MINUTES
August 8, 2023
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, August 8, 2023 at 9:00 a.m. in the
Common Council Chambers. Members present were: Cindy Murray, Amy Moulton and Eric Rody.
Absent: Ron Shriner and Gary Henriott
Jacque Chosnek, City Attorney, was also present.
Mrs. Murray called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mr. Rody moved for approval of the minutes from the August 1, 2023 regular meeting. Mrs. Moulton seconded.
Passed.

Lafayette Renew-Coating/Painting Project 2023
Mrs. Murray stated that this item will remain under advisement.
NEW BUSINESS
Engineering
Agreement for On-Call Engineering services for TBIRD Designs Services
Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of an Agreement for
On-Call Engineering services for TBIRD Designs Services through the end of 2023. This would allow the City to
engage with TBird Designs on a Task Order basis. This agreement is replacing an old agreement. Mr. Rody
moved for approval. Mrs. Moulton seconded. Passed.
Task Order #1 Under On-Call Agreement-TBIRD Designs for Test Well Siting-McCarty Lane Area East of
Creasy Lane
Mr. Grenard presented to the Board and recommended approval of Task Order #1 Under On-Call Agreement-
TBIRD Designs for Test Well Siting-McCarty Lane Area East of Creasy Lane. In this Task Order, TBird will
stake the test well locations for potential new water well field. The Task Order is an hourly not-to-exceed
$5,000.00. Mr. Rody moved for approval. Mrs. Moulton seconded. Passed.

Lafayette Housing Authority
Agreement between City of Lafayette and Big Brother Big Sisters of Greater Lafayette for the Youth Mentoring
Program 2023
Valerie Oakley, Project Manager, presented to the Board and recommended approval of an Agreement between
City of Lafayette and Big Brother Big Sisters of Greater Lafayette for the Youth Mentoring Program. This
program pairs at-risk children with screened volunteer mentors and monitors and supports these one-on-one
mentoring matches in building positive, enduring relationships. The funding awarded for this project is in the
amount of $7,500.00. Mr. Rody moved for approval. Mrs. Moulton seconded. Passed.
Agreement between City of Lafyette and Lafayette Transitional Housing Center for the Homeless Services
Program 2023
Mrs. Oakley presented to the Board and recommended approval of an Agreement between City of Lafyette and
Lafayette Transitional Housing Center for the Homeless Services Program. This agency provides supportive
services and case management to individuals and families who are experiencing homelessness or who are at-risk
of becoming homeless. This program serves as the Coordinated Entry point to access other homeless services in
Tippecanoe County. The funding awarded for this project is in the amount of $34,971.00. Mr. Rody moved for
approval. Mrs. Moulton seconded. Passed.
Agreement between City of Lafayette and Lafayette Urban Ministry for the Emergency Homeless Shelter 2023
Mrs. Oakley presented to the Board and recommended approval of an Agreement between City of Lafayette and
Lafayette Urban Ministry for the Emergency Homeless Shelter. This program provides short-term overnight
shelter, meals, and showers to homeless individuals. The funding awarded for this project is in the amount of
$20,000.00. Mr. Rody moved for approval. Mrs. Moulton seconded. Passed.
Agreement between City of Lafayette and Tippecanoe County Council on Aging dba Tippecanoe Senior Services
dba Meals on Wheels 2023
Mrs. Oakley presented to the Board and recommended approval of an Agreement between City of Lafayette and
Tippecanoe County Council on Aging dba Tippecanoe Senior Services dba Meals on Wheels. This program
delivers hot, nutritious meals to homes of seniors, persons with disabilities, and other homebound individuals at a
subsidized rate. The funding awarded for this program is in the amount of $20,000.00. Mr. Rody moved for
approval. Mrs. Moulton seconded. Passed.
Agreement between City of Lafayette and Tippecanoe County Council on Aging dba Tippecanoe Senior Services
for the Senior Home Assistance Repair Program (SHARP) 2023
Mrs. Oakley presented to the Board and recommended approval of an Agreement between City of Lafayette and
Tippecanoe County Council on Aging dba Tippecanoe Senior Services for the Senior Home Assistance Repair
Program (SHARP). This program provides housing rehabilitation and repair services to very-low, low, and
moderate-income seniors and persons with disabilities who remain in their owner-occupied homes. The funding
awarded for this project is in the amount of $40,00.00. Mr. Rody moved for approval. Mrs. Moulton seconded.

Agreement between City of Lafayette and YWCA of Greater Lafayette for the Domestic Violence Intervention and
Prevention Program 2023
Mrs. Oakley presented to the Board and recommended approval of an Agreement between City of Lafayette and
YWCA of Greater Lafayette for the Domestic Violence Intervention and Prevention Program. This program
serves victims of domestic violence and their children by providing comprehensive residential services including
temporary, emergency, and confidential shelter; all meals, linens, personal items, and clothes; intensive case
management; appropriate referrals; access to medical evaluation; legal advocacy and assistance. The funding
awarded for this project is in the amount of $14,000.00. Mr. Rody moved for approval. Mrs. Moulton seconded.
Passed.
Lafayette Renew
Change Order #1-40 & 8 Lift Station and Force Main Project
Brad Talley, Renew Superintendent, presented to the Board and recommended approval of Change Order #1 for
the 40 & 8 Lift Station and Force Main Project. The change order encompasses an inclusion of seven change
order items resulting in a net $0 change to the contract price as shown in Attachment A, as well as a 155-day
extension of the contract timeline to adjust the Ready for Final Payment date from February 10, 2023 to July 15,
2023 to allow for warm weather tree planting and fence installation. Mr. Rody moved for approval. Mrs. Moulton
seconded. Passed.
Certificate of Final Completion-40 & 8 Lift Station and Force Main Project
Mr. Tally presented to the Board and recommended approval of a Certificate of Final Completion for the 40 & 8
Lift Station and Force Main Project. The final completion is dated July 15, 2023. Mr. Rody moved for approval.
Mrs. Moulton seconded. Passed.
CLAIMS
Jeremy Diehl, Controller, presented for Board approval of Claims in the amount of $2,039,844.57. Mrs. Murray
asked a question on Page 16 regarding North American Rescue LLC invoices for Eagle IFAK Medical Kits. Mr.
Diehl stated that is for emergency kits for the Lafayette Police Department and the Lafayette Fire Department.
Mr. Rody moved for approval. Mrs. Moulton seconded. Passed.
MISCELLANEOUS
Banner Request-NOISEtrends/Frank Muffin
Mrs. Murray presented to the Board and recommended approval of a Banner Request for NOISEtrends/Frank
Muffin to held hung on Columbia Street from October 24-November 7, 2023. Mr. Rody moved for approval. Mrs.
Moulton seconded. Passed.
Taxicab Permit
Police Chief, Scott Galloway, presented to the Board and recommended denial of a Taxicab Permit for Aman
Martin, 221 S. 4th Street, Lafayette IN 47901. Mrs. Moulton moved for approval. Mr. Rody seconded. Denied.
