
Unincorporated Area of Fairfield Township
Fire Chief, Richard Doyle, presented to the Board and recommended approval of Supplement #8-Fire Contract for
the Furnishing of Fire Protection and Emergency Services to the Unincorporated Area of Fairfield Township. The
contract is in the amount of $620,000.00. Chief Doyle stated that the funds will be used for additional bunker gear
using approximately $500,000.00 of the funds and purchasing 20 handheld radios using the remaining amount.
Mr. Childress moved for approval. Mrs. Murray seconded. Passed.

Lafayette Housing Authority
Release of Mortgage-224 Dehart Street, West Lafayette Indiana
Valerie Oakley, Project Manager, presented to the Board and recommended approval of a Release of Mortgage
for 224 Dehart Street West Lafayette Indiana. Mrs. Oakley stated that the period of affordability has expired. Mr.
Shriner moved for approval. Mrs. Moulton seconded. Passed.
Release of Mortgage-267 E. Sunset Lane, West Lafayette Indiana
Mrs. Oakley presented to the Board and recommended approval of a Release of Mortgage for 267 E. Sunset Lane
West Lafayette Indiana. Mrs. Oakley stated that the property was sold and the balance has been paid off. Mr.
Childress moved for approval. Mrs. Murray seconded. Passed.
Release of Mortgage-1326 Burroughs Street, Lafayette Indiana
Mrs. Oakley presented to the Board and recommended approval of a Release of Mortgage of 1326 Burroughs
Street Lafayette Indiana. Mrs. Oakley stated that the period of affordability has expired. Mr. Childress moved for
approval. Mrs. Moulton seconded. Passed.
Release of Mortgage-2134 Charles Street, Lafayette Indiana
Mrs. Oakley presented to the Board and recommended approval of a Release of Mortgage for 2134 Charles Street
Lafayette Indiana. Mrs. Oakley stated that this was an old homebuyer loan that was paid off in 2016 and the
documents were never released. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed.
Release of Covenant for Deed Restrictions-2134 Charles Street, Lafayette Indiana
Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions
for 2134 Charles Street, Lafayette Indiana. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed.
CLAIMS
Paula King, Controller’s Office, presented for Board approval, Claims in the amount of $1,305,203.57. President
Henriott asked if there were any further questions and there were none. Mrs. Moulton moved for approval. Mr.
Shriner seconded. Passed.
MISCELLANEOUS
Special Event Request-McAllister Center Father Daughter Dance
Tyler Laufman, McAllister Center, presented to the Board and recommended approval of a Special Event Request
for the McAllister Center Father Daughter Dance to be held on February 11, 2023 from 1:00pm-8:00pm on the
streets surrounding McAllister Center for carriage rides. Mrs. Moulton moved for approval. Mrs. Murray
seconded. Passed.

Special Event Request-NAMI Mental Health Awareness Day
Pushpa Toppo, Event Representative, presented to the Board and recommended approval of a Special Event
Request for NAMI Mental Health Awareness Day to be held on February 18, 2023 from 8:00am-2:00pm in the
Big 4 Depot Community Room. This event is to bring awareness for the Ankit Foundation and Mental Health
Awareness. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed.
President Henriott expressed his admiration for Mayor Roswarski and his State of the City Address that was given
to the public this past week. President Henriott spoke of what a great Mayor he is and that he cares deeply for his
community.
